Puts together development finance agreements to improve neighborhoods, communities, and people's quality of life. Manages and strengthens relationships with external partner organizations.</p>\n<p> </p>\n<p><strong><u>MINIMUM QUALIFICATIONS</u></strong></p>\n<p><strong> </strong></p>\n<p>Bachelor's degree from an accredited college or university in Business Administration, Communication, Finance, Marketing, Economics, or other closely related field, plus five (5) years of related experience; of which two (2) years must have been in a supervisory capacity; OR an equivalent combination of related education and experience. Education may not be substituted for the required supervisory experience or the required real property appraisal experience.</p>\n<p> </p>\n<p>Due to the nature of this position, the successful applicant must pass a required background check through fingerprinting and enrollment in the continuous RAP Back (Record of Arrest and Prosecution Back) program in accordance with current County Human Resources policy requirements.</p>\n<p> </p>\n<p><strong><u>ESSENTIAL FUNCTIONS</u></strong></p>\n<ul>\n <li>Supervise staff, which includes hiring, orienting, training, assigning, and reviewing work performance, annual work performance appraisals, and discipline.</li>\n <li>Oversees the administration of the Tax Increment Financing (TIF) program for Salt Lake County.</li>\n <li>Manages TIF proposals from submission through approval by the Mayor and County Council, and then compliance or evaluation of return on investment.</li>\n <li>Performs due diligence on TIF proposals, reviewing pro formas to evaluate proposed financing gaps and market failures. Writes project memos to evaluate TIF proposals and brief County staff.</li>\n <li>Meets with municipal redevelopment agencies to discuss potential redevelopment projects, occasionally walking potential project areas, or reviewing opportunities with other parties</li>\n <li>Meets with property developers to discuss potential redevelopment projects, to improve understanding of barriers to investment in the County, and to improve awareness of industry issues</li>\n <li>Meets with other taxing entities, and non-profit, municipal, state, and federal organizations involved in development finance projects to build a strong consensus around the participation demographics in the various projects to understand how to target messaging and opportunities.</li>\n <li>Track property or areas within the County that underachieve due to market failures or development impediments.</li>\n <li>Manages the Environmental Protection Agency (EPA) grant programs. This requires developing written policies and procedures, designing programs, developing marketing strategies, screening and analyzing projects, establishing public/private partnerships, and implementing a comprehensive approval process. Underwrites, services, and monitors all loans/sub-grants in portfolio and negotiates federal funding renewals.</li>\n <li>Actively builds and strengthens relationships with stakeholders and external partner organizations, while also facilitating connections among them.</li>\n <li>Actively communicates with partner organizations on potential improvements to proposals.</li>\n <li>Coordinates with consultants to get sufficient due diligence or improvements on TIF proposals.</li>\n <li>Partners with municipal agencies on TIF proposals for any potential improvement.</li>\n <li>Oversees research, strategy, partnerships, and contracts for applicable programs and projects assigned.</li>\n <li>Manages oversight of active projects to ensure compliance and to evaluate return on investment, which will inform future project participation.</li>\n <li>Works with research partners on collaborative research to understand the return on investment for development finance projects.</li>\n <li>Assists in developing, analyzing, and submitting the annual revenue and expenditure budget plan and mid-year adjustments for applicable programs and ensures that project goals are met.</li>\n <li>Makes presentations to councils, commissions, business leaders, and the public on behalf of the department.</li>\n <li>Prepares publications, materials, business presentations, marketing collateral, and other educational materials.</li>\n <li>Performs data and statistical analysis; creates statistical reports, graphs, images, and lists to simplify complex data. </li>\n</ul>\n<p> </p>\n<p><strong><u>KNOWLEDGE, SKILLS, AND ABILITIES (KSA)</u></strong></p>\n<p> </p>\n<p><strong>Knowledge of:</strong></p>\n<ul>\n <li>Principles and techniques of management and supervision</li>\n <li>Prefer experience with Tax Increment Financing (TIF) – in the absence of such experience, must have a strong quantitative background and demonstrate experience in structuring and executing financing agreements</li>\n <li>Redevelopment principles and methods</li>\n <li>Commercial Real Estate Development</li>\n <li>Market analysis and pro formas</li>\n <li>Research and data collection methods</li>\n <li>Program evaluation strategies and techniques</li>\n <li>Comprehensive master planning</li>\n <li>Public hearing procedures</li>\n <li>Community outreach methods and techniques</li>\n <li>Project implementation and monitoring</li>\n <li>Computer software, programs, and web writing related to job-specific duties</li>\n <li>Effective negotiation techniques and strategies</li>\n <li>Local, state, and federal government operations and redevelopment regulations</li>\n</ul>\n<p><strong> </strong></p>\n<p><strong>Skills and Abilities to:</strong></p>\n<ul>\n <li>Analyze and compile technical and statistical information, prepare technical reports, and present technical information clearly and concisely</li>\n <li>Communicate effectively both verbally and in writing, and deliver public speeches, presentations, and trainings</li>\n <li>Perform budget planning and preparation</li>\n <li>Interpret and prepare market analysis and pro forma</li>\n <li>Interact effectively with various persons and groups</li>\n <li>Perform a variety of tasks at one time and work independently</li>\n <li>Supervise the collection, analysis, and interpretation of data</li>\n <li>Ability to promote and advocate policy, goals, and initiatives</li>\n <li>Negotiate complex issues having broad policy implications with a variety of stakeholders</li>\n <li>Effectively apply general principles to specific situations and interpret and implement complex rules, regulations, policies, and procedures</li>\n <li>Prepare and present detailed reports</li>\n</ul>\n<p> </p>\n<p><strong><u>WORKING CONDITIONS AND PHYSICAL REQUIREMENTS</u></strong></p>\n<p><strong> </strong></p>\n<p>Work duties are typically performed in a general office setting.</p>\n<p> </p>\n<p>May require travel to locations throughout the County.</p>",
