The Utilities Division is responsible for public health and safety, as well as safeguarding the environment, by providing crucial safe water and wastewater services. This position is part of the team that provides services necessary for human health, economic stability, and overall societal well-being. At the core of the mission of providing these services includes commitment to providing excellent customer service to our citizens, business partners, regulatory agencies, and other county divisions.
MAJOR FUNCTION
Highly Technical Utilities Asset Management work developing, analyzing, and managing the computerized maintenance management system (CMMS). This position includes the following major functions: assisting the asset manager and team in asset inventory and condition assessment efforts, assessing the condition of physical assets (horizontal and vertical), integrating data collected with the CMMS and other software programs, ensuring accessibility of collected data, performing quality assurance/quality control checks on asset data, and assisting in analyzing data to improve operational and cost efficiencies. The purpose of this key position is to provide analytical and project management support to the Department Manager, Asset Management in defining, implementing, training, and maintaining the Asset Management Program for Polk County Utilities.
ILLUSTRATIVE DUTIES
• Oversee accurate collection, Quality Assurance/Quality Control (QA/QC), and integration of asset
and system data into the Work Management System and Data Registry.
• Analyze asset data to assess risk, criticality, and opportunities for service improvements, including maintenance and replacements.
• Coordinate and manage condition assessment activities, ensuring results inform probability-of-failure and asset planning.
• Apply expertise in enterprise and specialized software to generate reports, develop Standard Operating Procedures (SOPs), and support level-of-service initiatives.
• Lead Computerized Maintenance Management System (CMMS) training and development for Utilities and Asset Management staff.
• Supervise the Asset Management Specialist, manage updates in Lucity, and develop forms and reports for work groups.
• Provide support to Utilities management, including acting on behalf of the Department Manager,
Asset Management, as needed.
KNOWLEDGE, ABILITIES AND SKILLS
• Prepare administrative, financial, and operational reports, correspondence, forms, and memoranda.
• Communicate effectively, both orally and in writing, with a diverse workforce across multiple education and experience levels.
• Learn and apply terminology, concepts, and principles of water and wastewater operations and systems.
• Update and maintain accurate data sets for operational and asset management purposes.
• Build and maintain productive working relationships with employees, management, and other departments.
• Collaborate effectively within a team or independently as required.
• Proficient in Microsoft Office Suite, HachWIMs, PowerBI, Survey123, GIS, Crystal Reports, SQL Databases, Visio, and Adobe Acrobat Pro.
MINIMUM QUALIFICATIONS
• Graduate of an accredited four (4) year college with major coursework in Database Management,
Business or Operations Management, Organizational Communication.
• Must have five to six (5-6) years of experience in water and wastewater utilities and at least two (2) years supervisory experience.
• Must have a valid driver’s license and be able to secure a valid Florida driver’s license within 30 days of employment within this classification.
• A comparable amount of related training and experience may be substituted for the minimum qualifications.
SPECIAL PREFERENCES
• Prefer candidates with experience in utility asset management and CMMS software.
• Experience in water and wastewater utilities systems.
All employees will be required to work before, during, or after an emergency. During an emergency,
employees may temporarily be assigned to work and perform duties outside the normal scope of
their position, location and work schedule to fit the needs of the County and its citizens.
