Job Summary: The Quality Assurance Manager for STOP Area 5 project develops and oversees a network of community-based organizations and non-profits as subrecipient Grantees for Care First, Community Investments Funds (CFCI). This position audits fidelity to awarded Grantees , service quantity and quality, licensure, certification, physical facility conditions, staff qualifications, and staff-to-client ratios as specified in individual subcontracts. This position collaborates with the Project Director and Leadership members to ensure quality improvement/compliance, establish contracts with Grantees and optimize the utilization of CFCI and Non-CFCI funds and comply with funding parameters. Essential Duties: Develop network of subcontracted Grantees. · Monitor subcontracted Grantees and activities to ensure compliance with administrative and fiscal regulations in accordance with contract provisions. · The Contractor shall ensure the Grantees design, development of, and implementation of programs that are evidence-based, gender-responsive, trauma-informed, culturally competent, family-focused, and strength-based, while utilizing motivational interviewing techniques. · Work with network of community bases organizations to establish ongoing quality assurance monitoring processes and reviews (CAN’s and/or PIP’s). · Conducts sites visits and reviews site monitoring tools of Grantees, and supervision implementation of corrective action notice to ensure high quality services are provided under CFCI Grants. · Provide guidance for JCOD management team on matters relating to contract compliance. · Develop, initiate, maintain, revise policies and procedures/obtain Amity management policy and procedure approval for the general operation of the compliance program. · Respond to alleged violations of rules, regulations, policies, and standards of conduct by initiating investigative strategies with guidance from the JCOD and management team. · Reports on a regular basis, and as directed or requested to keep the Project Director and senior management informed on the operation and progress of compliance efforts. · Maintain collaborative relationships with Amity Departments, and Community Partners. · Ensures all contract and compliance requirements are being followed and implemented by Amity Foundation and Grantees. · Prepare and maintain all compliance folders related to Grantees performance, CAN’s, PIP’s and terminations. · Plan, organize and implement effective training and technical assistance series (webinars or in-person) for Stop Area 5 subrecipients on a variety of topics, which may include but is not limited to contract compliance, fidelity to modality services, how to address and enter data for reporting, developing pre- and post-surveys, hiring and background checks, financial documentation, writing and implementing COVID policies, how to manage a budget, IT infrastructure and security, quarterly reporting, milestone adjustment, how to request a budget amendment, assessment tools such as tracking stories, public relations, publicity, board development, measuring success, contract review, policies and procedures resources, personnel practices, OMB Circulars, audit preparation, HIPAA, and FERPA. · Supervises and monitors a team of Quality Assurance Specialist. Required: Minimum (2) year AA degree (or higher) and two (2) years of administrative quality assurance/improvement related experience, OR a Minimum of a High School Diploma or equivalent and four (4) years’ experience administrative quality assurance/improvement related experience Preferred: Operational and organizational experience or similar experience. · Experience working in a substance abuse program with criminal justice offenders Continued Training: Within specified contract timeframes, personnel file shall document evidence of participation in the following trainings: New Employee Orientation (Organizational and Programmatic Orientation) Participation in mandatory Grantee Orientation Motivational Interviewing Monthly Training Additional training topics relevant to the delivery of treatment services may include: Required Curriculum (if applicable) Agency and project-specific case management and record keeping requirements Appropriate, required individualized treatment/action plan documentation Working with participant in a secure facility setting Professional ethics and overfamiliarity Confidentiality (Title 42 Code of Federal Regulations (CFR) Part 2) Process group and cognitive skills group Counseling and other skills necessary to develop a treatment community within a prison setting Therapeutic community concepts Trauma-Informed Care Criminal justice treatment Gender responsive treatment Criminality Impact of trauma on SUD and criminality Treatment of trauma Treatment within a diverse offender population Issues impacting SUD and criminality Cultural Competency Training CPR Certification, First Aid Certification and an annual Tuberculosis (TB) test Sexual Harassment Prevention Emergency Procedures Health Insurance Portability Accountability Act (Title 45 CFR Part 164) Signed acknowledgement of Drug Free Workplace policy Signed CDCR Prison Rape Elimination Policy (PREA) form Participate in monthly, block, cross-training, curriculum trainings, technical assistance training or other training as appropriate. Skills & Abilities: Highly competent in organizational leadership and contract compliance. · Ability to integrate, disseminate, and implement requirements, reporting timeframes and/or procedure changes. · Excellent interpersonal and communications skills and the ability to work effectively with a wide range of constituencies in the community and within the organization. · Ability to integrate budgetary and service utilization data, to forecast expenditures, and respond to ensure both effective provider utilization and budget compliance. · Ability to multi-task, identify problems, provide recommendations to management teams, and implement any applicable systems. · Ability to integrate and align subcontractor interests and funding limitations. · Ability to work constructively with diverse people and with parties that may have divergent perspectives and interests. · Ability to clearly express concepts and direction, both orally and in writing, and to prepare complex reports, policies, and procedures.
