Description

Summary We are seeking a seasoned Senior Operations Program Lead to direct end-to-end delivery of a large-scale federal operations, training, and mission support program. The ideal candidate brings a rare combination of enterprise program management expertise, deep workforce leadership, and hands-on experience managing the full personnel lifecycle from active recruiting and talent acquisition strategy through onboarding, retention, and workforce development across a large, geographically distributed team. This is a senior, high-visibility role requiring an executive-level leader who can serve as the face of the program to government stakeholders while simultaneously driving operational excellence across multiple functional areas. This position is contingent upon contract award. Essential Functions Program Leadership & Stakeholder Management Serve as the primary interface between senior government stakeholders and internal leadership for all program activities, maintaining executive-level relationships and ensuring mission alignment Lead end-to-end program execution across multiple functional areas, including training support, workforce operations, and mission support services Ensure timely delivery of all contractual requirements, deliverables, and performance metrics; proactively manage risk to prevent schedule or performance impacts Manage program financials including budgeting, forecasting, and cost control oversight Workforce Management, Recruiting & HR Oversight Direct all workforce planning activities, including headcount forecasting, position management, and staffing strategy for a workforce personnel across multiple sites Lead and oversee the full-cycle recruiting function including sourcing strategy, candidate pipeline development, interview processes, and selection decisions to maintain staffing levels against contract requirements Oversee onboarding, in-processing, and clearance coordination to ensure new personnel are mission-ready and compliant with contractual and government requirements Drive employee engagement, retention programs, and professional development initiatives to sustain a high-performing, mission-focused workforce Manage performance management processes including goal setting, ongoing feedback, disciplinary procedures, and separations in coordination with HR and legal counsel Ensure compliance with applicable employment law, labor regulations, and government contract HR requirements (e.g., Service Contract Act, collective bargaining agreements if applicable) Operational Excellence & Continuous Improvement Establish and maintain scalable operational processes that drive efficiency, service quality, and mission readiness Coordinate cross-functional activities to align technical, operational, and administrative requirements across the program Ensure continuity of operations through proactive risk identification, contingency planning, and mitigation strategies Drive continuous improvement initiatives across service delivery, staffing pipelines, and operational performance Competencies Project Management Promoting Process Improvement Strategic Planning Dealing with Complexity Analyzing Information Performance Management Supervisory Responsibility Oversees the daily operations of all employees assigned to each project. Must be able to remain in a stationary position 75% of the time. Occasionally moves about inside the office to access file cabinets, office machinery, etc. Constantly operates a computer and other office productivity machinery, such as a calculator, copy machine, and computer printer. Expresses or exchanges ideas by means of the spoken word. Those activities in which they must convey detailed or important spoken instructions to other workers accurately, loudly or quickly. Frequently moves standard office equipment up to 25 pounds. Must be able to work indoor conditions 90% of the time. While performing the duties of this job, the employee is regularly required to talk or hear. The employee frequently is required to stand; walk; use hands to finger, handle or feel; and reach with hands and arms. Position Type/Expected Hours of Work This is a full-time position. Typical days and hours of work are Monday through Friday, 8:00 a.m. to 5:00 p.m. Evening and weekend hours required, as required by business need. Travel Travel is expected up to 10% of the time for this position. Experience 20+ years of progressive professional experience, with demonstrated growth in leadership scope and responsibility 10–15+ years managing large federal programs or enterprise operations in complex, multi-site environments Demonstrated experience managing programs with large annual budgets Proven leadership of large, distributed workforce environments with direct accountability for workforce planning and personnel management outcomes Significant experience in recruiting leadership or talent acquisition management including strategy development, pipeline management, and recruiting team oversight for large-scale contract or federal environments Hands-on experience managing HR functions including employee relations, performance management, onboarding, and compliance with employment regulations Strong executive communication, stakeholder engagement, and presentation skills Education Bachelor’s degree in business, Management, Human Resources, or a related field Master’s degree in business, Management, Human Resources, or a related field preferred Additional Eligibility Qualifications Experience supporting complex operational, training, or mission support environments for federal government clients Familiarity with Service Contract Act (SCA) compliance and applicable labor regulations in a government contracting context PHR, SPHR, or equivalent HR certification PMP or equivalent program management certification Security Clearance Must be a US Citizen with the ability to obtain/maintain a TOP SECRET security clearance.
