    "requisitionDescription": "<div><div><p data-pasted=\"true\" style=\"text-align: center;\"><strong>Criminal Justice, Prevention, &amp; Recovery Consultant</strong></p><p style=\"text-align: center;\"><strong>Classification: Contractual Reports to: Deputy Director</strong></p><p style=\"text-align: center;\"><strong>Work Location: 75% Remote/25% Community or In-Person</strong></p><p style=\"text-align: center;\">This is a newly established leadership position responsible for providing clinical oversight and advancing behavioral health programs and grant initiatives focused on criminal justice involvement, prevention services, and recovery supports within the Public Behavioral Health System (PBHS). This position offers the opportunity to shape and expand innovative behavioral health initiatives as the organization continues to grow its justice, prevention, and recovery portfolio.</p><p style=\"text-align: center;\">Reporting directly to the Deputy Director, this position provides strategic direction, program oversight, and grant leadership to strengthen coordinated behavioral health responses across justice, prevention, and recovery systems.&nbsp;</p><p style=\"text-align: center;\">The consultant serves as the primary organizational lead for initiatives within these focus areas and works collaboratively with state agencies, courts, law enforcement, providers, and community stakeholders to improve access to care and outcomes for individuals and communities.</p><p style=\"text-align: center;\">This is a remote-friendly position, with the requirement to report in-person for standard job duties, mandatory trainings, and other events at the request of the Deputy Director.</p><p style=\"text-align: left;\"><strong><u>Major Duties &amp; Responsibilities:</u></strong></p><p style=\"text-align: left;\">&bull; Serves as the project manager for the Law Enforcement Assisted Diversion (LEAD) program.</p><p style=\"text-align: left;\">&bull; Assists the LEAD program in reaching fidelity to the core principles.</p><p style=\"text-align: left;\">&bull; Provides leadership and oversight for all agency programs and initiatives related to criminal justice, prevention, and recovery services.</p><p style=\"text-align: left;\">&bull; Works closely with courts, law enforcement agencies, correctional partners, providers, advocacy organizations, and community stakeholders to support coordinated behavioral health responses.</p><p style=\"text-align: left;\">&bull; Identifies service gaps and develops programmatic solutions to improve access, coordination, and recovery-oriented systems of care.</p><p style=\"text-align: left;\">&bull; Oversees implementation, monitoring, and continuous quality improvement of assigned programs to ensure alignment with PBHS standards and community behavioral health priorities.</p><p style=\"text-align: left;\">&bull; Identifies funding opportunities and leads grant writing and proposal development to sustain projects.</p><p style=\"text-align: left;\">&bull; Oversees administration of state, federal, and local grants within assign program areas.</p><p style=\"text-align: left;\">&bull; Ensures compliance with grant requirements, deliverables, performance measures, and reporting timelines.</p><p style=\"text-align: left;\">&bull; Conducts routine check-ins with contracted vendors to monitor service delivery, applicable laws and regulations, and ensure appropriate expenditures are being maintained.</p><p style=\"text-align: left;\">&bull; Reviews reports and expenditures under the provision of contracts.</p><p style=\"text-align: left;\">&bull; Collaborates with fiscal department to ensure budgetary spending as planned.</p><p style=\"text-align: left;\">&bull; Assists with special projects such as public education, expos, conferences, and trainings.</p><p style=\"text-align: left;\">&bull; Prepares and submits programmatic reports to the Behavioral Health Administration (BHA) and other funding entities.</p><p style=\"text-align: left;\">&bull; Monitors outcomes, data reporting, and program performance indicators in collaboration with internal and external partners.</p><p style=\"text-align: left;\">&bull; Develops and maintains effective working relationships with consumers, providers, and public partners.</p><p style=\"text-align: left;\">&bull; Performs other duties as assigned.</p><p style=\"text-align: left;\"><strong><u>Performance Standards:</u></strong></p><p style=\"text-align: left;\">&bull; Demonstrate leadership and initiative in advancing organizational goals.</p><p style=\"text-align: left;\">&bull; Must have an active Maryland licensure as an LCSW or LCSW-C and meet all Board of Social Work Examiners requirements for clinical practice and supervision.</p><p style=\"text-align: left;\">&bull; Minimum of five years&rsquo; experience working within the public behavioral health system with substantial administrative responsibility and grant compliance experience.</p><p style=\"text-align: left;\">&bull; Minimum of 5 years of supervisory experience.</p><p style=\"text-align: left;\">&bull; Experience managing substance use and recovery services preferred.</p><p style=\"text-align: left;\">&bull; Experience with Law Enforcement Assisted Diversion (LEAD) core principles preferred.</p><p style=\"text-align: left;\"><strong><u>Physical Requirements</u></strong>:</p><p style=\"text-align: left;\">&bull; Prolonged periods of sitting at a desk and working on a computer.</p><p style=\"text-align: left;\">&bull; Must be able to lift to up to 35 pounds at times.</p><p style=\"text-align: left;\">&bull; Must be able to access and navigate community settings as necessary.</p><p style=\"text-align: left;\">&bull;
