Description Mission Support and Test Services, LLC (MSTS) manages and operates the Nevada National Security Site (NNSS) for the U.S. National Nuclear Security Administration (NNSA). Our MISSION is to help ensure the security of the United States and its allies by providing high-hazard experimentation and incident response capabilities through operations, engineering, education, field, and integration services and by acting as environmental stewards to the Site’s Cold War legacy. Responsibilities This Senior Safeguards & Security Specialist supports the Nuclear Material Control and Accountability (NMC&A) Program at the Nevada National Security Sites (NNSS) to ensure accurate records of nuclear material (NM) inventory are maintained, transactions and adjustment are made in a timely manner, and accountability data is sufficient to provide an audit trail for NM from receipt through disposition. The specialist in this role reports to the NMC&A Accountability Supervisor and interacts with a broad range of NNSS management and staff, national laboratory representatives, and various government agencies. Key Responsibilities Support local, national, and international commitments and reporting requirements identified in the NNSS Prime Contract, as well as local plans and procedures. Maintain sufficient controls to ensure data integrity. Utilize the generally accepted accounting principles, ensure accurate transaction records are compiled to include the receipt, shipment, and adjustment of NMs within the established accounting locations. Research and resolve discrepancies in reporting transactions. Act as the Tamper Indicating Device (TID) Administrator, ensuring an effective system of records and controls of TIDs is maintained. Write and review procedures, desktop instructions, and other documentation. Review accuracy of documentation for the authorization process to ship/receive accountable nuclear material at the NNSS. Review transactions and inventory data and report to the National Nuclear Material Management and Safeguards System as directed. Account for nuclear materials using knowledge of DOE orders and procedures. Review procedures, desktop instructions, and other documentation. Within area of responsibility, ensure all safety and security policies are followed. Perform other related work as assigned by supervisor. Qualifications Bachelor's degree in field related to the position or equivalent training and experience plus a minimum of 5 years of progressive related experience. Preferred education and experience: Bachelor's degree in Management, Accounting, Security or in a related field or equivalent training and experience plus five years of progressive related experience. Demonstrated basic knowledge of accounting and principles. Familiarity with automated accounting systems. Demonstrated success in providing customer support and interface. Experience in interacting with a broad range of management, staff, and various government agencies. Demonstrated effective interpersonal skills, and successful problem resolution and negotiation skills. Excellent oral and written communication skills. Able to apply knowledge of principles, concepts and theory related to the position to address issues and define and resolve problems. Able to communicate with all types of people in a tactful, professional, and effective manner while screening and maintaining confidentiality. Ability to provide input on hardware and software requirements for NMC&A systems at the NNSS is desired. Knowledge of NNSS programs and operations, familiarity with interpreting and implementing MSTS and Department of Energy (DOE) policies, procedures, and practices and experience working in a multidisciplinary environment is desired. This position requires unescorted access to radiological and Material Access Areas. The primary work location will be at the Nevada National Security Site (located 65 miles northwest of Las Vegas, Nevada). Work schedule will be 4/10's Monday through Thursday (subject to change). Pre-placement physical examination, which includes a drug screen, is required. MSTS maintains a substance abuse policy that includes random drug testing. Must possess a valid driver’s license. MSTS is required by DOE directive to conduct a pre-employment drug test and background review that includes checks of personal references, credit, law enforcement records, and employment/education verifications. Applicants offered employment with MSTS are also subject to a federal background investigation to meet the requirements for access to classified information or matter if the duties of the position require a DOE security clearance. Substance abuse or illegal drug use, falsification of information, criminal activity, serious misconduct or other indicators of untrustworthiness can cause a clearance to be denied or terminated by DOE, resulting in the inability to perform the duties assigned and subsequent termination of employment. In addition, Applicants for employment must be able to obtain and maintain a DOE Q-level security clearance, which requires U.S. citizenship, at least 18 years of age. Reference DOE Order 472.2 , “Personnel Security”. If you hold more than one citizenship (i.e., of the U.S. and another country), your ability to obtain a security clearance may be impacted. Department of Energy Q Clearance (position will be cleared to this level). Reviews and tests for the absence of any illegal drug as defined in 10 CFR Part 707.4 , “Workplace Substance Abuse Programs at DOE Sites,” will be conducted. Applicant selected will be subject to a Federal background investigation, required to participate in subsequent reinvestigations, and must meet the eligibility requirements for access to classified matter. Successful completion of a counterintelligence evaluation, which may include a counterintelligence-scope polygraph examination, may also be required.
