TOTAL PUBLIC MEMBERS:    15 APPOINTMENT TYPE:              Appointed by the Mayor TERM LENGTH (YEARS):        3 years RESIDENCY:                                Strong preference for District residency, with representation from all 8 wards PAID BOARD:                              No (all roles are voluntary) Current District of Columbia residents will receive priority and advanced preference for screening and interviews. DESCRIPTION The purpose of the Commission is as follows: To encourage community service and volunteer participation as a means of community and state problem-solving; to promote and support voluntary citizen involvement in government and private programs throughout the District of Columbia; To develop a comprehensive vision and strategic plan for community service initiatives in the District of Columbia; and To serve as the District's liaison between national and other state organizations in concert with the District of Columbia strategic plan. COMMISSION MEMBERSHIP The Commission shall consist of fifteen (15) voting members, including twelve (12) public members and three (3) government members. The following twelve (12) public members: An individual with expertise in the educational, training, and development needs of youth, particularly disadvantaged youth; An individual with experience in promoting the involvement of older adults in service and volunteerism; A representative of community-based agencies or community-based organizations within the District; A representative of local labor organizations in the District; A representative of business entities in the District; An individual between the ages of 16 and 25 who is a participant in a service program for school-age youth, or of a campus-based or national service program; An individual between the ages of 16 and 25 who is a supervisor in a service program for school-age youth, or of a campus-based or national service program; A representative of a national service program; A representative of the volunteer sector; A representative from a private institution of higher education in the District of Columbia; An individual with expertise in the delivery of human, educational, environmental, or public safety services to communities and persons; and A representative of entities in the District that receive assistance under the Domestic Volunteer Service Act of 1973 (42 U.S.C. 4950 et seq.). The following three (3) government members: The State Superintendent of Education, or their designee;  Director of the Department of Aging and Community Living, or their designee; and The President of the University of the District of Columbia, or their designee. The Mayor shall appoint the following five (5) individuals as non-voting members: A representative designated by the federal Corporation for National Service. Director of the Homeland Security and Emergency Management Services agency, or their designee; Director of the Office of Television, Film, Music, and Entertainment, or their designee; Director of the Mayor’s Office of Community Affairs, or their designee; and Chief Service Officer of the District of Columbia, or their designee. QUALIFICATIONS Not more than 50 percent of the Commission plus one member may be from the same political party. To the extent possible, it shall be balanced according to race, ethnicity, age, disability, and gender characteristics.  Not more than 25 percent of the Commission's voting members may be employees of the District government, though additional District agency representatives may sit on the Commission as non-voting, ex officio members.
