Description POSITION SUMMARY: This position performs professional administrative functions for Developmental Disabilities, Early Intervention, Human Services Development Fund (HSDF), The Emergency Food Assistance Program (TEFAP), Pennsylvania Food Purchasing Program, and the Homeless Assistance Program (HAP). The Deputy Administrator represents the MH/DD Program in numerous County, Regional, and State Meetings. POSITION RESPONSIBILITIES: Essential Functions The duties and responsibilities of this position include, but are not necessarily limited to: Perform all administrative functions in the absence of or in collaboration with the Administrator, including crisis/risk management, fiscal and program review, legal communication, compliance with State and Federal regulatory requirements, and ongoing communication with stakeholder groups. Monitor provision of subcontracted Base Service Unit and Administrative Entity functions including Provider Networking and Contracting, Financial Services, Developmental Disability/Autism, and Early Intervention. Interact with other County Departments and the Berks County Court System for coordination and resolution of individual and system issues. Function as primary county liaison for all incoming communications with the Office of Developmental Programs (ODP) and the Office of Child Development and Early Learning (OCDEL) and Pennsylvania Department of Human Services (DHS). This includes involvement in Complex Case staffing. Ensure compliance with the Administrative Entity Operating Agreements with the Office of Developmental Programs and the Office of Child Development and Early Learning Participate in Fair Hearing and service mediation processes for individuals receiving services in the Early Intervention and Developmental Disability/Autism service system. Develop short- and long-range planning in accord with the Pennsylvania Department of Human Services Block Grant for ODP, HSDF, and HAP. Coordinate and prepare the Human Services Block Grant Plan throughout the year for submission on behalf of the County. • Provide any follow-up responses or actions requested by the PA Department of Human Services (DHS). Prepare a Retained Earnings Plan on behalf of the County for any unspent Human Services Block Grant funds from the prior fiscal year. Serve as a Coordinator for the IDD/EI portion of the Automated Random Moment and Reporting System (ARMARS) implemented by DHS. Analyze critical system data, research proposed, revised, and new legislation and regulations. Make recommendations for policy changes, service need adjustments or Quality Assurance activities within the IDD/Autism Program, HSDF, HAP, and Helping Harvest Program scopes. Coordinate and monitor subcontracted Administrative Entity regarding the ODP Multi-Year Growth Strategy, Performance Based Contracting and virtual budgeting. Attend Human Rights Committee/Positive Practices to problem-solve challenging situations and review provider policies and procedures of same. Participate in the Berks Infant/Toddler Core Leadership Team (CLT) regarding the EI Coaching Initiative. MH/DD liaison for the Berks Early Care and Education Council (BECEC), the Local Interagency Coordination Council Field all incoming referrals/contacts with AAA for protective services matters and follow-up to matters requiring resolution to safety concerns. Provide backup coverage for other program areas MH/DD during staff absences. Serve as an MH/DD Program liaison to other community workgroups/committees including areas such as employment, housing, public health, etc. An Emergency Services Delegate on the MH/DD Program Team reviewing specific situations as identified by Crisis Intervention, determining whether a warrant should be authorized, and ensuring all other requirements stipulated under the Mental Health Procedures Act. An Emergency Services Delegate requires this position to be available to participate in a 7-day, 24-hour on-call rotation program. MINIMUM EDUCATION AND EXPERIENCE: Master’s degree in related field or Eight years of professional level experience in the appropriate field, including three years of administrative, supervisory or consultative work. Any equivalent combination of education and experience which provides the required knowledge, skills, and abilities. Valid Pennsylvania driver’s license with good driving record. MINIMUM KNOWLEDGE, SKILLS AND ABILITIES: Knowledge of autism, intellectual developmental disabilities, early childhood and human services industries including fiscal and program requirements. Skill in operating a variety of computer software applications. Knowledge of basic computer applications including Microsoft Word, Excel, PowerPoint, HCSIS and Pelican. Skill in performance outcome measures. Knowledge of PA Department of Human Services related regulations, quality improvement and risk management expectations. Ability to collect, compile and analyze programmatic and fiscal data. Knowledge of the mandates of the MH/ID Act of 1966 and the ability to implement those mandates. Ability to handle situations diplomatically. Ability to monitor Contracts. Ability to work independently with minimal supervision. Ability to organize and properly manage time and workload. Knowledge of the Office of Developmental Programs and Office of Child Development and Early Learning Waiver Services. Ability to prepare and submit annual PA Department of Human Services reports and plans. Ability to communicate effectively both orally and in writing. Ability to establish and maintain positive working relationships. Ability to work effectively and collaboratively with all systems that interact with the Program. Ability to handle stress. Physical presence in the office is required. PHYSICAL DEMANDS: Ability to sit and stand for extended periods. Work involves talking, hearing, using hands to handle and feel objects, tools, or controls. Vision abilities required by this job include close vision and ability to adjust focus. The employee must have the ability to lift and/or move objects up to 25 lbs. WORKING ENVIRONMENT: Normal office environment. Travel within the County is required on a weekly basis, and out of County and out of State travel monthly. Individual needs access to transportation. Physical presence in the office is required.
