Description

Description DUTIES :  Under the supervision of the Chief of Park Police, the Patrol Lieutenant is responsible for:       •   Supervising and directing daily patrol and security operation throughout Peoria Park District properties and facilities.       •   Coordinating patrol efforts during special events, festivals, athletic programs, community gatherings, and other public activities.       •   Overseeing patrol officer and security personnel scheduling, assignments, accountability, and operational readiness.       •   Ensuring department vehicles, equipment, uniforms, and patrol assets are properly maintained and inspected.       •   Reviewing, approving, and maintaining police reports and related documentation.       •   Providing leadership, mentoring, training, and professional development opportunities for patrol officers and security personnel.       •    Working closely with city, county, state, and federal law enforcement agencies to maintain cooperative public safety partnerships.       •   Assisting in developing positive community relationships that promote safe recreational environments throughout Peoria Park District           properties.       •   Assisting Police Administration in the development, revision, implementation, and enforcement of departmental policies, procedures,           and Standard Operating Procedures.       •   Ensuring departmental policies and procedures are consistently followed throughout all ranks and assignments.       •   Assisting with internal investigations, incident reviews, and operational assessments as assigned.       •   Coordinating with the State’s Attorney’s Office, municipal legal representatives, and Park District legal counsel regarding law           enforcement operations and procedures.       •   Participating in emergency response coordination and critical incident management activities.       •   Promoting professional conduct, accountability, and community engagement throughout the Department.       •   Engaging in patrol functions that may include rotating shifts, foot patrol, motorized patrol, and physical inspections of facilities and           park properties       •   Completing or ensuring completion of all criminal and non-criminal police reports.       •   Following all District safety procedures and supporting all aspects of the Park District safety program.       •   Performing all other duties as assigned by the Chief of Park Police and/or Executive Director.       •   Foster a positive, inclusive, and energetic workplace that motivates staff to deliver exceptional service. ESSENTIAL FUNCTIONS :       •   Must possess and maintain the physical and mental fitness necessary to perform the essential functions of the position.       •    Able to pass physical examination and physical agility tests.       •   No color-blindness, vision corrected to 20/20 for both eyes.       •   The work requires periodic physical exertion in handling supplies, equipment, and materials relative to the services rendered.       •   Prolonged standing, bending and stooping, and ability to lift and carry up to 50 pounds. Qualifications KNOWLEDGE AND ABILITY :  Thorough knowledge of law enforcement administration, patrol operations, supervision, and community-oriented policing principles. Thorough knowledge of Illinois Criminal Code, Illinois Juvenile Court Act, Illinois Vehicle Code, applicable Park District ordinances, municipal ordinances, and state and federal laws. Ability to: Lead, motivate, and supervise sworn and non-sworn personnel. Develop and maintain positive community relationships. Review reports and ensure compliance with departmental standards. Implement departmental policies and procedures. Coordinate operations during emergencies and special events. Work collaboratively with prosecutors, legal counsel, governmental agencies, and community stakeholders. Exercise sound judgement and decision-making during critical incidents. Train and mentor subordinate personnel. Maintain a positive public image for the Peoria Park District. Follow and enforce all Park District policies, rules, regulations, and applicable laws. QUALIFICATIONS : Education : Bachelor’s degree in Criminal Justice, Police Science, Public Administration, Parks and Recreation, or related field preferred. Must meet all requirements for certification as a law enforcement officer under the Illinois Police Training Act. Equivalent combinations of education and experience may be considered. Experience: Minimum five (5) years of law enforcement experience required. Supervisory experience preferred. Experience in patrol operations, special event security, policy development, and community-oriented policing strongly preferred. Personal : Integrity, initiative, sound judgement, leadership ability, professional appearance, and strong interpersonal communication skills. Ability to maintain positive working relationships with employees, community members, partner agencies, and District administration. Ability to be professional, respectful, accountable, innovative, to follow safety procedures, and be equitable to both internal and external customers. Physical : Must possess and maintain the physical and mental fitness necessary to successfully complete required medical examinations and meet all law enforcement certification and licensing standards. Must possess a valid Illinois driver’s license with acceptable driving record.
