SUPPORTIVE HOUSING (SH) MANAGER
JOB DESCRIPTION
The Hope Through Housing Foundation (Hope) is committed to breaking the cycle of generational poverty by implementing high-quality social services for low-income families and seniors living within and around National CORE’s affordable housing developments throughout California, Texas, and Florida. About the Job:
The Supportive Housing (SH) Manager overarching focus is on implementation, ongoing operations and quality assurance for all programs and services offered to SH residents throughout Hope through Housing’s footprint. This position will have a special focus on meeting the needs of formerly homeless residents and building a strong team of partners serving National CORE’s SH (supportive housing) projects as well as other vulnerable populations. This individual plays a key role in helping to meet Hope’s mission of breaking the generational cycle of poverty, including new partnership development, service requirement compliance, service partner management, specialized programs, staff training, and program evaluation.
This position will utilize proactive prevention, best-practice approaches, and collaborative interventions in the social service areas to support staff and residents to thrive with the goal of retaining housing. The SH Manager works closely and coordinates with onsite Property Management staff, other HOPE employees, and external partnerships regularly. This role serves as an expert resource for SH/ Vulnerable Population’s associated needs and the teams working on site. This includes providing guidance to on-site teams, crisis response support, and resource coordination for special populations with specific needs, with a focus on formerly homeless individuals. The SH Manager maintains a direct reporting relationship with the Director of SH & Resident Services/ VP of Ops.
RESPONSIBILITIES
The Supportive Housing (SH) Manager ensures high quality SH services are being delivered to residents while maintaining a strong working partnership with Property Management and services teams.
The SH Manager is responsible to both cultivate impact and remain compliant by being a content expert, well versed in SH, associated approaches and processes. This not only includes supporting, coordinating, and monitoring high-quality programs and activities by HOPE and our partnerships within the National CORE properties but also supporting our relationship with Property Management. The SH Manager is responsible for assessing needs, developing program strategies, and ensuring the delivery of quality programming through a combination of cross team support, technical training/ assistance, direct service, and service partner development.
Must effectively document, communicate and evaluate programs and make program recommendations/changes based on both the compliance and effectiveness of programming. Qualified candidates will possess the following competencies:
Supportive Services
Develop and maintain positive professional relationships across teams (internal and external) and provide support to SH residents.
Educate and support HOPE services team, property managers, and external partners through housing retention resources and approaches to ensure residents gain long term stability. This includes, using networking/ outreach approaches to reach both property management, services teams, and at times residents to ensure they have the support they need.
Using data and case examples to identify and evaluate resident patterns of needs, and support deliver quality services for residents both directly and through service partnerships.
Approaches problem solving with a client-centric, trauma informed lens. This includes working collaboratively with internal teams and external partners on Housing approaches, overall objectives of retention and at times, there will be need for relocation (i.e. higher level of care etc).
Connect and update ongoing any HTHF team members and 3 rd party service providers that have a community with SH residents to available resources and referral opportunities.
Coordinate along with the Director of SH/ VP of Ops the design, implementation, and delivery of SH objective focused activities that support retention.
Run assigned meetings as assigned including taking detailed and accurate minutes with action items for attendees clearly dedicated. This includes tracking attendance at some required meetings.
Manage and maintain a harmonious relationship with site staff and community partners which includes developing an onsite mechanism to facilitate resident connection to other on-site service partners, community service agency resources and referrals, including personnel of community service providers, educational opportunities, and support groups.
Support the planning and day of operations for the Annual Vulnerable Populations Bootcamp with the SH Team, other related staff, and partnering presenters.
Supporting advocacy of residents includes:
Coaching and modeling for HTHF teams, Property Management, and 3 rd party providers on best approaches.
Respecting confidentiality and related policies; understanding and acting as a mandated reporter.
Acting responsibly and modeling appropriate and responsible behavior to residents, by observing rules and regulations of the programs.
Knowledge of residents’ rights and responsibilities including fair housing and housing first approaches.
Using diplomacy, courtesy, and respect - encouraging residents to do the same­ when writing or speaking to management or outside agencies.
Clearly and accurately documenting the problem and the response of those contacted.
Working collaboratively with other organizations and service providers.
Data, Reporting & Compliance
Oversee SH work as a team with Director of SH/ VP Ops and the SH Reporting & Billing Manager the delivery and evaluation for SH programming to ensure all deliverable are met.
Annually organize SH resident surveys, data collection process, and analytics. From this summary of the analytics this role provides guidance and support in accessing resources to enhance coordination and support.
Manage assigned PSH related programmatic performance with Director of SH/ VP and the SH Reporting & Billing Manager.
Manage and update quarterly the SH/ Vulnerable Populations Inventory Tracker and associated public facing documents with the Director of SH/ VP Ops.
As required, maintain client/ resident services files and database of resident contact encounters, referrals and overall engagement in order to identify trends, patterns, needs, opportunities, and outcomes of services including documentation and certifications.
Assist with program evaluation that ensures effective services and outcomes.
Provide regular reports of activities and events and maintain documentation in line with compliance regulations. This includes self-auditing regularly to ensure work remains compliant.
Ensure all program objectives are met include various private grants, city, state and federal funding.
Ensure service providers are consistent with required site and service regulations.
Ensure service providers complete and update records on all enrolled, which includes providing a report monthly on all onsite activities.
Complete annual meetings with our contracted SH service providers. Review contract deliverables, staffing on site and ensure they have the resources on site to execute their role most effectively.
Ensure staff and service providers follow policies and complete records on all participants. This includes flagging any deficiencies and working with sites, teams and departments on improvements.
Community Partnerships and Donors
Maintain regular communication with external SH entities regarding new service partners and evaluation of service delivery by partners contracted for SH services on site.
Serve as SH community ambassador, developing relationships resulting in in-kind service/product donations and financial contributions.
Must attend Company sponsored events that relate to the development of the team, which, from time to time, may include overnight stays at locations away from the employee’s home.
Professional Development
Ensure trainings are completed regularly to maintain a relevant level of SH compliance and intervention knowledge ongoing.
Participate in annual trainings focused on core modalities such as Trauma Informed Care (TIC), Motivational Interviewing (MI), Harm Reduction and other applicable professional development opportunities.
SKILLS & QUALIFICATIONS
Demonstrated track record and passion for working with vulnerable populations with complex needs.
Must have a sincere interest in working with those that have experienced homelessness from a variety of age ranges and backgrounds.
Excellent organizational and document management skills.
Ability to work cooperatively and collaboratively with colleagues and community partners.
Ability to meet the needs of a diverse, low-income population.
Ability to communicate effectively and demonstrate sensitivity to others.
Ability to execute strong boundaries and ensure modeling of utmost professionalism even when challenging. This includes being willing to reach out for support from supervisor and team.
Ability to write clear, grammatically correct administrative tasks including but not limited to: professional emails to internal and external stakeholders, meeting minutes, flyers, case notes, reports, narratives, social media posts.
Ability to use Outlook, Word, Power Point, Excel and other basic computer software programs.
Demonstrated ability to work independently and as part of a team.
Experience using case management software including Homeless Management Information System (HMIS), is strongly preferred.
Fluency in a language in addition to English is preferred.
MANDATORY REQUIREMENTS
Bachelor’s degree in public health, human behavior, psychology, social work or related field is desirable or has an equivalent combination of education and experience.
Have at least 2-5 years of relevant experience in social services, homeless services and/or a SH setting.
Demonstrated experience working in a social service, SH or related field providing case management services.
Experience working with and demonstrated understanding of unique challenges for vulnerable populations including but not limited to those experiencing homelessness, mentally ill, substance use illness, trauma, and chronic medical needs, is preferred.
Be able and willing to work flexible hours which may include evenings or weekends.

The SH Manager works closely and coordinates with onsite Property Management staff, other HOPE employees, and external partnerships regularly. This role serves as an expert resource for SH/ Vulnerable Population’s associated needs and the teams working on site. This includes providing guidance to on-site teams, crisis response support, and resource coordination for special populations with specific needs, with a focus on formerly homeless individuals. The SH Manager maintains a direct reporting relationship with the Director of SH & Resident Services/ VP of Ops. \\n\\n \\n\\nRESPONSIBILITIES\\n\\n \\n\\nThe Supportive Housing (SH) Manager ensures high quality SH services are being delivered to residents while maintaining a strong working partnership with Property Management and services teams.\\n\\nThe SH Manager is responsible to both cultivate impact and remain compliant by being a content expert, well versed in SH, associated approaches and processes.
