Description Job Overview Performs professional hydrological/hydro-geological studies and other associated activities involving a variety of functions related to environmental and water resource programs. Salary Hiring Range (annual) $71, 552 – $125,257 *Internal rates may vary based on the selected candidate’s current grade. Ideal Candidate The ideal candidate for the Hydrologist position is a highly motivated and detail-oriented professional with a strong foundational knowledge of environmental science, regulations, and best practices. They possess a bachelor’s degree in Geology, Hydrology, Civil Engineering, or Environemntal Engineering, and have a minimum of four years hydrological/hydrogeological experience. They are proficient preparing hydrological/hydro-geological reports for local, state, and federal regulatory agencies and have experience in groundwater monitoring and solid waste or underground injection control programs. They have strong interpersonal skills which enable them to collaborate with internal teams, regulatory agencies, and the public. The ideal candidate is committed to environmental stewardship, continuous learning, and shows initiative in supporting programs related to environmental protection, pollution prevention, and resource conservation. Position serves as technical advisor, senior project coordinator, and manager for hydrological/hydro-geological projects to ensure compliancewith accepted hydrological/hydro-geological practices and regulations. Duties and Responsibilities Note: The following duties are illustrative and not exhaustive. Depending on assigned area of responsibility, incumbents in the position may perform one or more of the activities described below: Serves as technical advisor, senior project coordinator, and/or manager for hydrological/hydro-geological projects to ensure compliance with accepted hydrological/hydro-geological practices and regulations. Develops, implements, and administers the policies, procedures and directives necessary to manage hydrological/hydro-geological projects in compliance with federal, state and local requirements. Conducts studies, evaluates, and approves hydrological/hydro-geological ground water monitoring plans for the siting of land uses including land excavations, mining operations, landfills and public construction projects. Performs hydrological/hydro-geological calculations and analyses to ensure compliance with established standards and regulations. Prepares hydrological/hydro-geological reports and recommendations for local, state, and federal regulatory agencies. Investigates and monitors wells, land excavations, and selected construction sites for water and soil quality compliance as defined by federal, state and local regulations. Performs environmental audits of sites potentially selected for highway, utility and other construction projects. Coordinates the reviews of land use applications to include phosphate mining. Assists in preparing, revising and implementing ordinances and Comprehensive Plan policies. Prepares and presents hydrological/hydro-geological reports to the BOCC, County management and the public. Prepares and presents phosphate mining unit reports to a Phosphate Mining Hearing Master and the BOCC. May supervise assigned professional and support personnel. Performs other related duties as required. Job Specifications Extensive knowledge of the regulations, principles, practices, and methods of hydrology/hydrogeology including soil and groundwater contamination. Knowledge of advanced mathematical and scientific principles. Ability to operate hydrological/hydrogeological soil/groundwater monitoring equipment, including contamination monitoring equipment. Ability to manage complex environmental and permit compliance projects. Ability to read and interpret detailed engineering plans and reports. Ability to work effectively with others. Ability to communicate effectively both orally and in writing. Ability to collect, organize and evaluate data and to develop logical conclusions. Physical Requirements Kneeling and standing for extended periods. May be required to lift objects up to 20 pounds. Must be able to work outdoors in a subtropical climate and under adverse weather conditions. Work Category Light work - Exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or a negligible amount of force constantly to move objects. If the use of arm and/or leg control requires exertion of forces greater than that of sedentary work and if the worker sits most of the time, the job is considered light work. Minimum Qualifications Required Graduation from an accredited four-year degree granting college or university with a major in Geology, Hydrology, Civil Engineering or Environmental Engineering; AND Four years of hydrological/hydro-geological experience; OR An equivalent combination of education (not less than possession of a High School diploma/GED), training and experience that would reasonably be expected to provide the job-related competencies noted above; AND Possession of a valid Florida Driver's License. Emergency Management Responsibilities In the event of an emergency or disaster, an employee may be required to respond promptly to duties and responsibilities as assigned by the employee’s department, the County’s Office of Emergency Management, or County Administration. Such assignments may be for before, during or after the emergency/disaster.
