Description

Overview Nakupuna Companies seeks an Analyst IV: Integrated Health Programs Analyst. The Office of Health Programs (OHP) serves as the Bureau of Global Health Security and Diplomacy’s (GHSD) central office for health program implementation and oversight. OHP protects Americans and enhances U.S. security and prosperity by providing technical leadership and award management for lifesaving global health programs. OHP advances international efforts to combat HIV, malaria, tuberculosis, malnutrition, and maternal and child health challenges that threaten global stability and U.S. interests. OHP ensures that U.S. investments in global health achieve measurable results. OHP staff collaborate with foreign governments, organizations, industry, and non-governmental actors to strengthen health systems, improve access to essential services, and reduce morbidity and mortality among children, mothers, and families. The Office develops, implements, and coordinates health program policies and initiatives that promote well-governed country health systems capable of responding to the needs of their people and acting responsibly within the international system. OHP also leads efforts to coordinate health programming with other global donors, support the scale-up of evidence-based best practices, and build self-sufficient health systems abroad. Through this work, OHP saves lives, fosters global health security, and advances U.S. national, economic, and health interests. Responsibilities The Integrated Health Programs Analyst will provide program management and technical support to countries in developing and implementing milestone-based approaches for the successful transition and integration of community health workers (CHWs) as part of the advancement of the America First Global Health Strategy. The analyst will provide global technical engagement in community health and support the expansion and sustainability of healthcare delivery at the community level, ensuring effective service provision beyond traditional health facilities through integrated health services that address HIV, TB, malaria, maternal and child health, and nutrition. The analyst may also contribute to the design and selection of new program instruments, develop performance metrics and milestone frameworks, and support timely and accurate Congressional reporting. Provide program and activity management for awards implementing community health programs in countries Strengthen global technical engagement to identify, share, and promote best practices and innovations in community health delivery Provide technical support to countries in designing, implementing, and scaling milestone-based transition plans for CHW integration Develop and disseminate guidance documents, tools, job aids, and training materials to support community-level healthcare delivery and integrated service provision Collaborate with partner governments, donors, implementing partners, and other organizations to strengthen policy, financing, and operational frameworks for CHW integration Monitor progress against milestones, identify implementation challenges and risks, and recommend adaptive strategies to support successful delivery and sustainability Support reporting requirements, including preparation of briefing materials, summaries, and contributions to Congressional reports as needed Document and share lessons learned, case studies, and best practices to inform global and country-level policy and practice Deliverables Country-specific milestone-based transition plans for CHW integration Technical guidance documents, tools, and training materials for community health delivery Reports on technical assistance provided and progress toward implementation milestones Case studies and lessons learned briefs on community-level healthcare delivery Final summary report detailing achievements, challenges, lessons learned, and recommendations for sustainability Qualifications Skills/Qualifications: Demonstrated ability to operate effectively in complex and evolving environments. Strong analytical, organizational, and stakeholder engagement skills, with the ability to support both high-level technical strategy and practical implementation. In-depth knowledge of community health systems, CHW program design, and integrated service provision Experience implementing best practices, high-impact interventions, and innovations to address HIV, TB, malaria, maternal and child health, and nutrition outcomes through community health programs in sub-Saharan Africa, Asia, and/or Latin America Experience with milestone-based and phased implementation approaches Strong skills in technical assistance, capacity building, and stakeholder engagement Familiarity with monitoring, evaluation, and learning frameworks for community health Excellent communication, facilitation, and report-writing skills Proven ability to work collaboratively with Ministries of Health, donors, and implementing partners to advance community-driven global health programs across multiple countries Experience with award design, award management, and oversight of large-scale community-driven global health portfolios, including multi-country or multi-partner initiatives Strong analytic skills in developing and implementing integrated performance metrics and milestone-based approaches for health programs in developing countries Excellent written and verbal communication skills, with the ability to convey complex technical information to diverse audiences Strong organizational skills and the ability to manage multiple projects and priorities under tight deadlines Familiarity with U.S. government regulations and Congressional reporting processes and requirements Strong technical knowledge in HIV, malaria, TB, maternal and child health, nutrition, and related health areas Experience implementing health programming through community-level platforms such as antenatal care, postnatal care, integrated management of newborn and childhood illnesses, integrated community case management, vaccinations, and surveillance Experience with global health donor coordination, global stakeholder engagement, and partnership development Demonstrated ability to provide high-level technical guidance on community health systems and capacity building to country teams Verbal and written French skills desirable Proficiency in Microsoft Office 365 applications, with experience in SharePoint preferred Experience living and/or working in international settings preferred Education and Experience: Master’s degree in Public Health, Health Systems, International Development, or a related field Minimum 8 years of progressively responsible experience in community health systems, global health program implementation, and technical support to countries, including experience with milestone-based program management Demonstrated experience supporting integrated community health programs in a government, donor, or international development context Clearance Requirements: Must be able to obtain and maintain a Secret Clearance. Physical Requirements: The ideal candidate must at a minimum be able to meet the following physical requirements of the job with or without a reasonable accommodation : Ability to perform repetitive motions with the hands, wrists, and fingers. Ability to engage in and follow audible communications in emergency situations. Ability to sit for prolonged periods at a desk and working on a computer.
