DUTIES :
This position serves as the assistant director of a U.S. Coast Guard Child Development (CDC) and assists the director as the focal point for the child development services and family childcare programs in Kodiak, AK. CDC services may include, but is not limited to infant care, toddler care, preschool programs, after-school care, and hourly care. The CDC Assistant Director works under supervision of the CDC Director with technical program policy and guidance provided by the Coast Guard Headquarters program manager.
This position supervises non-appropriated fund personnel including, but not limited to teachers/child care assistants, administrative and custodial staff who are either full time, part time or on-call intermittent classifications.
In absence of the Director, the incumbent is directly responsible for all aspects of the Base Kodiak Child Development Center operation, including management and supervision of all CDC staff.
1. Knowledge Required
A professional knowledge of the goals, principles, objectives, practices, and theories of early childhood education acquired through a combination of formal education, professional certification, and experience.
Knowledge of child development norms, behaviors, growth, and progress necessary to develop and implement curricula and activities which promote a child’s physical, social, emotional, creative, and intellectual growth and development. Skill in applying and using professional knowledge in planning, implementing, and evaluating effectiveness of childcare services in meeting needs of children and parents within the framework of Coast Guard policies, and requirements. Skill in communicating effectively and at appropriate levels with children, parents, staff, supervisor, Command, and others about a variety of subject matters relating to the early childhood field. Ability to delegate responsibilities and require accountability to other subordinate staff. Knowledge of budgetary, accounting, and inventory procedures sufficient to effectively plan and implement a diverse child development program.
Knowledge of staff, parents, and children associated with the program including personnel rules and labor relation organizations. A technical knowledge of local, State, and Coast Guard regulations with regard to child development operations is required.
2. Supervisory Controls
Under the supervision of the CDC Director, the incumbent functions as a CDC subject matter expert. The incumbent has responsibility for assisting with management of the childcare program activities and daily business transactions of the center based on the overall objectives and priorities set with the supervisor. The incumbent plans and carries out program responsibilities, coordinates with other organizations and persons as required, resolves conflicts, and interprets policy to the staff. Most problems will be readily handled by the director based on prior experience and training. Unusual problems will be discussed with the supervisor. Supervision consists of periodic meetings to provide guidance, review financial records, determine compliance with Coast Guard directive, and evaluate program effectiveness. Significant personnel actions (promotions, dismissal, etc.) proposed by the incumbent are subject to concurrence by the supervisor.
3. Guidelines
The employee is provided established guidelines in the form of standard instructions, literature, precedents and practices concerned with the assigned function. Applicable Coast Guard regulations and procedures, guidelines from NAEYC, currents child development literature, and textbooks as well as local and State policy guidelines are available to provide information in determining operations of the CDC. Judgment is required in locating and selecting the most appropriate guidelines and references. This may include exercising discretion, i.e. in selecting among alternatives and making minor deviations occasionally to adapt guidelines to specific cases. The incumbent must use sound judgment in interpreting these guides to meet the goals and objectives of local situation and conditions to resolve specific problems, as directed or required with individual staff, parents, and children.
4. Complexity
The incumbent implements policies and procedures for a variety of programs. Recruits, trains, and evaluates a staff that may include full time, part-time and intermittent workers with a wide variety of backgrounds and experiences, and deals with staff turnover resulting from the military life style. Management of the program is complicated by the need to comply with all applicable Federal, State, and local regulations as well as Coast Guard policies.
Complications also arise from:
• the use of different funding sources, i.e., appropriated and non-appropriated funds;
• the number of staff supervised, children enrolled, parent contacts;
• management of the facility, as directed;
• management of the facility budget, as directed;
• the need for coordinating visits by health, fire, and safety inspectors, food program auditors, and fund
custodians;
• And the critical nature of maintaining the health and safety of the children and responding to emergencies.
The success of the CDC requires ongoing interpretation of program developments, children’s and parents’ needs, a wide range of decisions regarding program planning, and considerable innovation in developing or refining methods and techniques to be used in providing continually improving child development services. This must be accomplished within financial and physical constraints.
5. Scope and Effect
The effectiveness of programs and services provided by the incumbent will directly impact the quality of life for Coast Guard families served by child development services. Work effectiveness and retention of trained Coast Guard personnel are related to the quality and reliability of child development services available for dependents.
6. Personal Contacts
In addition to contacts with children, CDC staff members, parents, and the supervisor, the incumbent has contact with military and civilian command and support personnel, i.e. Morale, Well-being, and Recreation staff, engineers, inspectors, and staff of personnel and accounting offices. Personal contact is also common with members of local child development organizations, school officials, early intervention groups, regulatory personnel, and representatives of local civic volunteer groups.
7. Purpose of Contacts
Contacts with children and parents are to determine needs, provide for education and development, and to provide counseling, resources, and referral services. Contacts with staff and installation personnel are for the purpose of planning, implementing, and administering the CDC, to keep them apprised of CDC goals and objectives, and to gain support and cooperation. The incumbent may be called upon to define and defend program requirements and budget requests, to assist in resolving conflicts to regarding program policies, physical space requirements, and limitation of existing facilities, and to promote the CDC program. Contact with external agencies is for exchange of information and services, obtaining services for families, and, occasionally, for reporting child abuse or neglect.
8. Work Environment
The work is performed in an office setting, in classrooms, on playgrounds, in CDC kitchen and includes field trips, and visits to other offices on and off the unit. Work may include driving children to/from alternate care site. The work environment involves everyday risks or discomforts. Hours of work may include evening presentations and staff meetings as well as parent meetings. The work area is adequately lighted, heated and ventilated.

QUALIFICATIONS REQUIRED :
Minimum :
1. Bachelor’s degree in child development or early childhood education or a combination of education and experience -- courses equivalent to a major in education plus appropriate experience or additional course work that provided knowledge comparable to that normally acquired through the successful completion of the 4-year course of study described in above.
2. Current certification in first aid and cardiopulmonary resuscitation is required
3. Specialized experience in group child care or other work that demonstrated the ability to:
a. Manage the operation of a child care center.
b. Select, train, and supervise child care and preschool employees, family child care
providers, or other care-giving adults.
c. Develop and implement child development programs, including family day care programs,
part-day preschool programs, and before and after school programs.
d. Work with individuals and groups to solve complex problems related to the care and
education of children
4. While most of the work is done in an office setting, the ability to possess and maintain the physical ability to lift and carry up to 45 pounds and over, sit and rise from the floor, walk, bend, and stoop and stand on a routine basis is required when substituting in rooms. Duties may involve working both indoors and outdoors
5. A valid driver’s license and the ability to drive an automobile is required.
6. Ability to satisfactorily complete Tier 1 background investigation, to include state checks, upon hiring and renew every 5 years.
7. Ability to satisfactorily pass the Civilian Medical Clearance Examination that is performed at preplacement and then every two years for every childcare position type.

Most problems will be readily handled by the director based on prior experience and training. Unusual problems will be discussed with the supervisor. Supervision consists of periodic meetings to provide guidance, review financial records, determine compliance with Coast Guard directive, and evaluate program effectiveness.
