  "key_responsibilities": "<ul><li><!--block-->Conduct construction inspection on WADOT projects and monitor contract work for compliance with plans, specifications and contract documents.</li><li><!--block-->Establish and maintain documentation and report requirements based on construction plans and specifications.</li><li><!--block-->Interpret plans, specifications and contract documents to ensure compliance.</li><li><!--block-->Coordinate with the contractor and the project management to identify and resolve inspection issues.</li><li><!--block-->Ensure inspection compliance with safety rules and regulations.</li><li><!--block-->Enter daily work reports and using the Department’s current software application for highway projects (ex. Site Manager, AASHTOWare)</li><li><!--block-->Document payments in both the Department’s current software application for highway projects (ex.   "skills_knowledge_expertise": "<div><!--block-->This position requires the operation of a company vehicle. All candidates must hold a valid driver’s license and will be subject to a Motor Vehicle Record (MVR) check. Employment is contingent upon meeting Horrocks' Fleet &amp; Safety minimum requirements. Candidates will be asked to provide consent for the MVR check as part of the hiring process.</div><ul><li><!--block-->5–10 years of experience in transportation construction, construction inspection, materials testing, or a related field.</li><li><!--block-->Experience performing field materials testing, including soil, aggregate, asphalt, and concrete testing.</li><li><!--block-->Current materials testing certifications and hands-on testing experience are highly preferred.</li><li><!--block-->WADOT TTCP certification required or ability to obtain.</li><li><!--block-->Experience with transportation-related construction projects.</li><li><!--block-->Working knowledge of construction plans, specifications, and contract documents.</li><li><!--block-->Basic computer skills, including proficiency with spreadsheets, word processing, and construction management software.</li><li><!--block-->Experience with AASHTOWare, SiteManager, or similar project documentation systems preferred.</li><li><!--block-->Ability to work independently with minimal supervision while maintaining accurate project documentation.</li><li><!--block-->Strong communication and coordination skills for working with contractors, project managers, and agency personnel.</li><li><!--block-->Clean driving record.</li><li><!--block-->Willingness and ability to travel overnight as required.</li><li><!--block-->Dependable, detail-oriented, and safety-focused.</li></ul><div><!--block--><strong>Preferred Certifications and Development Expectations:</strong></div><ul><li><!--block-->Materials testing certifications in soils, aggregate, asphalt, and/or concrete.</li><li><!--block-->Ability to obtain and maintain inspection certifications required by WSDOT and ITD.</li><li><!--block-->Ability to obtain Certified Erosion and Sediment Control Lead (CESCL) certification.</li><li><!--block-->Commitment to pursuing additional certifications and training to support project delivery and provide technical redundancy within the team.</li></ul>",
