Overview POSITION TITLE (Oracle title) DEPARTMENTAL BUDGET ANALYST WORKING TITLE Departmental Budget Analyst SCHOOL/DEPARTMENT Finance LOCATION Crossroads III, Cary, NC PAY GRADE Noncertified Grade 25 FLSA STATUS Nonexempt ELIGIBILITY FOR EMPLOYMENT CONTRACT No WORK WEEK SCHEDULE Monday-Friday (occasional evenings or weekends) Position is available for a Hybrid Telework workweek POSITION PURPOSE: Analyzes, verifies, coordinates, and reconciles assigned project budgets to ensure the maximized use of resources and to comply with local, state, and federal fiscal requirements. Focuses on compiling and generating data relevant to project development and budget accountability. Collaborates with project managers, administrators, supervisors, and directors to work with the budget that has been approved for each project, provides information, establishes project reports, and provides sound fiscal support. MINIMUM QUALIFICATIONS: KNOWLEDGE, SKILLS, AND ABILITIES (KSAs) Considerable knowledge of generally accepted accounting practices and principles; Considerable knowledge of federal, state, and local budgeting and finance requirements; Considerable knowledge of Microsoft Office, specifically Word and Excel; Google Apps; Strong skills in budget, purchasing, and procurement procedures; Critical thinking and problem-solving skills; Ability to communicate clearly and concisely both in oral and written form using a variety of communication techniques and tools to ensure the appropriate flow of information, collaborative efforts, and feedback; Ability to operate accounting systems for data management, problem resolution, and information research; Ability to meet deadlines; Ability to proofread documents and prepare clear and comprehensive reports; Ability to exercise independent initiative to perform both original and recurring assignments, and exercise judgment in the absence of clear directives; Ability to establish and maintain effective working relationships with school system staff, external agencies, vendors, and the community. EDUCATION, TRAINING, AND EXPERIENCE Associate’s degree in business, accounting, or closely related field; Five years of experience in finance or accounting; An equivalent combination of education and relevant experience sufficient to successfully perform the essential duties of the job. CERTIFICATION AND LICENSE REQUIREMENTS None PREFERRED QUALIFICATIONS: Bachelor’s degree in business or accounting; Knowledge of Wake County Public School System (WCPSS) financial systems and processes; Experience working with Oracle based accounting systems. ESSENTIAL DUTIES AND RESPONSIBILITIES: Maintains and reconciles building program-related requisitions/pay applications, plans deposits, purchase order requisitions, amendments, and liquidations for county and state bond projects. Records and reconciles sales tax for each contract to ensure receipt of sales tax reimbursement. Analyzes and researches the fiscal history for the building program, which includes multiple projects and multi-year appropriation funding. Reconciles with resolutions and budget amendments that the Board of Education and Wake County Board of Commissioners have approved. Matches increase and decrease change proposals/orders to contract and to ensure compliance with WCPSS Board Policy. Generates and tracks financial construction documents and purchase order amendments for increase and decrease change proposals/orders to maintain the contract amount. Processes all contractor and other project payments on a bi-monthly basis in accordance with the accounting county bond release monthly calendar. Prepares, processes, and analyzes budget reports monthly for management decision-making or periodic reporting to internal/external agencies. Performs other related duties, as assigned. WORK ENVIRONMENT/PHYSICAL REQUIREMENTS This position operates in a professional office environment. This role routinely uses standard office equipment such as computers, scanners, and copiers. The position, at times, must be able to come into direct contact with school system staff, staff members of external agencies, and the community. Work is considered light physical work, requiring the exertion of up to ten pounds of force.
