Description
The Operational Planning Constable is responsible for supporting the development, coordination, and execution of comprehensive operational plans for special events, protests, demonstrations, and high-profile activities within the City of Victoria and Township of Esquimalt. Reporting to the Operational Planning Sergeant, the member assists in drafting deployment strategies, managing logistics, and liaising with internal units and external partners to ensure public safety and effective resource utilization. The role requires adaptability in a fast-paced environment, including assuming acting supervisory responsibilities when required, monitoring and assessing emerging risks, and contributing to inter-agency coordination efforts. The constable also oversees specialized portfolios such as Remotely Piloted Aircraft Systems (RPAS), participates in permit reviews and committee work, and supports planning for VIP and legislatively significant events, while maintaining readiness to respond outside regular duty hours.
Job Description:
Assist with the development of police operational plans for special events in the City of Victoria and Township of Esquimalt
Assist with special duty planning and scheduling
Write and illustrate deployment instructions for special duty officers and reserves
Complete logistics tasks such as but not limited to vehicle assignment, radio communications and mapping
Participate in the Special Events Technical Committee and other similar
Special Event Permit and Application review and implementation
Work closely with AIS to monitor open-source intelligence as it relates to public protests
Public Order Provincial Liaison and protest related Ops Plans construction
Liaise with organizers of un-permitted events to request information, provide advice on public safety and traffic issues related to their event
Administer the Service Level Agreement with the office of the Sergeant-at-Arms, BC Legislature Protective Services
Management and administration of the RPAS portfolio
Review Liquor and Cannabis related license applications
Liaison to RCMP Protective Services, Military Police, BC Government Security Office, US Customs and Border
Implement current policing standards such a Hostile Vehicle Mitigation Strategies, Legal Authorities, Public Safety Unit requirements
Work closely with Senior Management, GVERT, GVPSU and other operational sections as required
Direct involvement in planning high profile events involving VIPs and Internationally Protected Persons with constant unexpected last-minute changes
Qualifications:
Operational and ability to fill in as an Acting Sergeant
Strong organizational skills
Be extremely adaptable and flexible to the work tempo and directions of the Ops Planning Section requirements
Strong communication skills, including demonstrated ability to present to internal and external audiences
Working understanding and ability to work within the Gold/Silver/Bronze command structure
Working knowledge of physical security and risk assessment and mitigation principles
Demonstrated fluency in basic computer software
Must have the ability to quickly analyze key elements of a situation or problem, to identify and evaluate possible courses of action and to reach logical
Must have the ability to assimilate and apply new ability to organize and prioritize work and exercise sound judgement in a fast-paced work environment while managing multiple tasks
Must be a self-starter and have the ability to work independently
Preferred Qualifications:
Risk / threat assessment training and experience
Experience in writing operational plans
Demonstrated ability to liaise with outside agencies
Previous training in Emergency Management
Previous experience and training with preparing and briefing operations
RPAS Pilot or related aviation or technical experience is an asset
