At Chartis Federal, our mission is clear: keeping heroes safe and connected—on the battlefield, on the border, and in our backyards.&nbsp;</p><p><br></p><p><strong>Position Overview</strong> &nbsp;</p><p>The Program Manager will lead the end-to-end execution of the project, overseeing the design, implementation, optimization, and transition from the legacy analog LMR system to a P-25 digital trunked Land Mobile Radio (LMR) network across the U.S. Virgin Islands.</p><p><br></p><p>The Program Manager is accountable for overall program performance, risk management, compliance, and stakeholder coordination while delegating day-to-day operational management and field coordination to the Deputy Program Manager (DPM). This role ensures that technical, schedule, and quality objectives are met across all phases of the project lifecycle.&nbsp;</p><p><br></p><p>This position is contingent upon contract award.</p><p>&nbsp;</p><p><strong>Responsibilities</strong>&nbsp;</p><p><br></p><p><em>Executive Program Oversight</em>&nbsp;</p><ul><li>Provide strategic leadership for the multi-island P-25 modernization initiative.&nbsp;</li><li>Maintain overall accountability for scope, schedule, performance, and compliance.&nbsp;</li><li>Approve major technical decisions, schedule baselines, and milestone gates.&nbsp;</li><li>Serve as the primary executive interface to BIT leadership and DPP.&nbsp;</li></ul><p><em>Governance &amp; Performance Management</em>&nbsp;</p><ul><li>Establish program governance framework and reporting cadence.&nbsp;</li><li>Review and validate progress reports prepared by the Deputy Program Manager.&nbsp;</li><li>Monitor key performance indicators, risk registers, and mitigation plans.&nbsp;</li><li>Escalate critical risks and recommend corrective action strategies.&nbsp;</li></ul><p><em>Technical &amp; Compliance Oversight</em>&nbsp;</p><ul><li>Provide high-level oversight of RF engineering, A&amp;E design, and network architecture.&nbsp;</li><li>Ensure compliance with: P-25 standards; FCC regulations; applicable federal and territorial requirements&nbsp;&nbsp;</li><li>Validate interoperability requirements between islands.&nbsp;</li><li>Review and approve technical deliverables at major lifecycle transitions.&nbsp;</li></ul><p><em>Subcontractor &amp; Stakeholder Management</em>&nbsp;</p><ul><li>Oversee subcontractor performance at the program level.&nbsp;</li><li>Support resolution of cross-functional or inter-island coordination challenges.&nbsp;</li><li>Serve as escalation authority for disputes or performance concerns.&nbsp;</li><li>Maintain alignment between BIT, DPP, construction contractors, and technical teams.&nbsp;</li></ul><p><em>Implementation &amp; Transition Oversight</em>&nbsp;</p><ul><li>Approve system cutover strategy and migration plan from legacy LMR to P-25.&nbsp;</li><li>Ensure appropriate testing, validation, and acceptance criteria are met.&nbsp;</li><li>Oversee readiness for final system handover and operational transition.&nbsp;</li></ul><p><em>Deputy Program Manager Supervision</em>&nbsp;</p><ul><li>Provide direction and oversight to the Deputy PM responsible for:&nbsp;</li><li>Daily field coordination&nbsp;</li><li>Construction monitoring&nbsp;</li><li>Installation oversight&nbsp;</li><li>On-site issue resolution&nbsp;</li><li>Conduct regular leadership syncs to ensure alignment between strategic and operational execution.&nbsp;</li></ul>",
