PMOD is responsible for planning, managing, and supporting the acquisition, deployment, and sustainment of technologies, capabilities, and services that enable U.S. Customs and Border Protection (CBP) to fulfill its border security mission. As a trusted acquisition advisor, the Senior Procurement SME supports all phases of the acquisition lifecycle by developing, reviewing, and coordinating acquisition and contracting documentation; facilitating procurement planning and execution activities; supporting contract administration efforts; and serving as a liaison among program managers, technical teams, the COR, Contracting Officers (COs), and other stakeholders. The Senior Procurement SME ensures acquisition actions comply with Federal Acquisition Regulation (FAR), Department of Homeland Security (DHS), and CBP policies while supporting the timely delivery of surveillance technology capabilities that enhance USBP operational effectiveness and border security mission outcomes. Responsibilities: The Senior Procurement Subject Matter Expert (SME) shall possess a minimum of eight (8) years of progressively responsible experience supporting Federal acquisition, procurement, contracting, and program management activities, with demonstrated expertise in supporting complex technology acquisitions, contract administration, and acquisition lifecycle management within Federal Government environments. The candidate shall demonstrate the following qualifications: Minimum of eight (8) years of experience supporting Federal acquisition and procurement activities in accordance with the Federal Acquisition Regulation (FAR), Homeland Security Acquisition Regulation (HSAR), and applicable Federal procurement policies and guidance. Demonstrated experience supporting Contracting Officer Representatives (CORs), Program Managers, and Contracting Officers (COs) throughout the acquisition lifecycle. Experience developing, reviewing, coordinating, and maintaining acquisition documentation, including Statements of Work (SOWs), Performance Work Statements (PWSs), Statements of Objectives (SOOs), Independent Government Cost Estimates (IGCEs), Acquisition Plans, Market Research Reports, Acquisition Strategy documents, and Contract Data Requirements Lists (CDRLs). Experience supporting pre-award and post-award acquisition activities, including procurement planning, source selection support, contract modifications, option year evaluations, task order development, and contract closeout activities. Demonstrated experience managing contract administration activities, including deliverable tracking, performance monitoring, contract compliance reviews, invoice validation, funding actions, and contract status reporting. Experience coordinating acquisition actions among program offices, technical teams, CORs, COs, legal counsel, finance personnel, and other stakeholders. Knowledge of DHS Acquisition Management Directive (MD) 102-01, Systems Engineering Life Cycle (SELC) processes, and Federal acquisition lifecycle frameworks. Experience supporting acquisition planning and documentation for technology, engineering, surveillance, communications, sensor, infrastructure, or border security programs. Demonstrated ability to analyze procurement requirements and recommend acquisition strategies that align with mission objectives, budget constraints, and schedule requirements. Experience conducting market research, evaluating vendor capabilities, and supporting acquisition strategy development. Experience supporting contract performance management, including tracking cost, schedule, performance metrics, risks, issues, and corrective actions. Experience supporting Integrated Product Teams (IPTs), acquisition review boards, program reviews, and executive-level procurement briefings. Ability to develop executive summaries, procurement status reports, acquisition decision packages, and leadership briefings. Strong analytical and problem-solving skills with the ability to assess acquisition risks and recommend mitigation strategies. Experience supporting Planning, Programming, Budgeting, and Accountability (PPBA), spend plan development, budget execution, and acquisition funding activities. Demonstrated ability to manage multiple acquisition actions simultaneously in a dynamic, fast-paced environment. Excellent written and verbal communication skills with the ability to communicate effectively with senior government officials, acquisition professionals, and technical personnel. Advanced proficiency with Microsoft Office 365 applications, including Word, Excel, PowerPoint, Outlook, Teams, and SharePoint. Required Experience in years: Minimum of eight (8) years of experience supporting Federal acquisition and procurement activities in accordance with the Federal Acquisition Regulation (FAR), Homeland Security Acquisition Regulation (HSAR), and applicable Federal procurement policies and guidance. Education Requirements: Bachelor's degree from an accredited college or university in Business Administration, Acquisition Management, Contract Management, Public Administration, Finance, Engineering, Information Technology, Supply Chain Management, or a related field. Security Requirements: Must be able to obtain and maintain a DHS suitability determination and/or Public Trust investigation as required by the Government. Active DHS or CBP suitability determination is highly desirable. Preferred Skills: Experience supporting U.S. Customs and Border Protection (CBP), Department of Homeland Security (DHS), U.S. Border Patrol (USBP), or other Federal law enforcement acquisition organizations. Experience directly supporting a Contracting Officer Representative (COR) on a major acquisition program. Experience supporting Integrated Surveillance Towers (IST), Integrated Fixed Towers (IFT), surveillance systems, communications systems, sensor technologies, command-and-control systems, or similar border security technology programs. Experience supporting major systems acquisitions valued at $50M or greater. Knowledge of DHS Acquisition Decision Events (ADEs), Acquisition Program Baselines (APBs), Life Cycle Cost Estimates (LCCEs), and Acquisition Review processes. Experience supporting source selections, technical evaluations, Independent Government Cost Estimates (IGCEs), and contract negotiations. Familiarity with CBP acquisition governance processes, Mission Need Statements, Operational Requirements Documents, and systems engineering documentation. DAWIA Level II/III Contracting Certification, FAC-C Professional, Certified Professional Contract Manager (CPCM), Certified Federal Contracts Manager (CFCM), or equivalent acquisition certification preferred. Project Management Professional (PMP), Agile, or related program management certifications are desirable. and contract negotiations.\n Familiarity with CBP acquisition governance processes, Mission Need Statements, Operational Requirements Documents, and systems engineering documentation.\n DAWIA Level II/III Contracting Certification, FAC-C Professional, Certified Professional Contract Manager (CPCM), Certified Federal Contracts Manager (CFCM), or equivalent acquisition certification preferred.\n
