The role is responsible for managing the CE&I team, administering construction contracts, and ensuring work is performed safely, on schedule, within budget, and in compliance with contract documents, applicable codes, and agency procedures.</p>\n<p> </p>\n<p>Apply through this site and <strong>All resumes should be sent to [email protected]</strong></p>\n<h2>Responsibilities</h2>\n<p> </p>\n<p>Project Management & Construction Oversight</p>\n<ul>\n <li>Lead construction activities from Notice to Proceed through final completion on CTDOT highway, bridge, facility, and / or railroad projects.</li>\n <li>Interpret and enforce contract plans, specifications, special provisions, CTDOT Form 819, Construction Manual, and applicable codes.</li>\n <li>Monitor contractor performance, CPM schedules, milestones, and critical path; identify risks and implement mitigation strategies.</li>\n <li>Evaluate constructability issues and provide practical engineering solutions on one or more of the following:</li>\n <ul>\n  <li>Highway/bridge work (earthwork, drainage, concrete, steel, utilities, MPT)</li>\n  <li>Facilities/buildings (architectural, structural, MEP, renovations)</li>\n  <li>Rail/transit projects (trackwork, platforms, facilities, utilities, yards)</li>\n </ul>\n</ul>\n<p>Contract Administration & Controls</p>\n<ul>\n <li>Review and approve contractor pay requisitions and quantity measurements.</li>\n <li>Prepare and negotiate Change Orders and Extra Work Requests, including engineering cost analyses.</li>\n <li>Oversee construction documentation, payment estimates, and digital document control systems (e.g., AASHTOWare, COMPASS).</li>\n <li>Prepare and review technical reports, correspondence, and project records.</li>\n</ul>\n<p>Quality, Safety & Compliance</p>\n<ul>\n <li>Ensure compliance with approved safety plans, environmental permits, and state/federal regulations.</li>\n <li>Oversee inspection, sampling, and testing of materials in accordance with project requirements.</li>\n <li>Maintain quality standards and proper documentation for all construction activities.</li>\n</ul>\n<p>Coordination & Leadership</p>\n<ul>\n <li>Serve as the primary liaison with CTDOT, rail agencies (MTA Metro-North, Amtrak), municipalities, utilities, and other stakeholders.</li>\n <li>Lead progress, coordination, and stakeholder meetings; keep the client informed of progress, risks, and recommended actions.</li>\n <li>Supervise, mentor, and support inspection and office engineering staff; promote a culture of safety, accountability, and professionalism.</li>\n</ul>\n<h2>Qualifications</h2>\n<p> </p>\n<p>Minimum Qualifications</p>\n<ul>\n <li>Ten (10) years of progressively responsible experience in civil, highway/bridge, facilities, and/or railroad construction, including substantial field experience.</li>\n <li>Connecticut Professional Engineer (PE) license or Certified Construction Manager (CCM) credential.</li>\n <li>Demonstrated experience leading CE&I teams and managing construction contracts on complex projects.</li>\n <li>Prior supervisory experience overseeing inspection and field staff.</li>\n <li>Valid driver’s license and ability to travel to project sites.</li>\n</ul>\n<p>Preferred Qualifications</p>\n<ul>\n <li>Experience on CTDOT and/or federally funded DOT projects.</li>\n <li>Experience on active railroad projects (Metro-North, Amtrak).</li>\n <li>Relevant certifications, including:</li>\n <ul>\n  <li>ACI Concrete Field Testing</li>\n  <li>NETTCP (Concrete, HMA, Soils & Aggregate)</li>\n  <li>ATSSA or equivalent traffic control training</li>\n  <li>OSHA 10- or 30-Hour Construction Safety</li>\n </ul>\n <li>Proficiency with Microsoft Office and construction management/document control platforms.</li>\n</ul>\n<p>Physical & Working Conditions</p>\n<ul>\n <li>Ability to work in active construction and railroad environments, including uneven terrain and proximity to traffic or track.</li>\n <li>Willingness to work nights, weekends, and off-hours as required for project needs.</li>\n <li>Ability to work year-round in varied weather conditions.</li>\n</ul>\n<h2>Benefits</h2>\n<p>M&J is a leader in providing quality engineering consulting services to a diverse and exciting client base.
