Tasks include scenario development, travel to exercise lifecycle events, planning practical application mentoring, warfighting seminar product preparation and delivery, operational orders development, higher headquarters replication, and after-action analysis with written product preparation.</span></p>\n<p><span style=\"font-size: 11.0pt\">The mission of the MSTP is to: Train and Educate Marine Expeditionary Force (MEF) and Marine Expeditionary Brigades (MEB) Command Elements to conduct operations across the range of military operations, within the context of a Joint, Combined, or Coalition environment.  </span></p>\n<p><br></p>\n<p><span style=\"font-size: 11.0pt\">Essential Duties and Responsibilities</span><br></p>\n<ul>\n<li><span style=\"font-size: 11.0pt\">Research operational concepts and plans, conducts analysis of Maritime Maneuver processes and determine information exchange requirements and requirements for joint subject matter expertise to support training.</span></li>\n<li><span style=\"font-size: 11.0pt\">Support all phases of the Joint Exercise Life Cycle (JELC) and contribute to the force generation process and operational force readiness by building supporting scenario products, role-play Higher and Adjacent Headquarters (H&amp;AHQ) naval/maritime operations staff personnel, and leverage Navy relationships during a critical time of Commandant-directed transition to naval integrated MEF exercises. </span></li>\n<li><span style=\"font-size: 11.0pt\">Support a comprehensive effort to enhance the planning and integration of maritime operational planning capabilities in planning practical application and other MSTP exercises.</span></li>\n<li><span style=\"font-size: 11.0pt\">Produce exercise planning products, to include COCOM/JTF/Fleet-level operation orders. Directly engage MEF/MEB level training audiences to capture training objectives and ensure their incorporation into the exercise scenario.  </span></li>\n<li><span style=\"font-size: 11.0pt\">Lead the development of scripted, scenario-based, Force/Joint level maritime maneuver events as part of the Master Scenario Events List (MSEL) to generate training audience activity.</span></li>\n<li><span style=\"font-size: 11.0pt\">Lead a Maritime Working Group as part of an exercise design team at exercise planning conferences to design the scope and method of training; translate training objectives into observable and measurable Maritime training activities.</span></li>\n<li><span style=\"font-size: 11.0pt\">Advise active-duty and reserve officers at a simulated H&amp;AHQ staff on the execution of planned exercise events to ensure all training objectives are met.</span></li>\n<li><span style=\"font-size: 11.0pt\">Adjust work hours as necessary to support extended work hours in support of 12 to 24-hour continuous operations during events.</span></li>\n<li><span style=\"font-size: 11.0pt\">Perform role of an event Observer, Trainer, Collector (OTC) to support the other MSTP Branches when required.</span></li>\n<li><span style=\"font-size: 11.0pt\">Conduct tactical and operational planning at the conceptual, functional, and detailed levels for service and functional component organizations and joint headquarters organizations. </span></li>\n<li><span style=\"font-size: 11.0pt\">Research of existing and emerging operational concepts and plans; conduct analysis of data. </span></li>\n<li><span style=\"font-size: 11.0pt\">Plan and prepare lesson plans and seminars, provide instruction and event analysis on Naval and joint/combined operations and doctrine to Field Grade and General Officers. </span></li>\n<li><span style=\"font-size: 11.0pt\">Participate in and conducts reviews and structured walk-throughs of events, operation orders and plans, and information collection requirements. </span></li>\n<li><span style=\"font-size: 11.0pt\">Review orders, briefs, and documents to support event exercise design, scenario development and higher and adjacent headquarters functions.   </span></li>\n<li><span style=\"font-size: 11.0pt\">Review and provide comments on Marine Corps and joint doctrine documents, best practices, and tactics, techniques and procedures not covered by doctrine (i.e., Marine Corps Interim Publication, MSTP Pamphlet).</span></li>\n</ul>\n<p><span style=\"font-size: 11.0pt\">Requirements</span><br></p>\n<ul>\n<li><span style=\"font-size: 11.0pt\">10+ years of operational experience in deployment and employment of U.S Navy forces at the Operational Level as a Surface Warfare Officer.</span></li>\n<li><span style=\"font-size: 11.0pt\">8+ years of demonstrated knowledge of military doctrine, tactics, and command relationships at the operational command level in operational force employment experience.</span></li>\n<li><span style=\"font-size: 11.0pt\">Possess detailed and functional knowledge of the Marine Corps and joint/combined Planning Process and U.S. Navy and joint doctrine related to Maritime Maneuver. </span></li>\n<li><span style=\"font-size: 11.0pt\">Senior staff planning experience in Joint Operations Planning Process and/or the U.S. Navy Planning Process in support to a Fleet or Joint Force Maritime Component Commander.</span></li>\n<li><span style=\"font-size: 11.0pt\">Experience writing orders IAW CJCSM 3130.03B, Planning and Execution Formats and Guidance and NATO Order format.  </span></li>\n<li><span style=\"font-size: 11.0pt\">Experience conducting tactical and operational level planning at the conceptual, functional, and detailed levels for service and functional component organizations, and joint headquarters. </span></li>\n<li><span style=\"font-size: 11.0pt\">Understanding of emergent thinking in strike and information warfare activities.</span></li>\n<li><span style=\"font-size: 11.0pt\">Completion of Intermediate School.   </span></li>\n<li><span style=\"font-size: 11.0pt\">Knowledge of command-and-control processes related to Maritime Maneuver.</span></li>\n</ul>\n<p><span style=\"font-size: 11.0pt\"> </span></p>\n<p><span style=\"font-size: 11.0pt\">Desired Skills/Qualifications</span><br></p>\n<ul>\n<li><span style=\"font-size: 11.0pt\">Direct participation in real world operations.</span></li>\n<li><span style=\"font-size: 11.0pt\">Recent Active-Duty experience (within 5 years) as Surface Warfare Officer at Numbered Fleet/JFMCC level or higher. </span></li>\n<li><span style=\"font-size: 11.0pt\">Senior-Level – Advanced Degree or equivalent w/ 15+ Years Direct Relevant Experience.</span></li>\n<li><span style=\"font-size: 11.0pt\">Familiar with developing events to support a Master Scenario Events List (MSEL). </span></li>\n<li><span style=\"font-size: 11.0pt\">Proficiency using MS Word, Excel, Adobe, and Outlook skills. </span></li>\n<li><span style=\"font-size: 11.0pt\">Strong verbal, written, interpersonal, communication and presentation skills. </span></li>\n</ul>\n<p><span style=\"font-size: 11.0pt\"> </span></p>\n<p><span style=\"font-size: 11.0pt\">Physical Requirements and Work Environment</span><br></p>\n<ul>\n<li><span style=\"font-size: 11.0pt\">Normal Office Environment. </span></li>\n</ul>\n<p><span style=\"font-size: 11.0pt\"> </span></p>\n<p><span style=\"font-size: 11.0pt\">Travel</span><br></p>\n<ul>\n<li><span style=\"font-size: 11.0pt\">Primarily to Camp Lejeune, NC;
