Duties include policy recommendation, departmental and municipal planning, and the direction and administration of departmental activities. This position also has the responsibility for making the most difficult financial management technical decisions. The work requires that the employee have thorough knowledge, skill and ability in every phase of municipal financial management and good knowledge of the administration of all municipal functions.</span></p><p style='margin-top:0in;margin-right:0in;margin-bottom:8.0pt;margin-left:0in;line-height:115%;font-size:16px;font-family:\"Aptos\",sans-serif;'><span style=\"font-family: arial,sans-serif;\"><strong><u>Essential Duties and Responsibilities</u></strong></span></p><ol style=\"margin-bottom:0in;margin-top:0in;\" start=\"1\" type=\"1\"><li style=\"margin: 0in 0in 8pt; line-height: 115%; font-size: 16px; font-family: arial, sans-serif;\">Drafts and recommends policy to the Mayor and plans for the implementation of financial goals and objectives.</li><li style=\"margin: 0in 0in 8pt; line-height: 115%; font-size: 16px; font-family: arial, sans-serif;\">Directs the operations of the Finance Department through various department heads and evaluates and administers financial management programs such as accounting and financial reporting, budgeting, data processing service, payroll, control services, cash management, internal and external auditing, purchasing, property assessment, and tax collection.</li><li style=\"margin: 0in 0in 8pt; line-height: 115%; font-size: 16px; font-family: arial, sans-serif;\">Oversees and coordinates the development of Operating and Capital budgets. Assists the Mayor in explaining and presenting budget recommendations to the City Council.</li><li style=\"margin: 0in 0in 8pt; line-height: 115%; font-size: 16px; font-family: arial, sans-serif;\">Directs and controls the expenditure of city and Department fund allocations within the constraints of approved budgets.</li><li style=\"margin: 0in 0in 8pt; line-height: 115%; font-size: 16px; font-family: arial, sans-serif;\">Coordinate the efforts of external auditors in their review of city financial management.</li><li style=\"margin: 0in 0in 8pt; line-height: 115%; font-size: 16px; font-family: arial, sans-serif;\">Monitors the city&#39;s debt instruments for refunding opportunities and the timely repayment of dept. Prepares various documents and filings related to the issuance of municipal bonds.
