Description
Overview
Join our team as a Security Cooperation Specialist and support the U.S. Coast Guard Directorate of International Affairs and Foreign Policy Advisor (DCO-I), Security Cooperation Division, in delivering the Coast Guard's international training and security cooperation mission. You will manage international military students in the Defense Security Assistance Management System (DSAMS), develop and schedule overseas Mobile Training Teams, support Foreign Military Sales case development, and produce the recurring reports that keep training quotas filled and U.S. strategic objectives on track. This is a hands-on, mission-facing role for a security cooperation professional who wants their FMS, IMET, and international-training experience to drive real program outcomes.

Work Schedule and Location: On-Site:
This full-time on-site position will work Monday through Friday, 8am to 5pm at USCG Headquarters in Washington, DC.
Responsibilities
Manage international military students throughout their training lifecycle in the Defense Security Assistance Management System (DSAMS)
Identify and balance resident training quota requirements against annual program allocations, and enter requirements into the quota management system
Develop, schedule, and run the Coast Guard's overseas (OCONUS) Mobile Training Teams (MTTs)
Support Foreign Military Sales (FMS) case development, including Price & Availability requests, Letters of Offer and Acceptance (LOAs), amendments, and modifications
Partner with Combatant Commands, foreign Security Assistance Officers, Defense Attachés, and regional training managers to shape training and assistance plans
Plan, coordinate, and escort foreign visitor delegations to Coast Guard Headquarters, training centers, and operational units
Produce a weekly statistical report on current and projected international military students and scheduled MTT missions
Develop an annual five-year training trend analysis and update country fact sheets with completed training data
Carry out the duties in the Quota Manager and MTB Liaison Officer Handbook and report task status weekly to the Security Cooperation Team Lead
Travel within the U.S. and overseas as needed (e.g., Germany, Costa Rica, Florida, Virginia)
Qualifications
Required:
Active Secret security clearance
U.S. citizenship
Minimum of three (3) years of experience in the foreign assistance or security cooperation field managing international military students and mobile training
Minimum of three (3) years of experience with Security Cooperation and Security Assistance programs under Titles 10 and 22, U.S. Code — such as Foreign Military Sales (FMS), Foreign Military Financing (FMF), International Narcotics and Law Enforcement (INL), and International Military Education and Training (IMET)
Minimum of three (3) years of experience with DoD or USCG international military student management systems, such as the Defense Security Assistance Management System (DSAMS) and the Student Assistance Network
Working knowledge of a military training system, courses of instruction, and training capabilities supporting international military training
Knowledge of the USCG's mission, objectives, and programs as they relate to the international training and security cooperation mission
Experience with all Microsoft Office 365 applications
Ability to travel both CONUS and OCONUS
