The Sr. Finacial Analyst will provide overall management, leadership, and oversight for contract execution in support of USSOCOM requirements\n<p> </p>\n<p>USSOCOM requires comprehensive program support encompassing:</p>\n<ul>\n <li>Strategic planning and resource planning</li>\n <li>Budget Formulation & Execution</li>\n <li>Financial Reporting</li>\n <li>Compliance & Oversight</li>\n <li>Strategic resource planning support (e.g., POM submissions, spend plans)</li>\n <li>Budget execution support, including funding document processing and invoice review</li>\n <li>Technical and application assessment support</li>\n</ul>\n<p> </p>\n<p> </p>\n<p> </p>\n<h2>What You’ll Do in Your New Role</h2>\n<ul>\n <li>Provide full program management oversight for all contract activities, personnel, and deliverables</li>\n <li>Serve as the primary interface between the Government customer and contractor team</li>\n <li>Develop and execute strategic plans, resource plans, and program objectives aligned with USSOCOM mission requirements</li>\n <li>Manage and administer program operations, ensuring compliance with contract requirements</li>\n <li>Oversee development and implementation of quality assurance processes and reporting</li>\n <li>Budget Formulation & Execution: Develop, analyze, and justify detailed budgets and estimates. Manage the allocation, tracking, and reconciliation of funds to support specialized operations</li>\n <li>Financial Reporting: Generate metrics and executive-level reports on obligations, expenses, and Negative Unliquidated Obligations (NULO) to ensure full use of expiring funds</li>\n <li>Operate within DoD enterprise financial applications to process transactions, analyze trends, and audit records</li>\n <li>Support and manage strategic resource planning processes, including POM submissions and spend plans</li>\n <li>Oversee budget execution activities, including funding document processing and invoice review</li>\n <li>Will perform and advise on budget queries and manipulationsfrom financial spreadsheets</li>\n <li>Lead technical and application assessments to support program performance and continuous improvement</li>\n <li>Manage program scope, schedule, cost, and performance to ensure successful execution</li>\n <li>Identify risks and implement mitigation strategies</li>\n <li>Provide leadership, direction, and coordination to program staff and subcontractors</li>\n <li>Support program reviews, briefings, and stakeholder engagements</li>\n <li>Will require a strong working knowledge in financial modeling andExcel</li>\n</ul>\n<p> </p>\n<h2>Required Qualifications</h2>\n<ul>\n <li>Bachelor's Degree in a relevant field OR relevant experience supporting related Government agency may be substituted in lieu of formal education</li>\n <li>Experience supporting USSOCOM or similar DoD organizations</li>\n <li>Demonstrated experience managing Government contracts and contractor personnel</li>\n <li>Experience with program planning, resource management, and budget execution processes</li>\n <li>Familiarity with CDRLs, quality assurance reporting, and contract compliance requirements</li>\n <li>Strong leadership, organizational, and communication skills</li>\n <li>Ability to engage effectively with senior Government stakeholders</li>\n <li>Active Top Secret Clearance</li>\n</ul>\n<p> </p>\n<h2>Desired Qualifications</h2>\n<p> </p>\n<p> </p>\n<p> </p>\n<h2>About the Company</h2>\n<p>Culmen International is committed to enhancing international safety and security, strengthening homeland defense, advancing humanitarian missions, and optimizing government operations.
