Summary : This position reports to the facility Fire Chief and provides complex team support. The position requires independent judgment according to the situation. The position performs professional fire administrative and managerial duties involved in planning, organizing, coordinating, supervising, and implementing the following: Department/Shift training, assigned programs, activities, and operations of the Fire Department including general operations, emergency medical services, disaster preparedness, fire prevention, fire inspection, fire investigation, code enforcement, maintenance, and related programs
Essential Duties and Responsibilities
Facility Fire Brigade Training Coordinator is responsible for planning, organizing, managing, and supervising the personnel, equipment, and emergencies for assigned battalions, and directly supervise subordinate officers.
The Facility Fire Brigade Training Coordinator is responsible for the mitigation of emergencies through responsive and effective management of fire suppression, emergency medical, technical rope and confined space rescue, hazardous materials, and other man-made and/or natural disasters that pose a threat to the safety of the facility. Mitigation of emergencies may involve performing hazardous tasks requiring strenuous physical exertion for extended periods of time in IDLH (Immediate Danger to Life and Health) surroundings.
Directs daily operations and supervises personnel, assure proper daily maintenance and operational readiness of apparatus, equipment, facilities, and personnel. Assure personnel complete required training. Promote teamwork within the department. Authorizes and controls daily purchase of materials and supplies. Maintains appropriate daily staffing levels and manages personnel’s vacations, holidays, and other absences.
Maintains discipline through administration of policies and procedures, including issuing discipline to the level authorized in policy, and makes effective recommendations to the facility Fire Chief on other related personnel actions. Accurately completes and processes forms, incident reports and other documents and ensures reporting performed by others are accurately completed.
Direct, manage, and supervise the ongoing promotional and mandated training of fire department personnel in assigned duties such as firefighting, medical care, hazardous materials response, fire prevention, and related subjects; provide supervisors with reports on training progress and status
Attend in-service training classes to maintain current knowledge of codes, laws, ordinances, and regulations; participate in professional group meetings to stay abreast of new trends and innovations in fields relevant to assigned responsibilities
Direct, coordinate, supervise and review the work plan for assigned fire suppression personnel and activities; assign work activities and projects; monitor workflow, review and evaluate work products, methods and procedures; meet with staff to identify and resolve problems
Participate in the development and administration of assigned program budget; forecast funds needed for staffing, equipment, materials and supplies; monitor and approve expenditures; recommend adjustments as necessary
Responsible for analyzing, planning, designing, implementing, and administering Emergency Medical Services (EMS) programs
Provide the necessary research, evaluation and recommendations for new products and procedures to ensure the department meets NFPA insurance, OSHA, regional, and national training mandates
Ensure the operational readiness of personnel, apparatus, and firefighting equipment, including vehicles; conduct routine inspections and test new or existing fire protection systems, fire detection systems, and fire safety equipment to ensure that they operate properly; determine any needs for repair and/or maintenance
Compile and maintain records on personnel, accidents, equipment, and supplies; maintain required maps and records; prepare activity reports listing fire call locations, actions taken, fire types and probably causes, damage estimates, and situation dispositions
Evaluate the performance of firefighting personnel; work with employees to correct deficiencies; recommend personnel actions related to disciplinary procedures, performance, leaves of absence, and grievances; prepare written employee evaluations as required
Recommend possible fire code revisions, additions, and deletions to proper authorities
Study and interpret fire safety codes to establish procedures for issuing permits regulating storage or use of hazardous or flammable substances
Provides effective leadership for all personnel necessary to carry out the business and mission of the Department.
Assists in the development, recommendation and administering of policies and procedures pursuant to the goals/objectives of the Department.
Establishes recruitment/retention plans to attract and retain quality personnel.
Directs and participates in departmental training programs.
Prepares and submits reports as required by the Fire Chief.
Develops metrics to identify potential issues and directs actions for resolution.
Performs managerial duties as directed by the Fire Chief to include completing performance feedback reviews, transferring, promotions, developing performance improvement plans and rendering appropriate corrective action.
Participants in the development and administration of the Department’s budget.
May serve as NorthStar EMS’ liaison with clients.
Will stay up-dated on latest Fire Department/EMS standards and trends and evaluate possible implementation.
Meets the NorthStar EMS job descriptions requirements for Industrial Firefighter and/or Industrial Firefighter/Paramedic (as required), Industrial Fire Lieutenant and Industrial Fire Captain.
Meets job description requirements for Industrial Firefighter/EMT or Paramedic, Fire Lieutenant and Fire Captain (as required).
Must be able to drive all assigned vehicles per NorthStar’s driving policies.
Will adhere to NorthStar’s and Department specific Standard Operating Procedures.
Performs other duties as required by superiors.
Qualifications
Minimum Qualifications
Must be at least 21 years of age.
High school diploma or GED.
Class E driver license.
Current CPR / AED for Health Care Provider or BLS certification.
IFSAC / ProBoard Firefighter II.
NFPA 1002 Ch. 4 or equivalent Emergency Vehicle Driver Training or Apparatus Operator (AO) Certification.
NFPA 1002 Ch. 5 or equivalent Fire Department Pumper Operations 1
IFSAC / ProBoard Fire Instructor 2 or NFPA 1041 equivalent.
IFSAC / ProBoard Fire Officer 3 or NFPA 1021 equivalent.
NIMS 100, 200, 300, 400, 700
OSHA 30 Certification is preferred. Will be required within 12 months of hire.
Fire Department Safety Officer/Health & Safety Officer NFPA 1521
Pass a background check.
Must have the ability to establish and maintain effective working relations with fellow employees, clients, assigned facility/plant employees and contractors, neighboring emergency service agencies, NorthStar EMS/NorthStar Industrial EMS and Fire (NorthStar) management, and the general public.
Must have excellent verbal and written communication skills.
Must be able to handle conflict situations with good judgment, professionalism, and courtesy.
Firefighters must meet the medical training requirements for each location’s Scope of Work, i.e., Emergency Medical Responder (EMR), EMT Basic, Advanced EMT or Paramedic.
May be required to meet additional site-specific requirements.
Driving Requirements:
Valid Driver’s license.

Successful ability to complete the departments physical agility requirements including, but not limited to walking, climbing, crawling, bending, pushing, pulling, lifting, and maintaining balance over less than ideal terrain.
Must have good physical stamina and endurance, measured by the ability to undertake, without adverse effects, lifting, carrying, and balancing loads in excess of 125 pounds (250 pounds with assistance), climbing ladders and stairs while carrying equipment/tools, lifting/carrying and pulling hose lines, lifting/carrying required tools and equipment.
Must have the ability to see different color spectrums.
Eyesight must be correctable to 20/20 in at least one eye.
Must have good eye-hand coordination and sufficient manual dexterity to manipulate equipment, instrumentation, and medications.
Must be able to differentiate between normal and abnormal findings in human physical conditions by using visual, auditory, olfactory, and tactile observations.
Must be oriented to reality.
