JOB POSTING – Long-Term Recovery Specialist; Temporary Position
The Coalition for Humane Immigrant Rights (CHIRLA) is a nonprofit organization founded in 1986. POSITION DESCRIPTION:
The Coalition for Humane Immigrant Rights (CHIRLA) is seeking a temporary Long-Term Recovery Specialist. The Long-Term Recovery Specialist will provide trauma-informed long-term recovery services to families and individuals impacted by the 2025 LA wildfires. The LTR Specialist is responsible for walking alongside survivors as they navigate their recovery process and is intended to be their primary point of contact for all matters related to their recovery. This position will provide personalized assistance by providing case triage, developing recovery plans, connecting clients to critical resources and services, and other areas identified as a need to achieve a full recovery.
DUTIES AND RESPONSIBILITIES: Serve as a point of contact for disaster impacted individuals and families to help connect them connect to resources in a timely and efficient manner. Timely, continuous and intentional communication with survivors. Support with case triage as directed by supervisor. Conduct client intakes and develop recovery plans in partnership with survivors. Develop and maintain updated, high quality case files, as well as case notes and database management to meet quality assurance standards. Complete recovery plan alongside client and facilitate communication with referrals, contractors, and other providers as much as possible. Encourage clients to take responsibility for their recovery and serve as an advocate and facilitator as opposed to doing everything on behalf of client. LTR Specialist should be fully aware of all steps taken by clients to achieve their recovery plan. Responsive to clients during business hours, no more than 48 business hour response time is to client inquiries is expected. When appropriate, present individual cases to the Long-Term Recovery Group’s Disaster Case management and unmet needs committee. Maintain client confidentiality and follow HIPAA standards, including during committee meetings. Keep Maintain Humanitarian Services Manager updated about client progress, barriers, challenges and successes as well as case intakes and closure statuses. Support clients with applications and appeals, including FEMA, housing inspections with contractors and more. Support with special fire relief events such as resource fairs, job fairs, town halls, mental • health support groups, etc. Occasional evening and weekend shifts will be required. Coordinate with Logistics team to secure and distribute essential items needed by clients. Coordinate timely services to ensure each client has living essentials such as housing, food, medical care, and access to transportation. Support unhoused clients to secure temporary and permanent housing. For individuals looking to rebuild, support them through the rebuild process. Collaborate effectively with coworkers and partner organizations. Build and maintain relationships with area service providers for the benefit of clients. Assess and monitor client progress to support their fulfillment of established goals, address challenges, and ensure that available resources are utilized. Attending and actively participating in meetings and training as is required Use personally insured and/or company insured vehicle(s) to travel and transport clients and materials as needed throughout the service delivery area. Train and lead delegation of activities to volunteers and interns. Set expectations with survivors during the initial intake of the program. Carry out quality assurance activities on a continuous basis. Have due diligence with CHIRLA policies/procedures to maintain client case files compliant with program guidelines.
SKILLS AND QUALIFICATIONS
Required Bachelor’s degree or equivalent preferred. Knowledge of case management foundations is required. At least two years or relevant professional experience required in the human services field, with high preference for disaster case management/fire relief experience. Experience working with diverse, multiethnic and multi-lingual communities Confident public speaker and group facilitation skills. Timely and accurate documentation and reporting on a continuous basis. Understanding of trauma-informed care best-practices. Must have strong relationship building, diplomacy, and networking skills; ability to effectively build internal and external relationships. Must have strong technical skills to navigate interpretation applications. Must be proficient in Microsoft Office, One Drive, and scheduling software. Must be flexible and willing to work early morning, evening, and weekend hours. Professionalism, maturity, and ability to work as a team and independently. Excellent organizational skills – good attention to detail and well organized Excellent verbal and written communication skills – verbal and written. Must be able to lift 50 pounds of force occasionally, and/or amount of force constantly to move objects. Must have skills in organizing resources and establishing priorities. Must be able to travel between CHIRLA sites, partner orgs and client homes. Fluency (reading, writing, speaking) in Spanish or other high need languages preferred. Flexibility is required based on the needs of the organization. The position may involve some evening and weekend work. Insured personal vehicle for daily use and client transport.

FLSA Classification: Exempt -Full-time regular
Classification: CHIRLA recognizes a staff bargaining unit affiliated with AFSCME District Council 36. This position is not included in CHIRLA’s bargaining unit and covered under the terms of the collective bargaining agreement.

The LTR Specialist is responsible for walking alongside survivors as they navigate their recovery process and is intended to be their primary point of contact for all matters related to their recovery.
