Analyzes data and builds models to set real property tax rolls.</p>\n<p> </p>\n<p><strong><u>MINIMUM QUALIFICATIONS</u></strong></p>\n<p><strong> </strong></p>\n<p>Bachelor’s degree from an accredited college or university in Statistics, Mathematics, Data Science, Computer Science, Information Science, or other closely related field, plus four (4) years of related experience; OR an equivalent combination of related education and experience.</p>\n<p> </p>\n<p>Must obtain an Appraiser license from the State of Utah Division of Real Estate and possess a Residential Appraiser designation with the Utah State Tax Commission within three (3) years of hire.</p>\n<p> </p>\n<p>A valid Driver’s License accepted by the State of Utah is required at the time of hire.  A valid Driver’s License issued by the State of Utah must be obtained within six (6) months of hire to operate a County vehicle.</p>\n<p> </p>\n<p>Due to the nature of this position, the successful applicant must pass a required background check through fingerprinting and enrollment in the continuous RAP Back (Record of Arrest and Prosecution Back) program in accordance with current County Human Resources policy requirements. </p>\n<p> </p>\n<p><strong><u>ESSENTIAL FUNCTIONS</u></strong></p>\n<ul>\n <li>Develops, calibrates, and deploys advanced statistical valuation models within specialized systems applications to ensure the accurate and equitable valuation of all real property types.</li>\n <li>Maintains documentation and validates models to ensure statistical accuracy and compliance with industry standards.</li>\n <li>Utilizes advanced statistical and appraisal methodologies to develop predictive mass appraisal models.</li>\n <li>Analyzes the results of model programming and modifies programs to optimize performance and meet goals and objectives.</li>\n <li>Prepares or assists in preparing technical documentation and statistical reports detailing model performance, methodologies, and valuation outcomes.</li>\n <li>Partners with leadership to identify key data requirements, ensuring datasets are optimized for statistical analysis.</li>\n <li>Performs data cleaning, auditing, and validation to ensure accuracy and reliability for all valuation outputs.</li>\n <li>Presents information on models, trains end-users, and assists with project planning.</li>\n</ul>\n<p><strong><u>KNOWLEDGE, SKILLS, AND ABILITIES (KSA)</u></strong></p>\n<p> </p>\n<p><strong>Knowledge of:</strong><strong> </strong></p>\n<ul>\n <li>Advanced quantitative statistics and how regression theory and appraisal theory complement each other in mass appraisal</li>\n <li>Regression and statistical modeling techniques</li>\n <li>Mathematical, financial, and statistical calculations</li>\n <li>Real property appraisal methods, techniques, cost, income, and market valuation systems</li>\n <li>Real estate terminology</li>\n <li>Building construction, materials, and costs</li>\n <li>Property appraisal and tax-related databases, table views, and spreadsheets</li>\n <li>Operation and applications of software, hardware, machine language(s), and automated information systems appropriate to the department</li>\n <li>Research design and methodologies </li>\n <li>Laws affecting property appraisal, classifications, assessment ratios, property tax exemption, and the appeals process</li>\n</ul>\n<p><strong>Skills and Abilities to:</strong></p>\n<ul>\n <li>Organize workloads and prioritize tasks to adhere to deadlines</li>\n <li>Work effectively in a dynamic environment, both independently and in a team setting</li>\n <li>Demonstrate strong organizational skills</li>\n <li>Effectively apply general principles to specific conditions</li>\n <li>Communicate effectively both verbally and in writing</li>\n <li>Utilize statistical software packages such as SAS (Statistical Analysis System) or SPSS (Statistical Package for the Social Sciences) to perform data analysis</li>\n <li>Conduct, organize, analyze, and document information systems research</li>\n</ul>\n<h2>Additional Information</h2>\n<p><strong><u>WORKING CONDITIONS AND PHYSICAL REQUIREMENTS</u></strong></p>\n<p> </p>\n<p>Work duties are typically performed in a general office setting with occasional field visits. </p>",
