Overview
Nakupuna Companies seeks a Program Manager I to join a team working under the Office of Health Diplomacy. The Office of Health Diplomacy (HD) serves as the Bureau of Global Health Security and Diplomacy’s (GHSD) central hub for supporting the execution of the America First Global Health Strategy (AFGHS) and the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR). This role is central to the U.S. government’s commitment to saving lives and improving global health outcomes by integrating health security, diplomacy, and data-driven decision-making. Operating in nearly 72 countries, GHSD works to achieve sustainable epidemic control and strengthen global health architecture against emerging threats.
Responsibilities
The Program Manager position serves as a critical link between diplomatic efforts and program execution. The incumbent has comprehensive responsibility for managing a specific country portfolio, working with GHSD headquarters and interagency staff to monitor progress, optimize data utilization, and ensure that all investments—including those through the Global Fund and UNAIDS—align with AFGHS priorities to achieve long-term, self-reliant epidemic control.The following reflects management’s definition of essential functions for this job but does not restrict the tasks that may be assigned. Management may assign additional duties and responsibilities to this job at any time due to reasonable accommodation or other reasons.
Serve as the primary communication channel between GHSD and the in-country team, partner governments, and international stakeholders. Elevate the level of engagement with Global Fund and UNAIDS counterparts to ensure complementary programming and strategic alignment
Serve as the lead subject matter expert for a specific country, maintaining deep knowledge of health epidemiology, program implementation, and performance.
Perform quarterly analysis against targets and review budget alignment with AFGHS strategic direction
Inform GHSD Leadership on country-specific progress and risks. Collaborate with leadership to develop policy options that address gaps in program performance or local governance.
Maintain a comprehensive understanding of all GHSD and technical tools for the AFGHS
Conduct routine site visits (1-2 times per year) to gain program insight and verify operational milestones
Advise on the synergy of donor investments. Build and maintain a professional network with interagency SMEs, Global Fund Portfolio Managers, and partner governments to maximize the impact of U.S. foreign assistance
Qualifications
Skills/Qualifications:
Working knowledge of exceptional technical and professional writing skills, with the ability to draft high-level diplomatic cables, briefing memos, and strategic reports that clearly articulate complex health and policy data for senior Department of State
Must be self-motivated with high attention to detail and possess superior oral communication skills suitable for high-level diplomatic environments
Must be in good physical condition and able to travel internationally as required
Education and Experience:
Master’s degree in Public Health, Public Policy, International Relations, Epidemiology, or Social Sciences preferred
Minimum of three years of relevant experience in international program management or global health diplomacy
Clearance Requirements: Must be able to obtain and maintain a Secret Clearance. Must be a U.S. citizen.
Physical Requirements: The ideal candidate must at a minimum be able to meet the following physical requirements of the job with or without a reasonable accommodation :
Ability to perform repetitive motions with the hands, wrists, and fingers.
Ability to engage in and follow audible communications in emergency situations.
Ability to sit for prolonged periods at a desk and working on a computer.
The Nakupuna Companies use a market-based compensation strategy to ensure that our employees are compensated within applicable market ranges commensurate with multiple factors, including but not limited to the individual’s particular combination of education, knowledge, skills, competencies, and experience, as well as contract-specific affordability, organizational requirements, and position location. The projected compensation for this position is $106,000.00 to $110,000.00 (annualized USD). The salary range displayed represents the typical range for this position and is just one component of Nakupuna Companies total compensation package for employees.
