General Description
Under the general direction of the Director of the Integrated Operations Center (IOC), the Assistant Director of the IOC develops and oversees the day-to-day execution of assigned work plans, strategic planning, budget planning and performance output using industry best practices in airport operations coordination, emergency management, and integrated operational environments. This position supports the IOC Director in the strategic development and implementation of the Airport’s Integrated Operations Center (IOC), including assisting with the transition and integration of operational coordination functions between the Airport Operations Center (AOC) environment and the future IOC framework. The position will also support operational information coordination, reporting initiatives, process development, and performance management efforts associated with IOC maturation. The position maintains accountability of assigned operational initiatives and employee performance to ensure compliance with regulatory code, policies, and SOP requirements.
Supervision Received
This position requires work to be completed independently with minimum supervision. Direction received focuses on strategic objectives and is typically collaborative in nature. This position makes policy recommendations and would be considered “upper-middle” management.
Responsibilities
Essential Duties and Responsibilities
Assists the IOC Director in the strategic development and implementation of the Airport’s Integrated Operations Center (IOC) framework and operational coordination model. ·
Supports the development of the IOC, including assisting with operating procedures, coordination workflows, staffing concepts, operational integration planning, and equipment and resource recommendations. · Assists in the development and coordination of operational interface processes between the AOC, EOC, airport operational stakeholders, and the IOC framework to enhance situational awareness, operational coordination, information-sharing, and unified operational response capabilities across the Airport environment.
Plans, organizes, and directs assigned IOC initiatives, projects, and operational activities through subordinate managers, supervisors, and cross-functional teams to accomplish strategic plans, budgets, work initiatives, and operational objectives.
Develops performance metrics, operational reports, and process improvement recommendations to assess operational effectiveness and support organizational readiness.
Supports the lifecycle management, coordination, accessibility, and operational use of Emergency Management data, reporting systems, and information workflows to improve situational awareness, information-sharing, operational continuity, and decision-making across IOC, EOC, and airport operational coordination environments.
Supports and implements strategic planning for the IOC Team, ensuring alignment of operational capabilities with Emergency Management and airport operational objectives.
Works collaboratively with other sub-units within the division to accomplish division initiatives such as CALEA certification, EMAP certification, EM Exercise Program, EM Training Program, and IOC-related modernization initiatives.
Supports the development of operational information-sharing practices, reporting structures, and coordination processes that improve operational awareness and organizational effectiveness. · Coordinates with internal and external stakeholders, including airport operations, airlines, and federal partners to support integrated operational coordination efforts.
Develops and nurtures business relationships with airline stakeholders and other critical terminal operators. Participates in meetings and makes presentations regarding planned projects to airport staff, airline representatives, trade groups, academic groups and city officials; prepares various charts, maps, graphical data, reports, and presentation materials for operational and strategic purposes. Interacts with government officials, airlines, planning consultants and airport management in the performance of assigned duties.
Monitors project schedules, budgets, expenditures, staffing levels, and operational initiatives to ensure work is completed efficiently and as projected.
Supports the development and standardization of operational procedures, governance structures, reporting processes, and workflow documentation associated with IOC maturation efforts.
Ensures the business needs of the Airport are continually blended with operational, safety, and compliance requirements in the planning and support of activities involving operational coordination initiatives and overall airport operations.
Validates that all projects/contracts conform to established procurement guidelines.

Decision making in this role is typically related to assessing scope of work/task, identifying appropriate resources, supporting operational coordination initiatives, and development of project schedules and budgets. The role also recommends operational, procedural, and/or strategic changes associated with IOC development and operational integration efforts.
Leadership Provided
Provides guidance to a varied group of technical and professional employees engaged in DOA-wide operational coordination and policy advisory driven activity. Guidance should typically be general in nature and focused on objectives, desired results, process improvement, operational integration, and policies/procedures. The position also provides functional leadership and coordination support across cross-functional operational stakeholders involved in IOC development initiatives.
Knowledge, Skills and Abilities
Ability to apply sound analytical thinking to solve technical and/or process improvement challenges.
Ability to manage multiple projects, competing priorities, and operational initiatives while meeting deadlines.
Strong working knowledge of operations centers, integrated operational coordination environments, ICS, EOC operations, FEMA guidelines, FAR Part 139, and airport operations.
Thorough knowledge of airport and aviation operations, principles, and practices relating to risk management, security, safety, and ARFF, and operational coordination; comprehensive knowledge of mandated regulatory requirements of the FAA and TSA.
Familiarity with operational data lifecycle management, information governance principles, reporting processes, and knowledge management practices supporting operational coordination and situational awareness.
Skilled in solving complex problems; ability to conduct detailed analytical evaluations and operational studies as they relate to operational effectiveness, federal regulations, and organizational improvement initiatives.
Ability to develop operational metrics, reports, dashboards, and performance measures to support operational awareness and strategic decision-making.
Familiarity with operational information management, reporting processes, knowledge management principles, and workflow standardization practices.
Ability to prepare reports and recommendations; ability to write, review, and administer contracts, policies, procedures, and operational documentation.
Excellent verbal and written communication skills; skilled in preparing clear and concise administrative reports, presentations, and operational briefings; ability to communicate effectively, both orally and in writing.
Ability to coordinate and collaborate across multiple operational stakeholders and organizational levels.
Qualifications
Minimum Qualifications, Education, and Experience
Bachelor’s degree in Emergency Management, Aviation Management, Public Administration, Business Administration, Homeland Security, Organizational Leadership, or a related field required. 5 years of aviation management experience or operations center experience in an aviation, public safety, emergency management, or operational coordination environment, or similar area. 3 – 5 years of demonstrated experience in developing policy, SOPs, operational procedures, governance structures, and/or training programs. 5 years of supervisory experience. The following classes are required: IS100, IS200 and IS700. Must obtain ICS300 and ICS400 certifications within 18 months. Preferred Qualifications
7 years operations center, airport operations, emergency management, or operational coordination experience in an aviation, public safety, or emergency management environment. 7 years supervisory experience. 7 years demonstrated experience in developing policy, SOPs, operational procedures, governance structures, and/or training programs. "InternalResponsibilitiesStr": "<p><strong>Essential Duties and Responsibilities</strong></p><p>Assists the IOC Director in the strategic development and implementation of the Airport’s Integrated Operations Center (IOC) framework and operational coordination model. ·</p><p>Supports the development of the IOC, including assisting with operating procedures, coordination workflows, staffing concepts, operational integration planning, and equipment and resource recommendations. · Assists in the development and coordination of operational interface processes between the AOC, EOC, airport operational stakeholders, and the IOC framework to enhance situational awareness, operational coordination, information-sharing, and unified operational response capabilities across the Airport environment.</p><p>Plans, organizes, and directs assigned IOC initiatives, projects, and operational activities through subordinate managers, supervisors, and cross-functional teams to accomplish strategic plans, budgets, work initiatives, and operational objectives.</p><p>Develops performance metrics, operational reports, and process improvement recommendations to assess operational effectiveness and support organizational readiness.</p><p>Supports the lifecycle management, coordination, accessibility, and operational use of Emergency Management data, reporting systems, and information workflows to improve situational awareness, information-sharing, operational continuity, and decision-making across IOC, EOC, and airport operational coordination environments.</p><p>Supports and implements strategic planning for the IOC Team, ensuring alignment of operational capabilities with Emergency Management and airport operational objectives.</p><p>Works collaboratively with other sub-units within the division to accomplish division initiatives such as CALEA certification, EMAP certification, EM Exercise Program, EM Training Program, and IOC-related modernization initiatives.</p><p>Supports the development of operational information-sharing practices, reporting structures, and coordination processes that improve operational awareness and organizational effectiveness. · Coordinates with internal and external stakeholders, including airport operations, airlines, and federal partners to support integrated operational coordination efforts.</p><p>Develops and nurtures business relationships with airline stakeholders and other critical terminal operators. Participates in meetings and makes presentations regarding planned projects to airport staff, airline representatives, trade groups, academic groups and city officials; prepares various charts, maps, graphical data, reports, and presentation materials for operational and strategic purposes. Interacts with government officials, airlines, planning consultants and airport management in the performance of assigned duties.</p><p>Monitors project schedules, budgets, expenditures, staffing levels, and operational initiatives to ensure work is completed efficiently and as projected.</p><p>Supports the development and standardization of operational procedures, governance structures, reporting processes, and workflow documentation associated with IOC maturation efforts.</p><p>Ensures the business needs of the Airport are continually blended with operational, safety, and compliance requirements in the planning and support of activities involving operational coordination initiatives and overall airport operations.</p><p>Validates that all projects/contracts conform to established procurement guidelines.</p><p>All other duties as assigned.</p><p><strong>Decision Making</strong></p><p>Decision making in this role is typically related to assessing scope of work/task, identifying appropriate resources, supporting operational coordination initiatives, and development of project schedules and budgets. The role also recommends operational, procedural, and/or strategic changes associated with IOC development and operational integration efforts.</p><p><strong>Leadership Provided</strong></p><p>Provides guidance to a varied group of technical and professional employees engaged in DOA-wide operational coordination and policy advisory driven activity. Guidance should typically be general in nature and focused on objectives, desired results, process improvement, operational integration, and policies/procedures. The position also provides functional leadership and coordination support across cross-functional operational stakeholders involved in IOC development initiatives.</p><p><strong>Knowledge, Skills and Abilities </strong></p><p>Ability to apply sound analytical thinking to solve technical and/or process improvement challenges.</p><p>Ability to manage multiple projects, competing priorities, and operational initiatives while meeting deadlines.</p><p>Strong working knowledge of operations centers, integrated operational coordination environments, ICS, EOC operations, FEMA guidelines, FAR Part 139, and airport operations.</p><p>Thorough knowledge of airport and aviation operations, principles, and practices relating to risk management, security, safety, and ARFF, and operational coordination; comprehensive knowledge of mandated regulatory requirements of the FAA and TSA.</p><p>Familiarity with operational data lifecycle management, information governance principles, reporting processes, and knowledge management practices supporting operational coordination and situational awareness.</p><p>Skilled in solving complex problems; ability to conduct detailed analytical evaluations and operational studies as they relate to operational effectiveness, federal regulations, and organizational improvement initiatives.</p><p>Ability to develop operational metrics, reports, dashboards, and performance measures to support operational awareness and strategic decision-making.</p><p>Familiarity with operational information management, reporting processes, knowledge management principles, and workflow standardization practices.</p><p>Ability to prepare reports and recommendations; ability to write, review, and administer contracts, policies, procedures, and operational documentation.</p><p>Excellent verbal and written communication skills; skilled in preparing clear and concise administrative reports, presentations, and operational briefings; ability to communicate effectively, both orally and in writing.</p><p>Ability to coordinate and collaborate across multiple operational stakeholders and organizational levels.</p><p> </p><p> </p>",
