Description

Description Title: Project Manager (Construction) CHARACTERISTICS OF THE CLASS: Under general direction, is responsible for planning, coordinating and managing departmental projects and programs. Is fully accountable for the success of projects as measured by user satisfaction, meeting budget and schedule requirements. Is skilled in fostering team spirit, motivation, and preventing and resolving conflicts. Provides design, implementation, technical and professional support along with finance management. Professional range of work may include architecture, landscape architecture, civil, electrical, mechanical and structural engineering, interior design, facilities analysis, urban planning and construction administration. Manages and uses a variety of computer applications for the department. Performs related duties as required. ESSENTIAL DUTIES AND RESPONSIBILITIES: Manages and coordinates all aspects of projects from inception through completion including fulfillment of design objectives and adherence to all CPD guidelines and standards and regulatory agency requirements. Formulates and modifies program objectives and procedures. Provides professional management in all areas including administration, planning, scope, scheduling, quality control, and staff coordination. Assembles project teams consisting of employees, consultants, vendors and/or contractors from various professions and professional support areas. Acts as liaison between technical and Trades staff, operations/users, other operating departments, contractors and agencies to ensure the coordination of project/program related activities. Issues and evaluates RFPs for professional consultants. Defines team roles and responsibilities. Coordinates and oversees concurrent projects involving a number of teams. Serves as project liaison to public, CPD Board, staff, executives, consultants, vendors, and contractors. Works with team to ensure compliance with federal, state, and local code requirements. Maintains complete and current project files, correspondence, and documents. Promotes and creates open, clear and concise communications among all stakeholders. Participates in long-range planning and recommends appropriate courses of action. Prepares financial and programmatic reports to summarize the status of related activities. MINIMUM QUALIFICATIONS: Training and Experience: Bachelor's degree in construction management, Architecture , Landscape Architecture, or Engineering (Civil or Structural. Proficient in Microsoft Excel and Office Suite. Experience with project management software. Bachelor's Degree in these areas or equivalent experience, with construction project management is desirable, or an equivalent combination of training and experience. Experience in civil engineering or commercial construction management is preferred. License requirement: Illinois Driver's License Knowledge, Skills and Abilities: Demonstrated ability to manage multiple complex projects specifically in design and implementation within demanding scheduling and budgetary constraints. Professional knowledge of project management, construction management principles. Strong oral, interpersonal, graphic, written communication and public presentation skills with the to work independently and as part of a design and construction team, coordinate bid documents and oversee project completion including close-out procedures, and knowledge of the principles and practices of design and construction. Considerable knowledge of financial and funding opportunities for projects and programs. Knowledge of computer methods, applications, and techniques. Comprehensive understanding of project delivery gained through documented education and/or experience. Must occasionally lift and/or move up to 25 pounds. Work is generally performed primarily in an office setting, in a smoke-free environment, with controlled temperature and lighting. Travel to citywide Park District facilities, events, and meetings may be required.
