    "description": "<h2>Residency Requirement</h2>\n<p> </p>\n<p><strong>Employees must be Boston residents on their date of hire and for the duration of their</strong></p>\n<p><strong>employment subject to BWSC policies and collective bargaining agreements.</strong></p>\n<h2>Overview</h2>\n<p><strong><u>Position Purpose</u></strong><strong>:</strong></p>\n<p>Performs professional and technical engineering work assisting senior level Project Engineers in all aspects of construction, surveying, inspection and scheduling for the Boston Water and Sewer Commission. </p>\n<p>            </p>\n<h2>Responsibilities</h2>\n<p><strong><u>Essential Functions</u></strong><strong>:</strong></p>\n<p><em>(The essential functions or duties listed below are intended only as illustrations of the various types of work that may be performed. The omission of specific statements of duties does not exclude them from the position if the work is similar, related or a logical assignment to the position.)</em></p>\n<p> </p>\n<ul>\n <li>Reviews daily inspector reports for accuracy for each contract and oversees the inspector’s work.</li>\n <li>Coordinates construction activities with other department projects.</li>\n <li>Reviews claims and prepares required change orders.</li>\n <li>Resolves construction-related conflicts in a timely manner as not to incur unnecessary additional costs to the Commission.</li>\n <li>Records construction data on red line drawings for as-built records. </li>\n <li>Performs regular site visits to confirm contractor compliance with Commission Standards.</li>\n <li>Responds to and resolves customer complaints and concerns.</li>\n <li>Reviews monthly pay estimates for each contract. </li>\n <li>Conducts final inspections “punch list” of all contract work to ensure conformity to Commission specifications.</li>\n <li>Schedules and conducts pre-construction meetings with contractors and any impacted agencies to discuss nature and scope of work as well as any special conditions of the contract work.</li>\n <li>Re-designs water, sewer and/or drain systems as needed due to conflicts encountered during construction.</li>\n <li>Notifies abutting customers of upcoming work in their area through mailings and community meetings.</li>\n <li>Reviews and approves shop drawings for each contract to ensure compliance with Commission Standards.</li>\n <li>Reviews work of department Co-Ops.</li>\n <li>Corresponds with other public and private utilities for permitting and work </li>\n <li>Compiles plans and documents for assigned construction contracts as directed.</li>\n <li>Corresponds with other local and state agencies for permits and work </li>\n <li>Requests additional funding from the Commissioners for contract over-runs and change orders. </li>\n <li>Monitors construction progress through construction status reports.</li>\n <li>Participates in community meetings to discuss impacts of upcoming Commission construction work.</li>\n <li>Performs total station or level run surveys as required.</li>\n <li>Prepares close-out documentation including contractor performance.</li>\n <li>Performs similar or related work as required, directed or as situation dictates.</li>\n</ul>\n<h2>Qualifications</h2>\n<p> </p>\n<p><strong><u>Recommended Minimum Qualifications</u></strong><strong>:</strong></p>\n<p><strong> </strong></p>\n<p><u>Education, Training and Experience:</u></p>\n<p>Bachelor’s Degree in Civil Engineering; Engineer-in-Training (EIT) Certificate in Massachusetts is desirable. Construction and engineering experience is necessary. Must possess a valid Massachusetts Driver’s License.  </p>\n<p> </p>\n<p><u>Knowledge, Ability and Skill</u>:</p>\n<p><em>Knowledge:</em> Knowledge of civil engineering and construction practices, and water and sewer drainage systems.  Knowledge of local, state and federal laws and regulations governing water and sewer systems.  </p>\n<p> </p>\n<p><em>Ability: </em>Ability to apply scientific and engineering principles to the analysis of engineering problems and ability to design solutions to same.</p>\n<p> </p>\n<p><em>Skill:</em> Strong interpersonal skills, excellent written and verbal communication skills, proficient computer skills including MS Office applications and specialized software including AutoCAD, and CCP.  Skill in operating the above listed tools and equipment.  </p>\n<p> </p>\n<p><strong><u>Physical Requirements</u></strong><strong>:</strong></p>\n<p><em>The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.
