This dual-role leader will be responsible for both the execution of the contract at the program level and the operational oversight of vSOC services, addressing enterprise cybersecurity needs within a Managed Shared Services model. The successful candidate will ensure 24/7 readiness of the SOC, adherence to federal standards (FISMA, NIST, Zero Trust), and the delivery of high-quality contract performance within a Firm-Fixed Price (FFP) structure.</p><p><strong>Essential Job Functions:</strong></p><ul type=\"disc\"><li>Lead program planning, resource management, scheduling, and risk mitigation through a formal Program Management Plan (PMP).</li><li>Deliver and maintain a Quality Control Plan (QCP) ensuring contract deliverables meet SLA thresholds and federal cybersecurity standards.</li><li>Serve as the primary interface to the federal Contracting Officer and Contracting Officer&rsquo;s Representative.</li><li>Manage internal staffing, subcontractors, and stakeholder coordination.</li><li>Conduct kickoff briefings, status reviews, and quarterly reporting.</li><li>vSOC Operations Management</li><li>Direct the operations of a contractor-hosted Virtual Security Operations Center (vSOC) delivering 24/7 monitoring, threat detection, and incident response.</li><li>Supervise tiered SOC teams and ensure shift coverage, operational performance, and audit-readiness.</li><li>Oversee incident handling, malware reverse engineering, SIEM optimization, and threat analytics.</li><li>Ensure compliance with federal security frameworks including FISMA, NIST SP 800-53/800-207, EO 14028, and Zero Trust requirements.</li><li>Develop and report on performance metrics, threat trends, and continuous improvement actions.</li></ul><p><strong>Required Education and Experience:</strong></p><ul type=\"disc\"><li>CISSP certification (required)</li><li>10+ years of experience in cybersecurity or IT program management</li><li>5+ years managing SOC or vSOC environments in the federal or defense sector</li><li>Strong understanding of federal compliance frameworks (FISMA, NIST, OMB, Zero Trust)</li><li>Experience developing and executing PMPs and QCPs for complex government programs</li><li>Demonstrated leadership with both technical and client-facing teams</li><li>Must be a U.S. citizen with an active TS/SCI clearance or eligible to obtain one</li></ul><p><strong>Preferred Qualifications:</strong></p><ul type=\"disc\"><li>PMP, CISM, CISA, or ITIL certification</li><li>Experience with VDI environments (e.g., Citrix, Nutanix)</li><li>Familiarity with SIEM platforms (Splunk preferred), IDS/IPS, endpoint protection</li><li>Background in incident response, vulnerability management, and federal audit cycles</li><li>Strong communication skills with ability to brief stakeholders and manage technical staff</li></ul><p>Join Team Sugpiat to gain real-world experience in a federal cybersecurity mission.
