Description

Job purpose Within the Department of Planning & Building, and under general direction of the Director of Planning and Building, the Permitting and Compliance Administrator is responsible for facilitating and overseeing the issuance of permits sought from the Planning and Building Department. The position assists in the enforcement of the town’s land use regulations. The Permitting and Compliance Administrator supervises the work of the town’s Welcome Center Coordinator, the initial point of contact for the public at the Zionsville Town Hall. Duties and responsibilities Permit Technicians: Issuing improvement location permits and certificates of occupancy upon project completion Assisting customers with submission of applications, construction plans, and related documents to ensure compliance with the town’s land use regulations through project completion. Overseeing day-to-day communications with applicants (including agents and representatives) regarding construction projects under the jurisdiction of the Department. Overseeing day-to-day internal (Town Departments) and external (County, Regional, State, and Federal Agencies) communications regarding projects under the jurisdiction of the Department. Ensuring that time sensitive components of projects maintain compliance with predetermined expectations. Zoning Technician: Investigating and resolving complaints about violations of town codes and ordinances. Processing and approving applications for home occupations and encroachments. Facilitating the assignment of addresses within the town’s jurisdiction. Welcome Center: Facilitates customer service requests and overall responsiveness. General Responsibilities: Attending and conducting staff meetings. Training new employees of the Permitting, Compliance and Welcome Center teams in the Town’s customer service policies, procedures, and best practices. Serving as Department lead in terms of both database management (permitting software & electronic submittals) and preparation of Monthly Reports (inclusive of US Census, and BAGI) Organizing and overseeing the schedules and work of the Permit Technicians, Zoning Technicians, and Welcome Center Coordinator. Works with the Director to set clear performance expectations for the team members. Regularly evaluates performance and provides feedback to team members. This position is an important contact point with the public, developers, and contractors. As a representative of the Town, the incumbent will face a variety of interpersonal situations that require scrupulous professional conduct. Qualifications Excellent management and supervisory skills. Strong written and verbal communication skills, interpersonal skills and problem-solving skills. Ability to work well with a diverse group of people. Extensive knowledge of customer service procedures and principles. Organized with attention to detail. Ability to resolve customer complaints and issues while maintaining a professional and calm demeanor. Ability to coach and mentor staff. Proficient in Microsoft Office Suite and/or related software. Requires a minimum of a high school diploma, or equivalent, and two years’ experience in the field of regulatory permitting and regulatory approval, preferably with an emphasis on public sector processes. Ability to read, interpret, and apply Town of Zionsville ordinances, policies, and procedures. Demonstrated knowledge and skill in the use of office computer systems and equipment. A valid motor vehicle operator’s license and the ability to carry and sustain insurance to operate a motor vehicle in the State of Indiana. Environmental conditions and safety concerns The Permitting and Compliance Administrator is occasionally required to perform duties outdoors and, in a vehicle, and could be exposed to normal hazards associated with traffic, noise, grease, dirt, dust, vehicle fumes, blood borne pathogens and other infectious materials, extreme temperatures and inclement weather. Safety precautions must be always followed to avoid injury to self and others. Working conditions Working conditions include a variety of interpersonal situations that must be handled with good judgement in a professional, discreet manner. The ability to work on several tasks at the same time and complete tasks effectively is required. This position requires the ability to work and communicate well with individuals from all levels. The position works in a combination of office and field environments with exposure to dust, odors, and noise. May complete tasks outdoors in all types of weather. May be required to work beyond normal business hours. May be required to engage in public speaking. Physical requirements This position requires the physical and mental ability to conduct meetings, to enter and move about all Town facilities, and to inspect development and building sites for compliance with Improvement Location Permits, conditions of approval, written commitments, and Town ordinances. Sitting at a desk and working on a computer for extended periods of time. Standing for extended periods of time. Lifting a minimum of 30 pounds. Ability to walk across uneven ground within job sites.
