Description

The Texas General Land Office is seeking a Project Manager II (Project Manager) within the Community Development & Revitalization Department of the agency. Performs moderately complex (journey-level) project management work. Work involves coordinating the planning and initiation of projects at various levels of completion; monitoring the progress and schedule of projects; and communicating with project stakeholders, management, and other relevant parties. May assign duties and responsibilities and coordinate the work of project staff. Works under general supervision, with limited latitude for the use of initiative and independent judgment. Our Mission: The Texas General Land Office primarily serves the schoolchildren, veterans, and the environment of Texas. The agency does so by preserving our history, maximizing state revenue through innovative administration, and through the prudent stewardship of state lands and natural resources. What Your Contributions to the GLO Will be: • Provides Housing and Quality Assurance the development, management, and evaluation of new and ongoing projects at various stages in the project lifecycle utilizing accepted practices. Provides special project support to the Director of Housing & Quality Assurance branch and oversees projects related (varying degrees of length and complexity) to CDBG-Disaster Recovery Housing grants. Leads projects and coordinates the initiation, authorization, and commitment to each project. • Coordinates project activities and outreach with internal stakeholders, other state agencies, governmental jurisdictions, private sector partners, and contractors, including conferences and other special projects. • Assists with grant administration related activities including data entry, movement of funds within the system of record as necessary, and other actions necessary to ensure that the programs’ records are compliant and complete within the system of records. • Develops subject matter expertise and manages projects in cross-cutting program requirements to enable program execution. These program requirements may include information security, duplication of benefits, budgetary review and budget projections and other ad hoc projects that may meet program needs. • Prepares State-Administered Housing Program specific reports, correspondence and programmatic projects assigned. Compiles and distributes project information, project status reports, and project budget expenditures. • Obtains subject matter expertise in TIGR, using it to create and complete all TIGR-related activities as required by CDR Management. Develops user manuals, tools, and work instructions related to TIGR specific tasks. Experience and education may be substituted for one another. • 2 years prior experience relating to grant administration at the federal, state, or local level • Experience researching and interpreting regulations or policy guidance. • Experience preparing technical documents, reports, or analytical materials. • Proficiency in Microsoft Office applications. Preferred Qualifications: • Previous experiencing managing CDBG-DR • Certifications in contract, finance, budgets and project management. Knowledge, Skills and Abilities: • Knowledge of the federal regulatory environment relating to grants, specifically those relating to housing • Skilled at planning, developing, finance and distributing tasks. • Ability to guide, motivate, direct and hold accountable, teams and individual team members. • Strong finance budget experience is desired. Physical Requirements: This position requires the employee to primarily perform sedentary office work; however, mobility (moving around the worksite) is routinely required to carry out some duties. This position requires extensive computer, telephone and client/ customer contact and communication. It requires the ability to move and position oneself as needed for filing and similar routine office duties. The job also requires normal cognitive abilities requiring the ability to learn, recall, and apply certain practices and policies. It requires the stamina to maintain attention to detail despite interruptions. Ability to read printed materials and computer screens. The individual must be able to move and transport records, documents, boxes, and all related information and materials, weighing up to 20 pounds when required. Compensation and Benefits: • Free Parking • Defined Retirement Benefit Plan Optional 401(k) and 457 accounts • Medical Insurance - State pays 100% of the health plan premium for eligible full-time employees and 50% of the premium for their eligible dependents.
