Description Mission Support and Test Services, LLC (MSTS) manages and operates the Nevada National Security Site (NNSS) for the U.S. National Nuclear Security Administration (NNSA). Responsibilities MSTS Construction is actively seeking to hire a highly skilled and experienced Principal Subcontractor Technical Representative (STR) to provide critical technical oversight and contractual assurance for construction projects. This role will act as a primary technical liaison, integrating deeply with project teams and procurement throughout the project execution to monitor and ensure construction subcontractor performance and compliance. The Principal STR will represent Construction during the formation, solicitation, technical evaluation, and award phases of assigned subcontracts, serving as the primary focal point for field execution issues and day-to-day technical matters on construction subcontracts, with robust technical integrity. Key Responsibilities Technical Oversight & Quality Assurance: Act as the primary technical authority for monitoring and inspecting the subcontractor’s quality of work. Manages medium projects ($5-20M TPC). Responsible for all aspects of the project over the entire lifecycle (initiation, planning, executing, monitoring & controlling, and closing). Ensure diligent technical execution and compliance of subcontracted work, consistent with emphasis on structured oversight. Establish and maintain a comprehensive STR file for relevant records and documents, ensuring traceability and accountability. Regularly monitor Subcontractor performance and progress, communicating effectively with stakeholders and subcontractor project management personnel and providing constructive feedback. Confirm that all work is performed strictly in accordance with subcontract requirements and technical specifications. Approve submittals as specified in the procurement documents, verifying technical conformity. Formally accept confirming work and deliverables. Ensure hold and test points are properly performed and approved in work packages before proceeding with construction activities, safeguarding technical quality. Respond promptly to requests for information on technical and performance matters. Coordinate the resolution of deviations and nonconformances to the scope of work, ensuring rapid and effective technical solutions. Ensure any issues or nonconformances with technical requirements are thoroughly documented, reported to the Procurement Representative and Subcontractor, and resolved prior to subcontract closeout. Coordinate the onboarding (badging and training) for subcontractor employees. Perform reporting of any safety or security infractions by subcontractor while work is being performed. Ensure all records and documents are managed and tracked in accordance with governing processes Serve as primary liaison between Subcontractor and MSTS procurement & project management. Work closely with the Responsible Manager or Project Manager and relevant support organizations to develop a comprehensive STR oversight requirements Work Plan based on deliverables and exhibits in the Subcontract Statement of Work (SOW). Coordinate project activities with affected building tenants and facility managers to minimize disruption and ensure smooth execution. Review and approve invoices to ensure technical alignment and compliance with subcontract requirements, providing the essential technical verification. Qualifications Bachelor’s degree in a related field or equivalent training and experience plus at least 8 years’ related professional experience, which included at least 4 years’ as a designated Project Manager. At least 4 years’ experience as a designated Project Manager or STR with direct responsibility for managing or oversight of medium-sized projects ($5M-$20M TPC). Strong background in construction project management, including direct experience in monitoring and overseeing subcontractor performance. Strong ability to build stakeholder and client relationships and foster positive team dynamics. Demonstrated experience in managing project teams (10-20 people) through all representative project lifecycle phases. Proven ability to define, plan, execute, monitor, control, and successfully complete discrete elements of scope in compliance with defined schedule, costs, risk, and quality constraints. Exceptional critical thinking and problem-solving skills, with the ability to evaluate alternatives, identify robust solutions using systematic, multi-step approaches, and develop innovative solutions to improve project performance. Ability to maintain satisfaction of stakeholders with differing needs and expectations and effectively manage communications between project stakeholders and team members. Strong capability in identifying and complying with project requirements in the development of products and deliverables. Proficient in managing project teams to successfully achieve project scope, schedule, and cost objectives. Exceptional oral and written communication skills, with the ability to clearly articulate complex technical information to subcontractors, project teams, procurement, and other stakeholders. The primary work location will be at the Nevada National Security Site (located 65 miles northwest of Las Vegas, Nevada). Work Schedule will be 4/10s; Monday - Thursday; 7:00 AM - 5:30 PM, unless an alternate work schedule is approved Ability to work overtime, as needed. Pre-placement physical examination, which includes a drug screen, is required. MSTS maintains a substance abuse policy that includes random drug testing. Must possess a valid driver’s license. MSTS is required by DOE directive to conduct a pre-employment drug test and background review that includes checks of personal references, credit, law enforcement records, and employment/education verifications. Applicants offered employment with MSTS are also subject to a federal background investigation to meet the requirements for access to classified information or matter if the duties of the position require a DOE security clearance. Substance abuse or illegal drug use, falsification of information, criminal activity, serious misconduct or other indicators of untrustworthiness can cause a clearance to be denied or terminated by DOE, resulting in the inability to perform the duties assigned and subsequent termination of employment. In addition, Applicants for employment must be able to obtain and maintain a DOE Q-level security clearance, which requires U.S. citizenship, at least 18 years of age.
