We celebrate diversity and are committed to creating an inclusive environment for all employees.</p>\n<h2>Responsibilities</h2>\n<p><strong>Scope of Services:</strong></p>\n<p><strong><u>Services Overview</u>.</strong> The Candidate selected and provided by the Successful Respondent under a client's contract resulting from this solicitation will be part of client’s Fiscal Management Statewide Fiscal Oversight team. The primary scope of work involves highly advanced software development and maintenance support for client’s legacy mainframe applications, which could include USAS, TINS, SPA, HRIS, SPRS, and related systems. The Candidate may also be consulted in connection with the CAPPS STARR project where legacy mainframe expertise is relevant, including but not limited to interface and data integration questions. The selected Vendor’s Candidate must be adaptable and able to learn and integrate new systems and platforms as needed.</p>\n<p><strong><u>Position Requirements</u>.</strong> The client's work includes, but is not limited to, the following:</p>\n<p> </p>\n<p>Performing highly advanced software development work in support of the CAPPS STARR project and all ancillary systems, which includes client’s legacy mainframe applications (e.g., USAS, SPA, etc.). The Candidate must be able to perform the following, as applicable:</p>\n<ul>\n <li> Code requested changes in accordance with standards, guidelines and design documents provided by client.</li>\n <li> Coordinate the testing, debugging and preparing test data, and interact with technical and non- technical staff in the coordination of changes.</li>\n <li> Deliver tested, production-ready software solutions that meet strict availability requirements in a large-scale enterprise environment.</li>\n</ul>\n<p><strong>Performing advanced software analysis/programming tasks such as:</strong></p>\n<ul>\n <li> Participating in all phases of SDLC, including design, software development and code review.</li>\n <li> Performing extensive code reviews and analysis.</li>\n <li> Writing reports on code analysis to determine if industry standards and best practices are being followed; provide analysis to address found short comings.</li>\n <li> Providing guidance and knowledge sharing to existing development staff.</li>\n</ul>\n<p>Providing support to an on-call programmer, as required.</p>\n<p>Providing application decommissioning support, as required.</p>\n<p>Providing consultation on CAPPS STARR project matters as needed, including but not limited to legacy system interface questions (e.g., SPRS interfaces), legacy data integration issues, and other areas where the Candidate’s expertise in client’s legacy mainframe applications and statewide financial systems is relevant to the project.</p>\n<p>Performing other related Work as assigned.</p>\n<p> </p>\n<p><strong>OTHER SPECIAL REQUIREMENTS</strong></p>\n<p><strong>CANDIDATE SKILLS AND QUALIFICATIONS:</strong></p>\n<p><strong>Must be able to:</strong></p>\n<ul>\n <li>Work with Business Customers, Section Managers, Project Managers, Business Analysts and Subject Matter Experts (SMEs) in a professional and collaborative manner to define strategies, implementation approaches and provide creative solutions to complex problems.</li>\n <li>Create well-designed, documented, and tested software solutions that meet strict availability, concurrency and low latency requirements.</li>\n <li>Turn high-level requirements into a working system through iterative and incremental development.</li>\n <li>Identify and address product bugs, deficiencies, and performance bottlenecks in a timely manner.</li>\n <li>Write unit tests</li>\n <li>Develop processes and procedures for Application Services.</li>\n <li>Stay abreast of current technologies, industry standards and best practices</li>\n <li>Be productive working independently or in a team environment (both local and remote) with minimal supervision.</li>\n</ul>\n<p><strong>Must possess:</strong></p>\n<ul>\n <li>A solid understanding of latest web technologies</li>\n <li>Strong written, verbal, and interpersonal communication skills.</li>\n <li>Strong problem-solving skills and ability to multi-task with readiness to put in extra effort when necessary</li>\n <li>The willingness to learn</li>\n</ul>\n<p><strong> **Location of job: Hybrid.
