Description

Overview Nakupuna Solutions seeks an Analyst IV: Foreign Affairs Advisor for Global Digital Education Policy. The Foreign Affairs Advisor provides high-level strategic guidance and technical expertise to the Special Envoy and the Office of Best Future Generations. This role operates at the critical intersection of global technology innovation, international education policy, and child protection. The Advisor is responsible for analyzing emerging technologies, specifically Artificial Intelligence (AI), to inform U.S. government policy decisions and private sector engagement strategies that advance Department objectives and Administration priorities. Responsibilities The following reflects management’s definition of essential functions for this job but does not restrict the tasks that may be assigned. Provide expert advice to U.S. government officials on global policy initiatives regarding technology and innovation as they relate to education and child wellbeing Conduct thorough assessments of emerging technologies and AI applications to determine the technical feasibility of proposed policy and programming initiatives Liaise with the White House Office of Science and Technology Policy (OSTP) and various Department bureaus to align technology policy priorities Track and analyze international regulatory frameworks, standards, and technology developments within target countries to ensure U.S. policy remains proactive and competitive Develop and recommend strategies for building strategic partnerships with technology companies to drive the international adoption of solutions reflecting American values Perform deep-dive research into technical standards, interoperability requirements, and best practices for education technology (EdTech) and online protection frameworks Advise U.S. officials in their engagements with foreign governments seeking to align their technology policies with U.S. interests. Deliverables Technical Assessments: Detailed evaluations of proposed systems and platforms for potential international deployment (Ad hoc) Strategic Recommendations: Briefings on potential technology partnerships between U.S. firms and foreign governments (Ad hoc) Quarterly Research Reports: Comprehensive analysis of emerging technologies and their long-term policy implications Monthly Stakeholder Summaries: Documentation of all interagency coordination and engagement activities Feasibility Analyses: Technical reports assessing the viability of related policy and program proposals (Ad hoc) Qualifications Skills/Qualifications: Demonstrated understanding of U.S. global policy regarding AI and the broader technology sector. Ability to analyze complex AI applications and innovative education products Proven ability to drive results across multiple federal agencies and coordinate high-level strategies Knowledge of private sector engagement strategies and the ability to identify partnership opportunities Familiarity with international regulatory frameworks concerning online protection and data standards Exceptional ability to produce clear, accurate, and actionable written products for senior principals Education and Experience: Bachelor’s degree in Computer Science, Information Technology, Public Policy, International Relations, or a related field is required Master’s degree preferred Must demonstrate specific coursework or professional development in both technology and policy domains Minimum of five (5) years of experience in technology policy At least three (3) years of experience within the private technology sector or a federal agency environment Documented experience with education technology or innovative digital products Work Schedule: Full-time, 40 hours per week (Monday-Friday). This position requires a consistent onsite presence to support high-level coordination and the Special Envoy’s mission. Clearance Requirements: Must possess a Secret-level security clearance. Must be a U.S. citizen. Physical Requirements: The ideal candidate must at a minimum be able to meet the following physical requirements of the job with or without a reasonable accommodation : Ability to perform repetitive motions with the hands, wrists, and fingers. Ability to engage in and follow audible communications in emergency situations. Ability to sit for prolonged periods at a desk and working on a computer. The Nakupuna Companies use a market-based compensation strategy to ensure that our employees are compensated within applicable market ranges commensurate with multiple factors, including but not limited to the individual’s particular combination of education, knowledge, skills, competencies, and experience, as well as contract-specific affordability, organizational requirements, and position location. The projected compensation for this position is $105,000.00 to $110,000.00 (annualized USD). The salary range displayed represents the typical range for this position and is just one component of Nakupuna Companies total compensation package for employees.
