Program Management Specialist IV (Program Management Specialist) Performs advanced program and project management specialist work, including leading complex projects, coordinating cross‑agency initiatives, and conducting organizational and operational analyses. Supports Sunset Review implementation and division strategic priorities by planning, executing, and monitoring projects; evaluating systems and procedures; and developing recommendations to improve efficiency, compliance, and performance. Works under minimal supervision with considerable latitude for the use of initiative and independent judgment. This position: • Lead and manage a project throughout its life cycle by defining goals, objectives, and controls. • Develop project plans, schedules, resource projections, budgets, performance measures, and dashboards. • Facilitate project meetings, prepare status updates, and communicate risks, milestones, and recommendations to leadership. • Monitors and manages project quality and cost to ensure that deliverables are acceptable, fulfill terms or specifications, and are completed within budget. • May oversee multiple projects concurrently. • Assess operational systems for efficiency, compliance, and alignment with agency goals and recommend and help implement process improvements. • Support strategic activities including Sunset Review, business continuity, succession planning, and division‑wide initiatives. • Prepare clear, concise reports, forms, guidance documents, and executive-level briefings. • Coordinate with internal and external stakeholders, including TDI leadership and cross‑agency partners. • Performs other duties as assigned.
