Overview Are you passionate about utilizing your skillset to transform veteran healthcare? Join us in revolutionizing how the Department of Veterans Affairs (VA) serves those who served our nation. CVP is seeking a VA Human Resources Subject Matter Expert to direct transformational initiatives at VA, focusing on modernizing human capital management and optimizing veteran care access through strategic workforce planning and development. The ideal candidate will combine deep VA/VHA human resources expertise with proven consulting leadership capabilities to drive VA's critical HR priorities. This role is central to leading key initiatives including workforce modernization, HR process optimization, hiring authority compliance, and improving overall VA performance in service of our nation's veterans. The VA Human Resources Subject Matter Expert advises VA client leadership and stakeholders on strategic human resources initiatives, providing expert guidance on complex workforce challenges. The Subject Matter Expert collaborates with executive leadership to establish expectations for HR strategy deliverables, drive organizational workforce solutions, and ensure excellence in execution. They will provide strategic oversight in leading successful VHA human resources modernization initiatives, including change management, risk mitigation, and performance optimization across multiple workstreams while ensuring deliverables are completed on time, within budget, and meet the highest quality standards. The ideal candidate will demonstrate enthusiasm for improving veteran healthcare services through strategic human capital management, coupled with strong analytical and problem-solving capabilities. This position offers the opportunity to make a meaningful impact on the lives of our nation's veterans while working on some of the most significant healthcare transformation initiatives in the federal government. Responsibilities Serve as principal HR advisor to VA executive leadership and key stakeholders on VHA human resources transformation initiatives and workforce strategy Direct strategic planning and execution of VHA human resources modernization initiatives, ensuring alignment with veteran care priorities and organizational goals Provide expert guidance on VHA-specific HR matters including Title 5, Title 38, and Hybrid Title 38 hiring authorities, veterans preference requirements, and compliance standards Lead analysis and provide strategic recommendations to executive leadership on HR program performance; evaluate initiative issues and risks and develop comprehensive mitigation strategies Drive organizational change by implementing recommendations on HR structures, processes, and systems required to achieve organizational strategies and objectives Coordinate with VA HR offices to troubleshoot staffing delays, navigate recruitment and onboarding processes, and ensure timely staffing actions Support workforce planning and organizational design efforts aligned with VHA modernization priorities Oversee the development of executive-level presentations and reports that effectively communicate complex HR transformation strategies and outcomes Qualifications Extensive recent experience working with the Department of Veterans Affairs or VHA human resources functions Master's degree from an accredited college or university 10+ years of experience in human resources, organizational development, or related field Demonstrated expertise in VHA/VA human resources processes, policies, and procedures Comprehensive knowledge of Title 5 and Title 38 hiring authorities and veterans preference regulations Advanced proficiency with MS Word, Excel, and PowerPoint Ability to obtain or maintain a US Public Trust clearance Desired Skills Comprehensive knowledge of Title 5 and Title 38 hiring authorities and veterans preference regulations Experience leading organizational design, workforce planning, or HR modernization initiatives Knowledge of VHA credentialing, privileging, and Delegation of Work (DOW) compliance requirements Proven ability to navigate complex federal HR authorities and compliance requirements Proven ability to lead teams and stakeholders in a fast-paced environment About CVP CVP is an award-winning healthcare and next-gen technology and consulting services firm solving critical problems for healthcare, national security, and public sector clients.
