Our customers include the Department of Defense (DoD), the U.S. Air Force, U.S. Navy, U.S. Army, Missile Defense Agency (MDA), and the National Aeronautics and Space Administration (NASA).</p>\n<p> </p>\n<p>This position is located at our Milan Ohio facility.</p>\n<h2>Responsibilities</h2>\n<p>We are seeking an experienced, onsite <strong>Quality & Safety Manager</strong> to lead the Quality program for the reactivation of a government-owned test facility in Sandusky, Ohio. This role is responsible for developing, implementing, and sustaining a <strong>robust Quality Management System (QMS) aligned with AS9100 standards</strong>, while assisting in the safe execution of all reactivation activities involving high-risk operations.</p>\n<p>The ideal candidate will be a hands-on leader with deep expertise in <strong>quality system development, controlled documentation, </strong>while assisting in<strong> system safety engineering</strong> and <strong>industrial safety practices for high-hazard environments. </strong></p>\n<p> </p>\n<p><strong>KEY RESPONSIBILITIES</strong></p>\n<h3>Quality Management System (Primary Focus)</h3>\n<ul>\n <li>Lead the <strong>design and implementation</strong> of a Quality Management System compliant with <strong>AS9100 standards</strong>.</li>\n <li>Establish and maintain standards for <strong>quality policies, procedures, work instructions, and process documentation</strong> to support testing, maintenance, and operational readiness.</li>\n <li>Manage the <strong>document control system</strong>, including:\n  <ul>\n   <li>Creation, revision, approval, and distribution of controlled documents</li>\n   <li>Configuration management and version control</li>\n   <li>Document retention policies and audit traceability</li>\n  </ul></li>\n <li>Ensure alignment of QMS with regulatory, contractual, and customer requirements.</li>\n <li>Facilitate <strong>training and adoption of quality processes</strong> across engineering and operations teams.</li>\n</ul>\n<h3><strong>Document Creation & Management</strong></h3>\n<ul>\n <li>Develop standardized templates and frameworks for:\n  <ul>\n   <li>Operating procedures</li>\n   <li>Test plans and protocols</li>\n   <li>Inspection and acceptance criteria</li>\n   <li>Safety procedures and permits</li>\n  </ul></li>\n <li>Lead cross-functional document reviews to ensure <strong>technical accuracy, compliance, and usability</strong>.</li>\n <li>Maintain <strong>centralized document repositories</strong> and ensure accessibility and version integrity.</li>\n <li>Support contract compliance by ensuring all required <strong>deliverables and records are properly documented and controlled</strong>.</li>\n</ul>\n<h3><strong>Safety – Facility Reactivation Focus</strong></h3>\n<ul>\n <li>Assist in the development and implementation of safety programs specifically tailored to <strong>reactivation of dormant / inactive test facilities</strong>.</li>\n <li>Assist Safety leadership in oversight for high-risk activities, including:\n  <ul>\n   <li><strong>Working at heights</strong></li>\n   <li><strong>Lockout/Tagout (LOTO)</strong></li>\n   <li><strong>Confined space entry</strong></li>\n   <li><strong>High energy hazard controls</strong> (mechanical, cryogenic, explosive constituents, high-pressure gas, electrical, hydraulic, pneumatic)</li>\n   <li><strong>Crane and rigging operations</strong></li>\n   <li><strong>Powered Industrial Vehicle (PIV) operations</strong></li>\n  </ul></li>\n <li>Augmented support for job hazard analyses (JHAs) and risk assessments are completed for all critical tasks.</li>\n <li>Partner with Safety leadership to ensure operations and maintenance teams to establish <strong>safe work permits and procedures</strong>.</li>\n <li>Support <strong>field audits, inspections, and safety observations</strong> during reactivation activities.</li>\n <li>Assist in compliance with OSHA and applicable government safety regulations.</li>\n</ul>\n<h3><strong>System Safety & Engineering Support</strong></h3>\n<ul>\n <li>Participate in <strong>System Safety Design Reviews</strong> for test systems, infrastructure, and operational processes.</li>\n <li>Support review of <strong>Failure Modes and Effects Analyses (FMEA)</strong> and similar risk assessment methods.</li>\n <li>Collaborate with engineering teams to identify and mitigate design and operational risks.</li>\n <li>Ensure safety is incorporated into <strong>system design, modifications, and commissioning activities</strong>.</li>\n <li>Support hazard tracking systems and verification/closure of mitigation actions.</li>\n</ul>\n<h2>Qualifications</h2>\n<p>QUALIFICATIONS</p>\n<p> </p>\n<li><h3><strong>Required</strong></h3>\n <ul>\n  <li>Bachelor’s degree in Engineering, Quality, Safety, or related technical discipline.</li>\n  <li>4+ years of experience in <strong>quality management and safety leadership</strong> within aerospace, defense, manufacturing, or test facility environments.</li>\n  <li>Demonstrated experience building or managing a <strong>QMS aligned with AS9100 or ISO 9001</strong>.</li>\n  <li>Strong experience in <strong>document control systems and technical documentation management</strong>.</li>\n  <li>Working knowledge of OSHA regulations and high-risk work controls (LOTO, confined space, fall protection, etc.).</li>\n  <li>Experience supporting <strong>FMEA and system safety reviews</strong>.</li>\n  <li>Non-obstructive and strong leadership, communication, and cross-functional collaboration skills.</li>\n  <li>Ability to obtain security clearance</li>\n </ul><h3><strong>Preferred</strong></h3>\n <ul>\n  <li>ASQ Certified Quality Engineer (CQE) certification.</li>\n  <li>Certified Safety Professional (CSP) or equivalent.</li>\n  <li>Experience with <strong>government or defense test facilities</strong>.</li>\n  <li>Familiarity with configuration management practices and tools.</li>\n
