This role blends operational excellence with strategic market engagement.</p>\n<h2>Responsibilities</h2>\n<p><strong>Business Development & Opportunity Identification</strong></p>\n<ul>\n <li>Identify and support new project opportunities through relationships with contractors, developers, and internal commercial teams</li>\n <li>Provide input during early-stage project evaluation (feasibility, timelines, cost considerations)</li>\n <li>Support proposal development, technical discussions, and project scoping as needed</li>\n</ul>\n<p><strong>Project Execution & Delivery</strong></p>\n<ul>\n <li>Lead feasibility studies for proposed capital projects, including cost estimates and schedules, and recommend the most efficient technical solutions to minimize waste and maximize return on investment.</li>\n <li>Lead permitting, construction, and installation activities.</li>\n <li>Oversee the full lifecycle of concrete plant construction projects, from planning through commissioning.</li>\n <li>Manage multiple projects across Florida simultaneously, ensuring on-time, on-budget delivery.</li>\n <li>Track project progress, identify risks early, and implement mitigation plans.</li>\n <li>Partner with Corporate and Business Unit purchasing teams to define scopes of supply and work for new equipment, construction, installations, and asset upgrades.</li>\n <li>Evaluate bids using life cycle cost analysis and assess engineering solutions for reliability, maintainability, and total manufacturing cost.</li>\n</ul>\n<ul>\n <li>Develop and present mitigation plans for bringing projects back in compliance when needed.</li>\n <li>Prepare reports to present project progress, and inform business units on issues of quality, cost, and schedule compliance.</li>\n</ul>\n<p> </p>\n<p><strong>Team Leadership & Coordination</strong></p>\n<ul>\n <li>Lead and develop a team of project engineers, site managers, and contractors</li>\n <li>Set clear priorities, drive accountability, and coach team members for high performance</li>\n <li>Ensure strong coordination across engineering, procurement, operations, and finance</li>\n</ul>\n<p><strong>Contractor & Stakeholder Management</strong></p>\n<ul>\n <li>Select, manage, and evaluate contractor performance</li>\n <li>Act as the primary point of contact for internal and external stakeholders (vendors, local authorities, partners)</li>\n <li>Lead project governance, reporting, and executive updates</li>\n</ul>\n<p><strong>Planning, Budgeting & Controls</strong></p>\n<ul>\n <li>Develop project schedules, budgets, and resource plans</li>\n <li>Track and control project costs and performance metrics</li>\n <li>Ensure consistent use of project management standards and tools</li>\n</ul>\n<h2>Qualifications</h2>\n<p><strong>Education</strong></p>\n<ul>\n <li>Bachelor’s degree in Civil Engineering, Industrial Engineering, Construction Management, or a related field.</li>\n</ul>\n<p><strong>Experience</strong></p>\n<ul>\n <li>10–12+ years of experience managing capital projects in construction or industrial environments; experience in concrete, cement, or other heavy materials is preferred.</li>\n</ul>",
