The incumbent will also work in concert with the City Engineer on assignments with respect to municipal engineering projects and the provision of technical engineering services.</span></p><p><span style=\"font-family: 'times new roman',serif;\">Work involves responsibility for performing a variety of technical tasks including participating in field surveys and topographical studies, gathering and processing surveying and engineering information and the inspection of municipal public works construction projects in order to ensure that such work is done properly and in accordance with specifications and standards. This position also has the responsibility for making standard surveying and inspection decisions of a technical nature. &nbsp; This work requires that the employee have demonstrable knowledge, skill and ability in surveying, construction, inspection and civil engineering principles and practices.</span></p><p><span style=\"font-family: 'times new roman',serif;\">The incumbent will act in the capacity of Flood Plain Manager and is responsible for administering the City of West Haven&rsquo;s flood plain management program.</span></p><p><span style=\"font-family: 'times new roman',serif;\">&nbsp;<strong><u>SUPERVISION RECEIVED</u></strong></span></p><p><span style=\"font-family: 'times new roman',serif;\">Works under the general supervision of the City Engineer.</span></p><p><span style=\"font-family: 'times new roman',serif;\">&nbsp;<strong><u>SUPERVISION EXERCISED</u></strong></span></p><p><span style=\"font-family: 'times new roman',serif;\">Supervises survey party.</span></p><p><span style=\"font-family: 'times new roman',serif;\">&nbsp;<strong><u>ESSENTIAL DUTIES AND RESPONSIBILITIES</u></strong></span></p><p><span style=\"font-family: 'times new roman',serif;\"><em>The essential functions or duties listed below are intended only as illustrations of the various types of work that may be performed. &nbsp;The omission of specific statements of duties does not exclude them from the position if the work is similar, related or a logical assignment to the position.</em></span></p><p><span style=\"font-family: 'times new roman',serif;\"><em>&nbsp;</em>Responsible for EPA&rsquo;s Phase 2 regulations for MS4 (Municipal Separate Storm Sewer System) administered by the State DEEP through insurance of a General Permit for municipalities for storm water discharges. Responsible for all elements of the permit including education, training, sampling, inspections, and reporting.&nbsp;</span></p><p><span style=\"font-family: 'times new roman',serif;\">Operates industry standard equipment when participating in field surveys and topographical studies to accurately determine and delineate the lengths and directions of bounding lines as well as the inclination or slope of property.</span></p><p><span style=\"font-family: 'times new roman',serif;\">Signs and seals City maps to be kept for official records.</span></p><p><span style=\"font-family: 'times new roman',serif;\">Sets stakes, monuments and pipes as markers. &nbsp; Prepares &quot;call before you dig&quot; mark outs for public works projects and plots data for &quot;as build&quot; plans.</span></p><p><span style=\"font-family: 'times new roman',serif;\">Assumes responsibilities aligned with Flood Plain management that include the implementation of flood loss reduction activities. &nbsp;Will enforce the City&rsquo;s flood damage prevention ordinance; updating flood maps, plans and policies, and any of the activities related to the administration of the National Flood Insurance Program. &nbsp;</span></p><p><span style=\"font-family: 'times new roman',serif;\">Obtains contours for street layouts and levels on building and other municipal projects.</span></p><p><span style=\"font-family: 'times new roman',serif;\">Plots field notes, make and checks calculations. &nbsp; Prepares maps, plans, drawings, etc. utilizing computer aided software.</span></p><p>Collects engineering information from various sources. &nbsp; Research land records if necessary.</p><p><span style=\"font-family: 'times new roman',serif;\">Inspects construction projects to check line and grade. &nbsp; Checks quantity and quality of materials. &nbsp;Enforces contract specifications and makes estimates of work completed.</span></p><p><span style=\"font-family: 'times new roman',serif;\">Inspects residential and industrial subdivision roads for conformance with City specifications.</span></p><p><span style=\"font-family: 'times new roman',serif;\">Acts as Surveyor and part of survey team.</span></p><p><span style=\"font-family: 'times new roman',serif;\">Provides service and assistance to the general public with regard to maps and engineering records.</span></p><p><span style=\"font-family: 'times new roman',serif;\">Investigates citizens&rsquo; inquiries and complaints regarding road conditions, ground or surface water problems, etc. and refers such complaints to appropriate authorities.</span></p><p><span style=\"font-family: 'times new roman',serif;\">Evaluates, researches and engages in design activities on projects such as roads, curbs, walks, and sanitary and storm sewer sewers, parks and athletic fields.</span></p><p><span style=\"font-family: 'times new roman',serif;\">Performs the design of engineering projects, review of plans and the drafting of specifications, the inspection of engineering projects under construction and the provision of engineering technical assistance.</span></p><p><span style=\"font-family: 'times new roman',serif;\">Assists the City Engineer and performs any and all related duties and tasks as may be assigned.</span></p><p><span style=\"font-family: 'times new roman',serif;\">&nbsp;<strong><u>NONESSENTIAL DUTIES</u></strong></span></p><p><span style=\"font-family: 'times new roman',serif;\">None.</span></p><p><span style=\"font-family: 'times new roman',serif;\">&nbsp;<strong><u>KNOWLEDGE, SKILLS AND ABILITIES</u></strong></span></p><p><span style=\"font-family: 'times new roman',serif;\">Demonstrable knowledge of land surveying principles and practices.</span></p><p><span style=\"font-family: 'times new roman',serif;\">Demonstrable knowledge of the principles and practices of engineering drafting and municipal civil engineering principles and practices. &nbsp;&nbsp;</span></p><p><span style=\"font-family: 'times new roman',serif;\">Demonstrable knowledge of public works construction principles and practices.</span></p><p><span style=\"font-family: 'times new roman',serif;\">Considerable ability to set up and operate electronic theodolite and level and other industry standard equipment associated with fulfilling the requirements of survey activities.</span></p><p><span style=\"font-family: 'times new roman',serif;\">Demonstrable ability to perform arithmetic and trigonometric calculations and to utilize engineering records.</span></p><p><span style=\"font-family: 'times new roman',serif;\">Demonstrable ability to establish and maintain effective working relationships with coworkers, associates, other agencies and the general public.</span></p><p><span style=\"font-family: 'times new roman',serif;\">Demonstrable knowledge and ability to use CAD and GIS.</span></p><p><span style=\"font-family: 'times new roman',serif;\">&nbsp;<strong><u>QUALIFICATIONS</u></strong></span></p><p>A bachelor&rsquo;s degree in civil engineering from an accredited college or university with emphasis on computer operations or CAD/GIS, plus five (5) years&#39;
