POSITION:           Organizational Change Management Specialist (2 Year Contract) REPORTS TO:      Manager, People and Culture DEPARTMENT:     Human Resources LOCATION:           North Bay REFERENCE:         800-61-27 SALARY:               $91,572 - $107,718 WHO WE ARE: Ontario Northland Transportation Commission (ONTC) is an Agency of the Province of Ontario that provides efficient and vital transportation services. ACCOUNTABILITY STATEMENT: The Organizational Change Management (OCM) Specialist supports the development and implementation of enterprise change management methodologies, tools, and practices to enable successful adoption of change and foster a culture of readiness and adaptability. MAJOR DUTIES/ RESPONSIBILITIES: Apply, perform, and deliver a structured change management approach and methodology for the people side of change including stakeholder analysis, change impact assessment and readiness assessment Develop and execute comprehensive change management plans, including stakeholder engagement and communications strategies Conduct stakeholder analysis and provide leader and sponsor coaching to support adoption As required, may serve as OCM lead for assigned major initiatives. In addition to executing overall change management deliverables, this may include also owning the strategy and planning, joining leadership meetings, providing recommendations and solution management and ownership of sponsorship engagement and program updates. Collaborate with program teams to develop and deliver communications, engagement materials, and executive presentations Support training strategy, needs assessment, development, delivery, and evaluation in partnership with learning teams Administer and support learning technologies (e.g., LMS) and assist with training logistics and delivery as needed Track and measure change effectiveness, including adoption, usage, proficiency, and benefits realization Develop and implement reinforcement and sustainment strategies, including SOP readiness and post-implementation support Maintain and manage change management resources, templates, knowledge repositories, and intranet content Support employee engagement through surveys, communications, and enterprise-wide change initiatives (e.g., change agent networks, learning events) Monitor and manage program communications channels (e.g., inboxes, FAQs) to ensure consistent messaging Build organizational change capability through tools, training, and awareness initiatives Conduct lessons learned activities and incorporate improvements into future change practices Compile and analyze program metrics and reporting for leadership, L&D, and organizational initiatives REQUIREMENTS: College diploma in Communications, Learning & Development, or a related discipline Prosci, Lean, or PMI certifications are considered an asset Minimum of 3 years of recent, relevant work experience, including but not limited to: Change management and/or organizational development Communications planning, development, and execution Leading teams, projects, or organizational initiatives to successful delivery Graphic design and visual content development Process design, documentation, and mapping Training material design, development, and implementation Training delivery in both virtual and in-person environments Coordination of logistics and administrative activities (e.g., scheduling, enrolment management) Project planning, tracking, and coordination Experience with digital authoring tools for e-learning development (e.g., Adobe Captivate) Strong digital content development skills, including intranet creation, publishing, and ongoing maintenance Familiarity with Learning Management Systems (LMS) and/or training scheduling tools and processes Demonstrated graphic design capability, including the development of visually engaging materials Experience developing training documentation, including job aids, standard operating procedures (SOPs), and instructor guides Advanced proficiency in Microsoft Office Suite, including PowerPoint, Word, and Excel Knowledge of survey tools and techniques to support employee engagement, feedback collection, and analysis Strong verbal and written communication skills Exceptional attention to detail and a high degree of accuracy Proven ability to build strong relationships and influence stakeholders at all levels of the organization Excellent communication skills with the ability to engage senior leaders, provide insights and recommendations, and effectively raise risks or concerns Demonstrated commitment to health and safety in the workplace APPLICATION PROCESS: The successful candidate will need to pass the following clearances: criminal record check, employment references and education verification.
