Associate Director, Rupertsland Centre for Applied Learning (RCAL)
Location: Edmonton, AB

Position Status: One (1) Full-time (40 hours/week) permanent position
The Otipemisiwak Métis Government is looking for an Associate Director, Rupertsland Centre for Applied Learning (RCAL) in the Education, Training and Research department in Edmonton, AB. This role will be responsible for the development, implementation, and growth of RCAL as a provincial applied learning centre that creates accessible, employment-focused learning opportunities for Métis citizens.
Reporting to the Director of Education, Training and Research, the Associate Director, Rupertsland Centre for Applied Learning (RCAL) will lead the establishment of RCAL programming focused on academic upgrading, Canadian Adult Education Credentials preparation, skills-based training, and applied learning, delivered in partnership with Alberta post-secondary institutions and other training providers.
The RCAL will be serving as a community access hub, offering a computer lab, workshops on digital and workplace software, and tutoring support for apprentices. Initial staffing will include an educator and tutor assistant, with planned expansion as programming and partnerships grow.
This position will be working collaboratively with the Director and the Education, Training and Research Leadership team to lead the development of a three-year plan to advance RCAL toward becoming a certified learning centre capable of delivering brokered courses and credentialed programs through partner post-secondary institutions and to ensure that all work is carried out in alignment with Education, Training and Research funding agreements, and the priorities of the Otipemisiwak Métis Government (OMG). The successful candidate will be a self-motivated individual with excellent interpersonal skills and proven leadership experience.
Key Responsibilities
Lead the establishment of RCAL as an applied learning centre, including program design, space utilization, and phased implementation.
Develop a three-year growth plan, in collaboration with the Education, Training and Research Leadership Team, to support RCAL’s transition to a certified learning centre.
Support the design of programming focused on academic upgrading, Canadian Adult Education Credentials preparation, skills-based training, and applied learning pathways.
Oversee applied learning programs, including upgrading, skills training, and apprenticeship tutoring supports.
Support the operation of a community computer lab and delivery of workshops that build digital and workplace skills.
Monitor program effectiveness and support continuous improvement.
Establish and maintain partnerships with Alberta post-secondary institutions and other training institutes.
Support brokered courses and credentialed learning opportunities through partner institutions.
Support the development and management of RCAL budgets and forecasts.
Monitor expenditures to ensure fiscal accountability and compliance.
Lead initial staffing of RCAL, including supervision of an educator and tutor assistant.
Support future staffing expansion in alignment with approved budgets and program growth.
Ensure RCAL activities comply with OMG policies, funding agreements, and reporting requirements.
Prepare reports and updates for the Director of Education, Training and Research and Leadership Team as required.
Foster a collaborative, culturally grounded, and high-performing work environment

Exceptional written and verbal communication skills with an ability to produce professional documents, reports, and presentations.
Strong understanding of labour market trends, Indigenous education and training issues, and pathways to employment and post-secondary for Métis Citizens.
Strong analytical skills and critical thinking skills with the ability to identify issues and solutions to overcome problems.
Strong knowledge of education priorities and funding compliance is an asset
Superior interpersonal skills and a proven track record of building collaborative partnerships with a variety of internal and external stakeholders.
Ability to thrive in a dynamic and changing environment and be adaptable and flexible to changing needs.
Knowledge of Métis history, culture, and issues affecting Métis people including an in-depth understanding of RLI or the Otipemisiwak Métis Government is a strong asset.
Demonstrated proficiency in the use of commonly used office software packages such as Microsoft Office and Google Workspace.
Qualifications
Post-secondary education in education, training, business, public administration, or a related field (equivalent experience may be considered).
5–10 years of progressive experience in workforce development, education, or training.
Experience supporting program development, integration, or new initiatives.
Demonstrated experience in budget oversight and staff supervision.
Experience working with Indigenous organizations or communities is an asset.
Knowledge of Métis culture and barriers to sustainable employment, and of challenges and socio and economic factors facing Indigenous individuals, particularly Métis.
Experience working within an Indigenous or non-profit organization is a strong asset.
Other Requirements
Ability to work a regular schedule Monday – Friday, 8:30 AM – 4:30 PM, with weekend and evening availability, as required.
Travel within the province of Alberta is a requirement, even on short notice.
Reliable transportation and a valid Class 5 driver’s license.
Submission of a clear and Police Information Check.
