and </span></span></li><li><span style=\"font-family:'Times New Roman', Times, serif;\"><span style=\"font-size:16px;\">To serve as the District's liaison between national and other state organizations in concert with the District of Columbia strategic plan.</span></span></li></ul><p><span style=\"font-family:'Times New Roman', Times, serif;\"><span style=\"font-size:16px;\"><span style=\"line-height:normal;\">&#160;</span><br><span style=\"background:#FFFFFF;\"><span style=\"line-height:normal;\"><b><u><span style=\"color:#2b333a;\">COMMISSION MEMBERSHIP</span></u></b></span></span><br>The Commission shall consist of fifteen (15) voting members, including twelve (12) public members and three (3) government members.<br><br>The following twelve (12) public members:</span></span></p><ol><li><span style=\"font-family:'Times New Roman', Times, serif;\"><span style=\"font-size:16px;\">An individual with expertise in the educational, training, and development needs of youth, particularly disadvantaged youth;</span></span></li><li><span style=\"font-family:'Times New Roman', Times, serif;\"><span style=\"font-size:16px;\">An individual with experience in promoting the involvement of older adults in service and volunteerism;</span></span></li><li><span style=\"font-family:'Times New Roman', Times, serif;\"><span style=\"font-size:16px;\">A representative of community-based agencies or community-based organizations within the District;</span></span></li><li><span style=\"font-family:'Times New Roman', Times, serif;\"><span style=\"font-size:16px;\">A representative of local labor organizations in the District;</span></span></li><li><span style=\"font-family:'Times New Roman', Times, serif;\"><span style=\"font-size:16px;\">A representative of business entities in the District;</span></span></li><li><span style=\"font-family:'Times New Roman', Times, serif;\"><span style=\"font-size:16px;\">An individual between the ages of 16 and 25 who is a participant in a service program for school-age youth, or of a campus-based or national service program;</span></span></li><li><span style=\"font-family:'Times New Roman', Times, serif;\"><span style=\"font-size:16px;\">An individual between the ages of 16 and 25 who is a supervisor in a service program for school-age youth, or of a campus-based or national service program;</span></span></li><li><span style=\"font-family:'Times New Roman', Times, serif;\"><span style=\"font-size:16px;\">A representative of a national service program;</span></span></li><li><span style=\"font-family:'Times New Roman', Times, serif;\"><span style=\"font-size:16px;\">A representative of the volunteer sector;</span></span></li><li><span style=\"font-family:'Times New Roman', Times, serif;\"><span style=\"font-size:16px;\">A representative from a private institution of higher education in the District of Columbia;</span></span></li><li><span style=\"font-family:'Times New Roman', Times, serif;\"><span style=\"font-size:16px;\">An individual with expertise in the delivery of human, educational, environmental, or public safety services to communities and persons; and</span></span></li><li><span style=\"font-family:'Times New Roman', Times, serif;\"><span style=\"font-size:16px;\">A representative of entities in the District that receive assistance under the Domestic Volunteer Service Act of 1973 (42 U.S.C. 4950 et seq.).</span></span></li></ol><p><span style=\"font-family:'Times New Roman', Times, serif;\"><span style=\"font-size:16px;\">The following three (3) government members:</span></span></p><ol><li><span style=\"font-family:'Times New Roman', Times, serif;\"><span style=\"font-size:16px;\">The State Superintendent of Education, or their designee;</span></span></li><li><span style=\"font-family:'Times New Roman', Times, serif;\"><span style=\"font-size:16px;\">&#160;Director of the Department of Aging and Community Living, or their designee; and</span></span></li><li><span style=\"font-family:'Times New Roman', Times, serif;\"><span style=\"font-size:16px;\">The President of the University of the District of Columbia, or their designee.</span></span></li></ol><p><br><span style=\"font-family:'Times New Roman', Times, serif;\"><span style=\"font-size:16px;\">The Mayor shall appoint the following five (5) individuals as non-voting members:</span></span></p><ol><li><span style=\"font-family:'Times New Roman', Times, serif;\"><span style=\"font-size:16px;\">A representative designated by the federal Corporation for National Service.</span></span></li><li><span style=\"font-family:'Times New Roman', Times, serif;\"><span style=\"font-size:16px;\">Director of the Homeland Security and Emergency Management Services agency, or their designee;</span></span></li><li><span style=\"font-family:'Times New Roman', Times, serif;\"><span style=\"font-size:16px;\">Director of the Office of Television, Film, Music, and Entertainment, or their designee;</span></span></li><li><span style=\"font-family:'Times New Roman', Times, serif;\"><span style=\"font-size:16px;\">Director of the Mayor&#8217;s Office of Community Affairs, or their designee;
