Description SALARY: Commensurate with experience. OVERALL OBJECTIVE OF JOB: The Custody Major is the senior uniformed operations commander. This position will provide administrative, supervisory, and investigatory work at the Dauphin County Prison. This position is also responsible for safety, security, compliance, and operational readiness. This will include leadership of incident command during other critical events. ESSENTIAL FUNCTIONS OF JOB: Collaborates with Warden and Deputy Warden(s) in composing policies, rules, orders, procedures, etc. for the prison. Leads incident command during emergencies, disturbances, and critical events. Responsible for all correctional shift work, periodically attending each work shift in accordance with established schedules or evident need. Ensures consistency and accurate enforcement of operative rules, regulations, policies, and orders, and adherence to standards of Federal, State, and local governments. Participates in strategic planning and policy development. Assists Chief Deputy Warden in staffing shifts and scheduling days off. Ensures that operational reports, logs, and memos from staff are complete, accurate, and timely filed. Inspects the prison and premises, ensuring correction of evident deficiencies; ensures supervisors issue forms documenting corrective measures taken. Investigates complaints issued by staff, inmates, agencies of criminal justice/law enforcement, and/or the general public, reporting findings to the Warden and/or Chief Deputy Warden; composes and issues reports to proper authority. Collaborates with County Criminal Investigation Division (CID) in all criminal investigations of inmates or staff; initiates and/or collaborates in other inquiries as necessary or directed by proper authority. Reviews bargaining-unit grievances, investigates as warranted, and issues reports to the Chief Deputy Warden. Counsels and/or disciplines as necessary, or as directed by the Chief Deputy Warden; disposes of staff discipline in accordance with applicable bargaining agreement(s). Collaborates with Public Defenders' Office, Office of Adult Probation and Parole, and other agencies of law enforcement, ensuring expeditious service. Acts as Prison liaison, scheduling (in cooperation with the District Attorney's Office) hearing appearances, court appearances, and other official appearances by correctional staff. Collaborates with all prison departments in coordinating complementary activities. Participates in rotating on-call schedule with executive staff and serves as the designated command authority during assigned periods. Evaluates supervisory staff (Captains/Lieutenants). OTHER DUTIES OF JOB: Attends meetings, seminars, and training as required. Performs other job-related duties as required. SUPERVISION RECEIVED: Receives occasional instruction from the Chief Deputy Warden or the Warden. SUPERVISION GIVEN: Supervises Captains, Lieutenants, Sergeants, and Correctional Officers. WORKING CONDITIONS: Works indoors in limited workspace with fluctuating temperatures, ventilation, and adequate lighting. Works indoors with frequent exposure to noise, disruptions, and stress. Normal indoor exposure to dust/dirt. Travels occasionally to attend hearings or perform other essential job duties. PHYSICAL/MENTAL CONDITIONS: Must possess ability to record, convey, and present information; explain procedures; and follow instructions. Must be able to sit for long periods throughout the workday, with intermittent periods of standing, walking, bending, twisting, reaching, stooping, and grasping as necessary to carry out job duties. Dexterity requirements range from simple to coordinated movements of fingers/hands, feet/legs, and torso necessary to carry out job duties. Sedentary work, with occasional lifting/carrying of objects with a maximum weight of forty (40) pounds. Must be able to cope with the physical and mental stress of the position. Must be able to pay close attention to details and concentrate on work. Must demonstrate resourcefulness in decision making and problem solving and exercise independent judgment in operational matters. QUALIFICATIONS: A. EDUCATION/TRAINING: Graduation from high school or an accredited equivalency program. It is expected that the successful candidate will attain, consistent with requirements for junior officers, accreditation/certification in first aid, automated external defibrillator use, cardiopulmonary resuscitation, and the use, handling, and care of weapons and gas equipment. The successful candidate will complete Basic Training at the PA Department of Corrections Academy or its equivalent. B. WORK EXPERIENCE: Ten (10) years of relevant experience in military, law enforcement, or corrections, including three (3) years of leadership experience in a supervisory or command-level position. C. ADDITIONAL REQUIREMENTS: 1. Valid Pennsylvania Driver’s License 2. Favorable criminal background check 3. PA Child Abuse and FBI Child Abuse clearances KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED: Knowledge of principles and practices of modern corrections. Knowledge of pertinent Federal, State, and local rules and regulations. Knowledge of County policy. Knowledge of principles and practices of administration and supervision. Knowledge of County Prison operations. Knowledge of Prison configuration and spaces. Knowledge of local and regional law-enforcement agencies and the criminal justice system. Knowledge of rules of evidence and rules governing chain-of-custody. Knowledge of applicable collective-bargaining agreement(s). Skill in managing the activities of a large and multi-shift complement of Shift Commanders, Assistant Shift Commanders, Sergeants, and Officers. Skill in first aid, cardiopulmonary resuscitation, and use of an automated external defibrillator. Skill in the use, handling, and care of firearms, chemical agents, and restraining equipment. Skill in assessment, documentation, and investigation of problems and projects. Ability to communicate clearly, orally, and in writing. Ability to understand and carry out complex oral and written instructions. Ability to assess and timely and accurately report, orally and in writing, extraordinary events and emergencies. Ability to implement routine and emergency procedures timely and accurately and to exercise and implement professional judgment in accordance with codified procedures and, as necessary, in the absence of same. Ability to discern and accurately describe, orally and in writing, changes in inmates' affects and behaviors. Ability to work accurately and confidentially in an inherently stressful environment with occasionally irregular work hours. Ability to conduct administrative investigations. Ability to establish effective work relationships with superiors; peers; subordinates; law-enforcement, social-service, medical, and educational professionals; elected and appointed officials of Federal, State, and local government; inmates and their families, friends, and advocates; and other interested persons. Skill in the operation of standard business machines including personal computers, typewriters, copiers, calculators, fax machines, scanners, and shredders.
