    "ExternalDescriptionStr": "<h2>This Opportunity</h2><p><span style=\"font-size: 12pt; line-height: 107%;\">WSP is currently initiating a search for a Full-Time&nbsp;<strong>Resident Engineer</strong> &nbsp;for our&nbsp;<strong>Peoria, IL&nbsp;</strong>office. Be involved in projects with our Construction Management team and be a part of a growing organization that meets our clients' objectives and solves their challenges. &nbsp;</span></p><p><span style=\"font-size: 12pt; line-height: 107%;\">The Resident Engineer will serve as the client’s on-site representative and primary point of contact during construction. A key requirement of this role is direct, hands-on experience overseeing the construction of at least one CSO storage tank or comparable large-scale underground wastewater storage facility.</span></p><p><span style=\"font-size: 12pt; line-height: 107%;\">The Resident Engineer will be responsible for ensuring that complex CSO tank construction activities—including deep excavation, rock support, large structural concrete placements, pumping systems, and integrated mechanical, electrical, and controls systems—are executed safely, in full compliance with contract documents and regulatory requirements.&nbsp;</span></p><h2>Your Impact</h2><p><span style=\"font-size: 12pt; line-height: 107%;\">Construction Oversight &amp; Contract Administration</span></p><ul style=\"list-style-type: disc;\"><li><span style=\"font-size: 12pt; line-height: 107%;\">Provide full-time, on-site oversight of all construction activities, including deep excavation, rock support, structural concrete, mechanical, electrical, instrumentation, and site work.</span></li><li><span style=\"font-size: 12pt; line-height: 107%;\">Act as the client’s authorized on-site representative for administration of the construction contract.</span></li><li><span style=\"font-size: 12pt; line-height: 107%;\">Interpret and enforce contract plans, specifications, permits, and regulatory requirements.</span></li><li><span style=\"font-size: 12pt; line-height: 107%;\">Chair construction progress meetings with contractors and client staff; prepare and distribute meeting minutes.</span></li></ul><p><span style=\"font-size: 12pt; line-height: 107%;\">Schedule, Cost &amp; Change Management</span></p><ul style=\"list-style-type: disc;\"><li><span style=\"font-size: 12pt; line-height: 107%;\">Review and monitor the Contractor’s baseline schedule and periodic updates; identify risks and coordinate corrective actions with the client.</span></li><li><span style=\"font-size: 12pt; line-height: 107%;\">Review and verify contractor pay applications, quantities, and supporting documentation prior to client approval.</span></li><li><span style=\"font-size: 12pt; line-height: 107%;\">Review RFIs, field changes, and change order proposals; provide technical evaluations and written recommendations to the client.</span></li><li><span style=\"font-size: 12pt; line-height: 107%;\">Maintain accurate project records, including daily reports, quantity tracking, correspondence, and photo documentation.</span></li></ul><p><span style=\"font-size: 12pt; line-height: 107%;\">Quality Assurance &amp; Oversight&nbsp;</span></p><ul style=\"list-style-type: disc;\"><li><span style=\"font-size: 12pt; line-height: 107%;\">Manage inspection to oversee activities to ensure work conforms to approved plans, specifications, and quality control requirements.</span></li><li><span style=\"font-size: 12pt; line-height: 107%;\">Coordinate review of submittals and shop drawings with the design engineer and City.</span></li><li><span style=\"font-size: 12pt; line-height: 107%;\">Manage quality control/assurance testing staff for field testing.&nbsp;</span></li><li><span style=\"font-size: 12pt; line-height: 107%;\">Observe and document system start-up, and commissioning of pumping, mechanical, electrical, and control systems.</span></li><li><span style=\"font-size: 12pt; line-height: 107%;\">Develop punch lists and support project closeout, final inspections, and acceptance.</span></li></ul><p><span style=\"font-size: 12pt; line-height: 107%;\">Safety &amp; Regulatory Compliance</span></p><ul style=\"list-style-type: disc;\"><li><span style=\"font-size: 12pt; line-height: 107%;\">Monitor contractor compliance with approved Safety and Health Plans, site-specific safety plans, and OSHA requirements.</span></li><li><span style=\"font-size: 12pt; line-height: 107%;\">Promote a strong safety culture and immediately address unsafe conditions.</span></li><li><span style=\"font-size: 12pt; line-height: 107%;\">Ensure compliance with environmental permits, and applicable City, State, and Federal regulations.</span></li></ul><p><span style=\"font-size: 12pt; line-height: 107%;\">Coordination &amp; Communication</span></p><ul style=\"list-style-type: disc;\"><li><span style=\"font-size: 12pt; line-height: 107%;\">Maintain daily coordination with the client and project representatives.</span></li><li><span style=\"font-size: 12pt; line-height: 107%;\">Interface with design engineers, inspectors, utilities, and regulatory agencies as required.</span></li><li><span style=\"font-size: 12pt; line-height: 107%;\">Provide regular written and verbal status updates to the client addressing progress, schedule, budget, quality, and safety.</span></li><li><span style=\"font-size: 12pt; line-height: 107%;\">Exercise responsible and ethical decision-making regarding company funds, resources and conduct, and adhere to WSP’s Code of Conduct and related policies and procedures.</span></li><li><span style=\"font-size: 12pt; line-height: 107%;\">Perform additional responsibilities as required by business needs.</span></li></ul><p>&nbsp;</p><p><span style=\"font-size: 12pt; line-height: 107%;\">#LI-TD1</span></p><h2>Who You Are</h2><p><strong>Required Qualifications</strong></p><ul style=\"list-style-type: disc;\"><li><span style=\"font-size: 12pt; line-height: 107%;\">Bachelor's Degree in Civil Engineering, Construction Management or relevant discipline OR equivalent experience</span></li><li><span style=\"font-size: 12pt; line-height: 107%;\">Minimum 12 years of progressive construction inspection and/or construction management experience, including experience as a Resident Engineer or similar supervisory role.</span></li><li><p style=\"line-height: 15pt; margin-bottom: 0in;\"><span style=\"font-size: 12pt;\">Direct experience serving in a Resident Engineer, Construction Manager, or similar lead role on at least one constructed Combined Sewer Overflow (CSO) storage tank or comparable large underground wastewater storage facility is required.</span></p></li><li><p style=\"line-height: 15pt; margin-bottom: 0in;\"><span style=\"font-size: 12pt;\">Strong understanding of construction sequencing and risk management specific to CSO and wastewater infrastructure.&nbsp;</span></p></li><li><p style=\"line-height: 15pt; margin-bottom: 0in;\"><span style=\"font-size: 12pt;\">Proven experience with construction contract administration, pay applications, RFIs, and change orders.</span></p></li><li><span style=\"font-size: 12pt;
