Department Description:
The Department of Family & Community Medicine (DFCM) is engaged in research, teaching, training, service and clinical activities located at seven primary UCSF and leased sites in San Francisco (Parnassus, ZSFG - Buildings 80, 90, 20 and the Main Hospital, Mission Center Building, Laurel Heights, Mission Hall, Lakeshore, Lakeside) as well as the OSHER center, Women’s Health and the UCSF Primary Care Practices at China Basin and Laurel Village and at various local community, national and international research/service/education training and clinical sites. In addition to the Department’s Family Medicine Residency Program located at ZSFG, the Department has affiliated residency programs in Fresno, Salinas, Santa Rosa, Kaiser Vallejo, Santa Rosa, and Contra Costa Health Systems. Authority and accountability for the Department reside with the Department Chair who delegates authority to Vice Chairs, the Executive Council, Directors and Chiefs of Service and their Administrators and the Department Associate Chair of Administration and Finance.

We are dedicated to building a just and equitable society, recognizing that health and illness are shaped by the context of people’s lives. DFCM is nationally recognized for our pioneering research programs in primary care and community health. The DFCM has a large teaching, research, and clinical set of programs and activities based at Zuckerberg San Francisco General Hospital where this position is based and represents more than half of all the activities for DFCM as a whole.
DFCM includes 100 paid faculty, 9 non-faculty academics, 147 staff, 405 volunteer clinical faculty, 18 UCSF Health Residents, 45 SFGH residents including 3 chief residents and 2 fellows. The annual budget is about $70 million.
Job Summary:
The Director of Finance (DOF) is responsible for the planning and execution of financial goals and objectives that support the overall success of the department short and long term strategies and mission. The incumbent provides fiscal oversight and manages efficient stewardship of the department resources, formulates and administrates financial policy and provides interpretation, advice and guidance to department leadership, managers, financial unit, faculty and other staff. The incumbent holds fiduciary responsibility to maintain and adhere financial compliance with the University of California and external regulatory policies, guidelines and requirements; that financial and cost accounting principles and standards are followed and met. They develop innovative approaches to address operational and financial challenges and bottlenecks, establishes and maintains proper internal controls, and designs and leads business process improvements and reengineering. The DOF also functions as a “working” manager providing direct day to day fiscal administration, management and forecasting for department operating funds, sponsored projects funds, and clinical profee funds. Additionally, the DOF works closely with the Department CAO and Associate Chair of Administration and Finance, Department Chair, Vice-Chairs, faculty/PIs and other unit/program managers in discussions, planning and execution of departmental short- and long-term strategic plans as related to the department finance and operations.

Qualifications
Required Qualifications:
BA/BS degree in business administration, finance, accounting or related field
Minimum 5 year’s experience in financial analysis, planning and management with increasing levels of complexity or an equivalent combination of education and experience
5 years of financial and research administration experience specifically managing complex financial operations, budgets and sponsored program portfolios; understanding, interpreting, analyzing and creating complex financial models while also being able to explain issues in lay terms.
Minimum 5 years experience in financial management, reporting, forecasting and analysis as well as developing financial reports, templates, policies and processes for use by and understanding of others
Comprehensive knowledge of finance and budget policies, practices and systems; budgeting and reporting techniques; fund accounting; human resource planning; accounting and bookkeeping
Ability to effectively communicate verbally and in writing
Interpersonal skills and ability to work effectively across the organization at all levels; ability to interact with diverse populations
Client services oriented, good listening, critical thinking, and analytical skills
Ability to multi-task
Knowledge and understanding of internal control practices and their impact on protecting University resources
Preferred Qualifications:
MBA or graduate degree in business, accounting or financial management
Knowledge of UC systemwide, UCSF Controller, Budget Office, Office of Sponsored Research, Purchasing/Materiel Management policies and procedures
Advanced Excel skills and demonstrated ability to plan, design, extract, assemble and analyze data from the financial system, data warehouse and reporting cubes for financial reports and special projects
Demonstrated skill and proficiency using institutional and ad hoc financial, proposal and database systems and tools such as PeopleSoft RAS and Financial, BearBuy, MyExpense, Cognos, Faculty Portfolio, Effort Reporting, and ability to adopt new Oracle Financial systems and tools
