Established in 1951, IOM is part of the United Nations System as the leading inter-governmental organization promoting humane and orderly migration for the benefit of all.
Operational in Indonesia for more than 40 years, IOM Indonesia is one of the largest IOM missions in the world working on a wide range of activities in partnership with the Government of the Republic of Indonesia, civil society, private sector actors, migrants and communities. IOM Indonesia is engaged in several thematic areas, including Counter-Trafficking, Labour Mobility and Social Inclusion, Disasters, Climate and Resilience, Immigration and Border Governance, Refugee Care, Migration Health, Migration Policy and Data Hub, and Resettlement and Voluntary Returns.
IOM Indonesia aims to ensure quality of care for refugees and asylum seekers referred to IOM by the Government of Indonesia according to applicable international humanitarian and human rights standards. The Programme supports refugees through healthcare, education basic needs, and contributes to the increased protection of vulnerable subgroups, such victims of sexual and gender-based violence, among others, through referral mechanisms involving the active participation of specialized state and non-state service providers. It also contributes to supporting them with the eventual sustainable pathways.
Under the direct supervision of the Senior Programme Associate, or Head of Office] [and under the overall supervision of the Head of Office, working closely with Health Care, Community Liaison Officers, Resource Management, as well as the Community Accountability Coordinator and team in Jakarta, the Programme Associate (Refugee Care) will be responsible for assisting in the implementation of refugee care activities in line with programme requirements and as part of the Programme’s strategy on community engagement and accountability to affected populations, and in line with IOM policies, standards and commitments.
Responsibilities
Responsibilities and Accountabilities
1. Assist in the implementation and monitoring of programme activities in line with the RCA programme procedures and mechanisms.
2. Undertake regular visits to gather information on beneficiaries’ situations, document their needs or concerns, and relay this information to the supervisor and relevant colleagues for follow-up; identify and promptly report any observed protection, security, or health-related concerns to the supervisor in line with established procedures.
3. Maintain updated files and information for assigned beneficiaries in the case management system and follow up as per programme setup.
4. Act as a focal point for routine operational workflows related to protection and care coordination activities, guided by the RCA management team at the Country Office.
5. Monitor basic service-related information and activities, document gaps or issues observed during routine duties including those reported by beneficiaries and partners, share these with the supervisor and provide inputs on corrective actions.
6. Organize meetings, workshops, training and other events; assist with logistical, arrangements, outreach, participation lists, basic facilitation support, and communication with refugee communities and local stakeholders as part of the community engagement activities.
7. Support updating and routine verification of data and relevant information for monthly and other reports in the Refugee Registration and Assistance Monitoring System (RAMS).
8. Review payments to service providers, verify that supporting documents are correct, valid and complete, and assist with simple expense tracking tasks working closely with Resource Management.
9. Assist in local transfers, including facilitating escort arrangements, in close coordination with Resettlement and Voluntary Returns and Migration Health units in Jakarta.
10. Assist in maintaining positive working relationships with local interlocutors including IDC, Immigration and Police, private sector actors, NGOs/CBOs, local representatives and community leaders in the delivery of programme activities.
11. Support knowledge-sharing on refugee care activities and provide input on possible improvements to programme activities.
12. Perform such other duties as may be assigned.
Qualifications
Required Qualifications and Experience
Education
Bachelor’s degree in Psychology, Management, Economics, Political, Social Science, International Relations, Development Studies, Migration Studies, Human Rights, Psychology or Business and Counseling from an accredited academic institution with three years of relevant working experience; or, High school diploma with five years of relevant working experience.
Accredited Universities are those listed in the UNESCO World Higher Education Database.
Experience
Good knowledge of, and experience assisting in the implementation of programme and operational support activities including some exposure to protection and mental health related tasks. Relevant experience in project implementation support; experience with training logistics or delivery is an advantage. Experience handling administrative activities. Experience working on migration-related activities, with exposure to Imigrasi processes and beneficiary contexts.
Skills
Ability to identify needs and assist in the implementation and monitoring of programme activities. Experience liaising with Government Departments/Authorities and UN and other international organizations, private sector and other stakeholders. Ability to draft clear and concise routine reports and correspondence in English. High degree of computer literacy.
Languages
All IOM staff members in all categories are required to be fluent in one of the IOM's official languages (English, French, Spanish).
For this position, Fluency in English and Bahasa Indonesia (oral and written).

The Programme supports refugees through healthcare, education basic needs, and contributes to the increased protection of vulnerable subgroups, such victims of sexual and gender-based violence, among others, through referral mechanisms involving the active participation of specialized state and non-state service providers.
