The County of Essex is seeking a Human Resources Business Partner – Corporate Services & Organizational Development to provide professional and operational Human Resources support across the Corporation. In this role, you will provide strategic and operational Human Resources consultation and support to leaders and managers, delivering guidance on employee and labour relations, workplace investigations, performance management, organizational development initiatives, policy implementation, and change management activities. You will work closely with leadership to support the implementation of people strategies, strengthen workplace culture, and ensure compliance with employment legislation, collective agreements, and organizational policies. Lead and conduct workplace investigations involving harassment, workplace conflict, misconduct, policy violations, attendance concerns, and other employee relations matters Provide guidance and recommendations regarding disciplinary matters, conflict resolution, attendance management, and performance management Support grievance administration, including investigation, research, documentation, meeting participation, and arbitration preparation Assist with collective bargaining preparation through research, data analysis, and preparation of supporting materials Interpret collective agreements, employment legislation, Human Resources policies, and procedures Collaborate with legal counsel, external investigators, and service providers on complex or sensitive matters. Organizational Development & Corporate Initiatives Support organizational development initiatives, employee engagement strategies, leadership development programs, and corporate Human Resources projects Under the direction of the Director of Human Resources, coordinate and support leadership development programs, quarterly leadership meetings, workshops, training sessions, and organizational development initiatives across the Corporation. Assist leaders in planning and implementing organizational change initiatives and change readiness strategies Under the direction of the Director of Human Resources, support the research, development, implementation, and review of Human Resources policies, procedures, programs, and supporting documentation Identify opportunities to improve organizational effectiveness, employee experience, and Human Resources service delivery Support succession planning, workforce planning, talent management, and leadership development initiatives under the direction of the Director of Human Resources. Leadership Support & Consultation Build collaborative relationships with leaders to understand operational needs, workforce challenges, and departmental priorities. Provide coaching and consultation regarding employee performance, workplace culture, communication, and team effectiveness Support managers in navigating complex workplace situations using practical, risk-based Human Resources guidance Assist with organizational restructuring, workforce planning, and operational change initiatives Support employee engagement and workplace culture initiatives aligned with organizational values Human Resources Programs & Administration Support the development, implementation, and continuous improvement of Human Resources programs and processes Assist in the drafting and preparation of reports, presentations, correspondence, and Human Resources metrics for leadership and Council. Maintain accurate records, documentation, and case files in accordance with legislative requirements and organizational standards Support Human Resources systems, reporting processes, audits, and special projects Ensure compliance with employment legislation, collective agreements, policies, and Human Resources best practices Other Promote a respectful, inclusive, psychologically safe, and harassment-free workplace Support accessibility and inclusive service delivery practices Develop collaborative relationships with internal and external stakeholders Perform other related duties as assigned What You Bring Education and Commitment to Growth: University degree in Human Resources, Labour Relations, Business Administration, Public Administration, or a related field Certified Human Resources Professional (CHRP) or Certified Human Resources Leader (CHRL) designation is preferred Experience and Expertise: Minimum of five (5) years of progressively responsible Human Resources experience, preferably in a unionized and/or public sector environment Demonstrated experience conducting workplace investigations and supporting employee and labour relations matters Experience supporting organizational development initiatives, leadership development, policy development, and organizational change Municipal sector experience is considered an asset Skills and Abilities: Advanced knowledge of employment legislation, labour relations principles, collective agreement administration, and Human Resources best practices Strong knowledge of workplace investigations, conflict resolution, attendance management, and performance management practices Excellent consultation, facilitation, relationship-building, and leadership skills Strong analytical, problem-solving, organizational, and decision-making abilities Exceptional written and verbal communication skills, including policy and report writing Ability to manage multiple priorities and complex issues in a fast-paced environment Strong political acuity, judgment, discretion, and professionalism when handling confidential matters Advanced proficiency in Microsoft 365 and Human Resources information systems Demonstrated ability to support organizational change and continuous improvement initiatives Knowledge of Occupational Health and Safety Act requirements and workplace obligations Other Requirements: A valid Class “G” Ontario driver’s license and access to a reliable personal vehicle for work-related purposes. Ability to provide a Ministry of Transportation Driver Abstract (successful candidate will provide driver’s license number and the employer will run the abstract) Must provide a Police Information Check (PIC) (successful candidate will provide a completed PIC). Working Arrangement: Primarily office-based position with regular attendance at meetings, investigations, training sessions, and various operational locations throughout the Corporation.
