Description

Description Oversees the implementation of the school-based and centrally funded grant initiatives in Title I, School Improvement and Community Schools in accordance with federal and state grant requirements. Ensures that the programs address and support the system-wide goals and priorities as well as result in improved outcomes for students. Performs other duties as assigned. Responsibilities Informs schools and communities about supplemental grant options and the implications for Baltimore County Public School (BCPS). Provides assistance to school-based leadership to ensure understanding of allowable grant activities based on cost principles and grant compliance. Works collaboratively to school grant spending is aligned to the school’s needs assessments and School Progress/Implementation Plan to ensure braided grant programs address the needs of all stakeholders (students, families, school staff and community). Collaborates with school staff, leadership teams and central office staff to collect, analyze and summarize school data used to monitor and evaluate the effective implementation of braided grant programs. Reviews and provides feedback on the implementation of program components, as related to braided grants, such as school progress plan (SPP), family engagement plans, community school plans, behavior plans and Home-School Compacts. Participates in professional learning opportunities that offer strategies for effective data analysis protocols, instructional best practices, school improvement strategies, program monitoring and embedding equity in school-wide reform. Collaborates with central office staff and school leadership teams to plan and facilitate professional learning sessions based on program monitoring/effectiveness data and linked to overall school improvement. Assists identified schools with program the effective use of braided grant funds and maintaining required documentation. Coordinates and conducts program monitoring reviews and follow-up training sessions, in collaboration with grant accountants. Completes additional tasks assigned to support the effective use of braided grant funds and resources. Collaborates with offices within the Division of Curriculum and Instruction and Department of Employee Training & Development to plan and deliver professional learning for teachers and staff in identified schools. Monitors the effective and appropriate use of supplemental grant funded staff in identified schools based on School Progress Plans. Performs other duties as assigned. Qualifications Education, Training and Experience: Graduation from an accredited college or university with a master’s degree in a field related to the above duties. Five years effective teaching and/or educational leadership experience. Experience in grant development preferred. Experience in federal grant program management preferred. Licenses and Certificates: Possession of a Maryland Educator Advanced Professional Certificate in an area appropriate to the assignment. Administrator I endorsement preferred. OR Possession of, or eligibility for, a Maryland Educator Advanced Professional License in an area appropriate to the assignment. Administrator I Licensure preferred. Knowledge, Skills, and Abilities: Knowledge of state and/or federal grant related programs. Knowledge of and skill in the use of database, internet, spreadsheet, word processing, and related applications. Knowledge of and skill in data analysis. Demonstrates knowledge of or experience in reading and/or mathematics instructional content and pedagogy. Demonstrates knowledge of best practices for differentiating instructional content, processes, and products to meet the needs of students with varying learning capabilities. Excellent leadership and management skills. Excellent communication and human relations skills. Skill in managing operating budgets. Skill in developing and maintaining effective working relationships with clients and others. Ability to plan, coordinate, and supervise the work of professional and support staff. Ability to formulate, interpret, and administer policy. PHYSICAL AND ENVIRONMENTAL CONDITIONS: The work of this class is generally sedentary and performed in an office environment. Work includes the operation of office equipment, including personal computers, and occasional limited physical activities. CONDITIONS OF EMPLOYMENT: Employees may be required to work beyond their normally scheduled hours with little or no advanced notice. Work schedules may include nights, weekends, and travel.
