Job Duties: • Work with the TALCB Director to oversee and support division operations, including licensing, education, and enforcement programs. • Review and evaluate division processes, procedures, and forms to ensure accuracy, consistency, efficiency, and compliance with current statutes, rules, and agency policies. • Support the implementation, stabilization, and ongoing enhancement of the license management system to ensure compliance and operational efficiency. • Review and respond to inquiries from stakeholders, including complainants, respondents, license holders, and consumers. • Manage a caseload of pending complaints to ensure timely and appropriate disposition. • Review and evaluate applicant criminal history information to determine eligibility for licensure in accordance with applicable laws • Review and evaluate applications for appraiser education continuing education course approval. • Assist with the implementation of statutory and rule changes, including updating procedures, forms, guidance materials, and internal processes to ensure compliance and consistency across division operations. • Perform other duties as assigned. Minimum Qualifications: • Graduation from an accredited law school with a J.D. • Licensed by the State Bar of Texas; license must be in good standing. • Four (4) years’ experience in law practice, either private or government, to include one (1) year of supervisory or managerial experience Preferred Qualifications: • Experience in regulatory compliance. Knowledge, Skills, and Abilities: • Effective oral and written communication skills, with the ability to clearly communicate with staff, stakeholders, license holders, and the public. • Knowledge of state and federal laws, rules, and regulatory frameworks governing licensing and enforcement programs. • Skill in case management, including organizing, tracking, analyzing, and resolving a caseload of complaints. • Skill in drafting clear and accurate legal and regulatory documents, including policy guidance, correspondence, briefs, pleadings, motions, and orders. • Ability to work collaboratively across divisions to support agency goals. • Ability to prioritize and manage multiple assignments in a fast-paced, deadline-driven environment. • Skill in supporting system of record implementation, including user acceptance testing (UAT), validating system functionality, identifying issues, and recommending process improvements. • Ability to litigate contested case hearings before the State Office of Administrative Hearings (SOAH). Environmental & Physical Conditions: Normal office work environment, mostly sedentary in nature. Involves speaking to groups of people. May involve walking; standing; remaining stationary for long periods of time; pulling and pushing; kneeling, stooping and bending; and safely lifting and carrying items weighing up to 30 pounds. Work involves extensive phone usage and repetitive hand/wrist/finger motions while using the computer.
